2 Preamble On November 24th, 2015, the City of Mississauga hosted a community meeting at Clarke Memorial Hall in Port Credit to share the results of the Business Case for a future marina at 1 Port Street East. The participants provided input on these results. In addition to feedback gathered at the meeting, input was received via mail and . This document consolidates and presents these comments, both verbatim and in summary. These comments will help inform the foundation of the City Master Plan for 1 Port Street East, and the next steps associated with protecting for a future marina on the site. We are grateful for everyone s valuable time.
3 Height of the [winter storage] building? General Commentary Please note: Questions and statements in quotation marks ( ) have been presented verbatim How many parking spaces [will be on-site]? What happens if City says they re not in marina business? Questions were raised regarding the particulars of the live-aboards permitted at the marina. How many live-aboards are permitted, and what kind of vessels will they be permitted to occupy? Questions were raised inquiring whether or not the City has considered a Public-Private Partnership (PPP) to help facilitate the marina development. This could include the marina infrastructure and its operation. Why does waterfront access have to include walking right beside the boats? Assumption is that the marina must pay for itself, [so then the] approach is that it must stand alone. Therefore, [are] dc s and section 37 etc not considered in capital cost? Gratified by the fact that the City and the proponents have embraced our message that we must preserve the functionality of an ongoing working marina as an integral part of the One Port Street redevelopment. It was expressed that the combination of capabilities and resources is what distinguishes the Port Credit Harbour Marina currently, and this unique combination and level of service is a crucial part of the marina s appeal. This rebuilding opportunity should be right-sized, while ensuring that the crucial capabilities of the marina are maintained. It was expressed that desires for the marina include vistas to the water and continuity of the waterfront trail, continuity of service, separation of the marina and wharf development, potential for a public/private partnership, scalability of services, connection with the Port Credit Village, and potential for safe public engagement with the marina that does not interfere with marina operations. It was suggested that the costs associated with the landfill are out of line with nearby landfilling projects (ie. Lakeview Waterfront Connector), and moving the entire marina facilities to a landfilled eastern breakwater would be operationally beneficial. it was expressed that the marina should focus on its strategic advantages and capitalize on the strengths of the location and operation, such as the deep water that allows berthing of larger boats and the repair facility.
4 General Commentary Cont. The importance of exploring creative funding opportunities and investigating all sources of possible revenue for the project was asserted - combining development related revenue streams, private investment and government sourcing is possible. It was asserted that the east breakwall should be land filled to its maximum capacity, either for parking and boat storage, parkland, or a combination of the two with angled parking near the boat slips for marina drop-off and park on the eastern side. This filled breakwall could incorporate greenspace that could allow fishing off the eastern side, provide an selling point for boaters, and provide amenity area for residents and tourists. It was noted that consideration should be given to the site s status as a heritage property and its identification as one of Mississauga s Cultural Landscapes.

6 Views and Vistas Think big, think legacy, creativity lasts, don t limit the possibilities at this port [Views and vistas in Concept A are] ok The floating dock is high maintenance, should be replaced with a solid, filled in land with turnaround and public restaurant on top Pier [breakwall] itself should be a double lane road and walkway [Views and vistas in Concept A are] Good. Nice and open [Concept A] Allows for views. Floating lookout is cool This version is NOT going to encourage hope in this marina s development It was expressed that a public vista down Elizabeth Street to the water would be desirable, perhaps including a park and/or vehicle parking - this would align with the centre of the Port Credit Village and protects a vista for surrounding residential buildings Vehicular Access and Parking Will this [parking on the site] be free or paid parking? Concerns were raised that Lakeshore Road already presents a bottleneck, inquiring how this could be improved. How will parking be protected for marina customers? Questions were posed regarding the location of the 241 spaces, and whether they would be underground. The need for parking for festivals and summer events was expressed Perhaps should be three levels [of parking] underground between Port Street and Marina [Parking on the site is] lacking for boaters Marina Concept A Remote underground parking would be a disaster for the marina
7 Marina Concept A Cont. [Vehicular access and parking in Concept A is] Good Marina should put pedestrians and cyclists as priority. Don t plan for cars like the GO station site Boater access with guests and supplies out to their vessels is definitely a problem for both these plans. Proximity to vehicles is important to boater with these large vessels. Proposing that boaters park underground or otherwise interfere with the main site redevelopment is both costly and inappropriate since it will mean that marina parking could be compromised for years during construction. My sense is that the underground parking will be needed for future uses on the main site. I do not believe that we should assume that a significant number of important boat slips, particularly for live-aboards over on the west side is practical since they are away from marina oversight, security and resources. It was suggested that convenient marina parking, ideally on a filled breakwall right next to boat slips, would guarantee the marina s desirability. Marina Facilities and Winter Storage Where will these boats (boats outside, along west side) store? Offsite winter storage hurts chandlery business Customers now have other options closer to proposed storage area Major amount of business done before and after boats launch I wonder if a marina can operate financially without on-site storage. I think there is an irreconcilable difference here. The marina needs the storage, [however] the public should have the space. Brainstorming perhaps possible tradeoffs take away slips for few salmon fishing boats on the west side of river for park and public Concerns were raised that the lack of on-site winter storage and repair shop was problematic, and would be highly detrimental to the marina s functioning and the marine businesses on-site. [Do not have] renter boat storage [on-site], use old power station land. No industrial workshops, spray booths and boat repairs.
8 Marina Concept A Cont. Use metal shed for market and events, eg boat show Winter storage a necessity, [half] of 1 year [of a marina s] income is produced by storage Questions were as to whether the off-site winter storage area would have adequate security and a haul-out for direct access to the storage site. These were expressed as being important. What facilities? What winter storage? Concept A is a complete disaster Good. Important to get away from industrial feel of marina Good. Boat storage and repair shop are too industrial to be part of this waterfront site. It was suggested that Concept A removes the many of the core attributes of the marina, and removing these attributes dismantles the unique combination of services that has been a major draw for marina users. It was suggested that the haul-out should be on the east side of the breakwall, for both public safety and ease of marina operations. Enhanced Public Waterfront Access [There are already] enough public parks close at hand to waterfront Both on east and west side of river Think about how to mitigate wind, points of interest Questions were raised regarding the population density planned for the site, expressing that this new density would be an issue Need to see what public lands have proposed. Make 6 metre parkway around west wall [the wall of the wharf]. Connect with walkway on east side of the pier [the breakwall]. Good Big improvement. Current marina does not allow public to access.

10 Marina Concept B It was suggested that the 6m floating dock was impractical from a boat security and cost perspective. Perhaps it is not necessary to allow the public to walk alongside private vessels. A public viewing deck located at the end of the floating dock by the Ridgetown seems costly, risky and impractical Views and Vistas Same as before Put lots of coniferous trees by the parking area to help cover the parking lots and boats stored in the winter. (Proposed Repair shop/office) Eye sore, not inviting to public to space, move to another location, want to bring people to the waterfront not block it out. No [boat slip] security with this plan. No need for walkway on floating dock for the public. Forget viewing at Ridgetown. Don t put parking and storage blocking Elizabeth Street / Helene Street vista. Protect view to marina for new (approval) centre city project at no frills. Not as good [As Concept A]. Marina drop-off area will block views looking east. Lakefill stub for parking and winter storage will kill views and vistas. Maintain Elizabeth corridor vista from GO Train down. Repair shop [should face] North/South not east west Concerns were raised regarding the heights of buildings on the pier impacting views of the waterfront It was expressed that a public vista down Elizabeth Street to the water would be desirable, perhaps including a park and/or vehicle parking - this would align with the centre of the Port Credit Village and protects a vista for surrounding residential buildings.
11 It was noted issues with views blocked by winter boat storage on a filled breakwall could be mitigated through a number of measures, such as grouping larger boats near the base of the breakwall and smaller boats at the end. It was also noted that the industrial look of these boats could be mitigated through vegetation cover and shrink-wrapping the boats. Vehicular Access and Parking Parking for all Port Credit festivals is going to be severely limited Charter boat industry requires 4-8 parking spots per boat where will they park? The need for parking for festivals and summer events was expressed Don t charge for parking. The more you make it undesirable to come to Port Street, the less customers will come. Long walk to south end dock, extend pier [breakwall] wide enough for angled parking (summer), use for small boat storage in the winter Small vision Vehicle parking is too far away from the slips There is far too few parking spaces for the marina You will have to be an Olympic athlete to get to the far slips Eastern breakwater should be used year round for parking of storing More onsite storage should be phased in using breakwater landfill project similar to Lakeview Waterfront Connector Ok Too much parking in Concept B What about pedestrians? Cyclists Should be fully accessible for all, including the elderly / disabled etc Is parking aboveground or underground? Marina Concept B Cont.

Marina Facilities and Winter Storage Lot of boats will leave, existing building and parking are full of boats Same as Concept A but better 100 storage boats won t cut it to allow businesses to survive Repair shop location will not be popular with residents on Port Street Go for the 50 million dollar concept. If you don t ask, you wont get it. Tie the marina costs to those who are going to develop With offsite storage you are taking most of the boats offsite and away from the boat supply store. Spring and fall are when boaters spend $ in stores. Two competitors are closer to Promenade where proposed offsite storage is. Add mooring field to east include dingy dock (Purple parking [underground]) view, eyesore. Why is parking here and not north? 100 winter storage spots is too few Marina Concept B Cont. Winter storage is already in short supply on Lake Ontario Repair facility is necessary to the future of the marina The eastern breakwater can be expanded to eventually reach to the end with parking and a public walkway All marina facilities should be clustered and accessed from eastern side Haul out must NOT be on the west [side of the breakwall] if public is to have walk through
13 The repair shop is in the wrong spot. (Prime location for redevelopment) Not Good. Do not like on-site storage and industrial feeling Is a repair shop and winter boat storage the vision we want for the waterfront. I prefer parks, cafes, shops. Maintain full service marina Expand east break wall parking and winter boat storage Make this a destination marina, add mooring field, Increases revenue for local businesses, visiting boats do not use parking and spend all their money here. Add a new east break wall to protects mooring field phase two Need more winter storage Boat brokers need land storage for new boats Poor convenient access to the docks Marina Concept B Cont. Why can t condo developer contribute to marina? Development costs [should help] pay the 50 million to build the full marina with filling in east break wall to its full potential Brokers, chandlery, repair facility should be grouped together Brokers need storage space new boats on site [With the] marina restructure, new location should be built ahead of time so there would be a smooth transition to the new site with no business interruption to the marina to provide service to the boating public. Developers should pay for building the new 50 million dollar marina It was suggested that the haul-out should be on the east side of the breakwall, for both public safety and ease of marina operations.
14 Marina Concept B Cont. The repair facilities should not be moved so far to the west. A 2-storey facility could nestle north of the landfilled breakwater area without blocking access but still closer to the repositioned haul-out ramp While it may be deemed necessary to phase the land fill operations so as to eventually incorporate the entire breakwater, this is definitely the solution to both vehicular access and winter storage. Enhanced Public Waterfront Access Why is there a requirement for more waterfront access, it seems there is a lot of existing docks Same as Concept A, what has Canada Lands proposed There is plenty of public waterfront access in Prt Credit now, within 10 miles [It would be desirable to have] smaller parks around the site Views and access are different. We don t need the public getting into the water on this site. Not as good [as Concept A] Prefer Concept A. How can I access and walk around the waterfront when boats are being stored and repaired? Promenade down east break wall Love the green space on east break wall Filling in east break wall gives far more access for the public It was suggested that the 6m floating dock was impractical from a boat security and cost perspective.
