3 HEALTH & WELFARE: Building Permits: All non-structural remodeling and improvements having a value of $500 or more and all structural remodeling and improvements are subject to a permit (3-1-3.) Fee is based on percentage of the MN State Building Code fee schedule and will be reduced for those inspections done within the two-mile radius enforcement area by the amount of the county zoning permit fee. Every 829 cubic feet of water usage is one base unit. No one is charged an additional base unit until they exceed an average of 2,500 cubic feet of water usage per month. A user who averages over 2,500 cubic feet of usage per month will be charged two base units, and one additional base unit for every 829 cubic feet of use over 2,500 cubic feet (calculated at the end of the year based off of monthly averages.) The sewer use charge is based off of actual usage, and is per 100 cubic feet of use. Industrial users over 25,000 gallons of water per day require special permits from the city, or users with industrial strength sewer discharge require special permits.
