2 MONGOLIA Locations: a land-locked country in the Central Asia, between China and Russia; Territory: million square kilometers Population: 3.0 million; Density: 1 square km per 1.6 persons (50 million heads of livestock) Land boundaries: 8,158 km, with Russia 3,485 km and with China 4,673 km

4 Bilateral Agreements on Road Transport The Agreement between the Government of China and the Government of Mongolia on International Road Transport of 16 June 2011 (including the Protocol on the implementation of the Agreement) The Agreement between the Government of Mongolia and the Government of the Russian Federation on International Road Transport of 7 February 1996 (including the Protocol on the implementation of the Agreement)

5 Traffic rights: China-Mongolia Mongolia-Russia Scheduled and non-scheduled passenger (incl. tourists) and long-term and temporary goods transport between the two countries shall be undertaken by carriers and their vehicles registered in China and Mongolia through the border crossings and along the transport routes opened as agreed by the parties (Article 1 of the Agreement) Regular and non-regular passenger (incl. tourists) and goods transport between the both countries and transit through their territories can be carried out along the roads open for international road transport (Article 2 of the Agreement)

6 Designated routes and border crossings: China-Mongolia Mongolia-Russia Transport operations can be effected through the border crossings and along the transport routes opened as agreed by the Parties (article 1 of the Agreement) 41 routes were opened through 12 border points bordering Mongolia and China in accordance with the Agreement. Transport operations can be effected along the roads open for international road transport (article 2 of the Agreement) Article 6 of the Protocol provides that all the roads in the Russian Federation are considered to be open for international road transport.

7 Types of permits for goods: China-Mongolia Mongolia-Russia On the basis of permits. Two types of permits applicable for goods transport: (i) Type C - long-term multiple-use permit (ii) Type D short term permit valid for one round trip (article 2 of the Protocol) On the basis of permits. (exemption cases mentioned in article 7 of the Agreement) One permit is valid for one round trip. (unless otherwise indicated in the permit) (Article 6 of the Agreement)

8 Oversized /overweight/ dangerous goods: China-Mongolia Mongolia-Russia Special permits types: (i) Type E oversized/overweight goods (ii) Type F for dangerous goods (Article 2 of the Protocol) Special permits issued for this type of transport. The vehicles with oversized/overweight/dangerous goods should follow route designated in the special permit (if any) (Article 8 of the Agreement)

9 Types of permits for regular passenger transport: China-Mongolia Mongolia-Russia Permits types: (i) Type A for regular bus services (multi entry) (ii) Type A-C for passenger luggage vehicles (Article 2 of the Protocol) Regular services operate according to the arrangements between the competent authorities. Competent authorities will present the proposals to each other, including names of carriers, operating routes, timetable, rates, passenger stopover points and prearranged schedules and trips. (Article 3 of the Agreement)

10 Third country transport operations: China-Mongolia Transport between the two countries shall be undertaken by carriers and their vehicles registered in China and Mongolia through the border crossings and along the transport routes opened as agreed by the parties (article 1 of the Agreement) Mongolia-Russia Transport operations commencing in one Contracting Party to a third country and vice versa are subject to special permission of the other Contracting Party. (Article 10 of the Agreement) Carriers of one contracting party shall undertake transit transport from/to a third country through the territory of another Contracting Party in accordance with the bilateral and multilateral treaties participated by both Contracting parties. (article 1 of the Agreement)

11 Requirements for vehicles: All types of vehicles to participate in the road traffic in territory of Mongolia shall completely meet requirements of traffic rule and standards of Mongolia. Acceptable maximum weight of vehicle shall be as follows: 18 tons for dual-axles vehicle 24 tons for triple axles vehicle 38 tons for four-axles vehicle 40 tons for five-axles vehicle 44 tons for six-axles vehicle. The maximum weight of load on a driving axle shall not exceed 11.5 tons, but on driven axle shall not exceed 10 tons. ( Technical requirement for vehicles. MNS Standard of Mongolia)

12 Requirements for vehicles in Mongolia: Acceptable maximum length of vehicles: Motor driven vehicles except buses with seats for more than 9 persons and more than 5 tons total weight: 12 meters Buses with seats for more than 9 persons and more than 5 tons total weight: 13.7 meters Trailers: 12 meters Vehicle trains with semi trailer: 16.5 meters Vehicle train with truck and trailer: meters Other vehicle trains : 18.5 meters Acceptable maximum width of vehicles shall be 2.5 meter and loaded height shall not exceed 3.8 meter. 13 Mutual recognition of driving licenses: China-Mongolia A driver of vehicle shall hold the national driving license with the translation from/to other Contracting Party. (Article 9 of the Agreement) Mongolia-Russia A driver of vehicle shall hold the national and/or international driving license in conformity with the international standards valid for the vehicle and national registration documents for vehicle. (Article 14 of the Agreement)

14 Visa facilitation for professional drivers: China-Mongolia To entry Mongolia - must to apply a visa To entry China Visa free Mongolia-Russia To entry Mongolia - Visa free To entry Russia Visa free Citizens residing in the border area are allowed to cross the border (without proof of passport or visa) in presence of valid proof of documentation, that has been agreed upon mutual concession between the parties, along with personal identification card. Vehicles commuting in the border area shall be marked with sign in accordance with the mutual agreement. Vehicles are obliged to commute on designated travel zone.

15 Temporary importation of vehicles in Mongolia: Goods, placed under customs territory shall be re-exported in accordance with the agreement of oil sector, within time frame of 3 years and 6 months if it was placed for the purpose of the oil industry, oil exploration, mining, civil air transportation starting from the day of placement. All other goods are required to be re-exported within time frame of 1 year starting from the day of placement. Mongolian Customs Law, Article 97

16 Vehicle insurance: China-Mongolia Transport carriers between the two countries shall be compulsorily unsure in accordance with the national legislation of the Contracting Party where transport continue in its territory. Insurance subjects shall be undertaken by the insurance agencies of the Contracting Parties. (Article 14 of the Agreement) Mongolia-Russia Under this agreement the carriage of passengers and goods can be performed only in case if civil responsibilities of driver of the vehicles is insured. Carrier should in advance obtain an insurance for the vehicle to perform above carriage. (Article 18 of the Agreement)

17 Institutional arrangements for implementation: China-Mongolia Mongolia-Russia Both side of responsible organizations arrange meeting every year. During this meeting followings are discussed and solved. Implementation of the agreement; Permit quantity and its use; Practical issues related to the carriage of passenger and goods; Appeared violations.
