2 Who are we? The Water Protection Workgroup is part of the Special Services Division of Austin Water. We are also called Cross-Connection Control. We manage the following programs: Backflow Prevention and Cross-Connection Control Private Fire Hydrants Water Wells and Auxiliary Water Systems Marinas and Marine Sanitation Devices
3 Texas Commission on Environmental Quality TCEQ Austin Water is held to the standards mandated by TCEQ. Codes, Laws, Regulations: Austin Water enforces City, State, and Federal laws that are in place to protect drinking water.
4 Backflow Prevention Assembly Testers (BPAT) Must hold license from TCEQ Must register with Austin Water Must certify test gages and calibrate if needed every year Can test and repair requisite backflow assemblies
5 Customer Duties Must have backflow tested every year Must submit tests to Austin Water Must submit PFH test reports yearly Auxiliary Water Sites require CCT
6 Backflow Prevention Assembly Approvals Be careful and make sure the BPA that you are installing is approved. The COA requires all BPAs that are testable to have approvals from USC FCCCHR. University of Southern California Foundation for Cross- Connection Control and Hydraulic Research Make sure the valve complies with LEAD LAW if applicable.

8 Backpressure backflow is caused by downstream pressure that exceeds the upstream supply pressure in the drinking or public water systems due to a high pressure source. This could be caused by pumps, boilers, storage tanks,etc..
9 Back-siphonage backflow is caused by a negative pressure (i.e., a vacuum or partial vacuum) in the drinking or public water system. It can occur when water use exceeds normal delivery capacity of the water supply (e.g., a nearby fire fighting or a water main or service pipe break).
10 Backflow Prevention Assemblies Typically, backflow prevention assemblies are required for plumbing system connections that contain industrial fluids or chemicals, irrigation systems, fertilizers, or auxiliary water sources (including reclaimed water). These devices are subject to annual inspection, maintenance, testing and reporting requirements to ensure each device continues to protect against cross connections. Backflow prevention assembly requirements are usually determined by plumbing inspections performed at initial or remodel construction projects during the Building Permit Process.

13 INCIDENT: Contractor error cause of contamination - pays City for backflow action LOCATION: Lockport, New York SOURCE: Lockport Union Sun & Journal DATE OF INCIDENT: 5/18/2015 The City of Lockport received a $9, payment from a private contractor whose unauthorized use of a city hydrant led to cross contamination of the city's water system. On May 18, Northeast Paving, a Lancaster-based lawn maintenance contractor, was filling a hydroseed tank with water, using a hydrant. The product contained seed, dye, and wood pulp, but no chemical fertilizers. According to sources, the operator failed to install a check valve designed to prevent backflow-- between the hose leading to his truck, and the fire hydrant from which he was drawing water. Problems were first noticed at the school. Their water system actually got clogged up with this material and it prevented their water from flowing. The contents of the tank backflowed into the city water system. The water department had to immediately begin flushing the lines to contain and draw out the seed. As a result of the backflow, a two-day drinking water advisory was put into place for residents.
14 INCIDENT: Soda Machine Blamed in Illness at Restaurant LOCATION: Lenexa, Kansas SOURCE: KMBC TV DATE OF INCIDENT: 8/30/2009 Two dozen people became ill August 30th while eating at the Mi Ranchito restaurant in Lenexa. It was not the first time diners at this restaurant had gotten sick, officials said. About half of those who fell ill went to area hospitals as a precaution, but no one was admitted. It was discovered that carbonated drinks were the cause of the illnesses. The managers blamed the soda machine, which they said had backflow problems. That means carbonated water was coming into contact with copper lines, poisoning customers with copper.
