With luck the aftershocks will soon end and the recovery process proceed quickly. As we head into the season of workplace and club parties give a thought for those whose lives have been turned upside down by the unpredictable influences of the very land on which we live. 2 FROM THE GUN ROOM by Andrew Edgcombe Soviet PFM1 Mine This is a very recent addition to my collection, its amazing what surfaces out of the woodwork. The PFM 1 reputedly made its first appearance operationally during the Israeli Syrian conflict of 1973, they were also used prolifically during the Soviet occupation of Afghanistan during the 70 s and 80 s and in many other conflicts since including Russian internal house cleaning. They are a nasty little mine cheaply produced being made from low density Polythene and weighing in at 75 grams, 37 grams of which is liquid explosive. The mine is designed to maim rather than kill. The fuse is crimped into the mine body with a metal band sealing the fuse and the liquid explosive into the body of the mine. The mine can not be safely defused and is rather unstable with an operating pressure range from 5kg to 25kg.The unusual shape allows the mines to be stacked in racks ready for dispersal from pods via helicopter or plane in large numbers or delivered by mortar in smaller quantities. A bar through the rack retains the arming plunger on the fuse, which has a delayed action allowing the mine to hit the ground unarmed. The mine is detectable due to the metallic content of the fuse but as they usually sit on the surface can also be visually detected. They have been made in a range of colours designed to blend in with the specific terrain in which they are deployed. Disposal is recommended via a secondary charge although a well-aimed rock would do the job! This mine is a liquid filled training dummy; with a solid aluminium fuse. Cyrillic Y denotes it as such. Date on the mine pictured indicates 1990 manufacture.

3 Taranaki Gun Show Report by Andrew Edgcombe The exhibits this year were again first class, we have had some superb shows recently and somehow we seem to match or better the high standards achieved every year. This is through members efforts, some of who go to great lengths with presentation and content that keeps the public coming back year after year. We were privileged to have the support of Central Branch who have had a strong contingent at our shows for as long as I can remember, we also now have much appreciated support from Ruahine branch who had a number of their membership attending and exhibiting for the weekend for their second Taranaki show. If you didn't come along and visit the show you missed one of our best to date. One of the stand out displays (one of many) was National President Steve Privetts "Taranaki Swords" we were extremely fortunate to have Swords and accoutrements of two of the leading military figures from Taranaki's past. Vendor support was excellent, it was great to have our regulars and a couple of new faces join us. Sales were reputed to have been good with quite a few dollars changing hands. There were some great items on offer and there was some good variety, definitely something for everyone and some real bargains to be had. The paying public are an essential part of the show and this year attendance was strong. A couple of guests of note were Richard Smith, Richard is part of the team at Police National Headquarters and is making an effort to see the people he deals with on a daily basis through his involvement with firearms at PNHQ, and also wants to see first hand what some of the permits he approves are actually for. Its great to see a genuine personal interest being taken in this aspect of job and the end user. Jonathan Young National MP for New Plymouth and Law and Order Select Committee member came along and spent quite some time talking with exhibitors and vendors. I appreciate the fact that Jonathan made time available to attend and engage with the people that could be impacted by any future recommendations made by the Select Committee at the conclusion of the current investigation. I believe that Jonathan's and Richard's visits are a positive, not only for us but the firearms community as a whole. Plenty of positive feedback from exhibitors, vendors and the public was excellent. I think most of the kids that came through the show managed to sit behind the.50 wearing a combat helmet and a big grin as they posed for photographs, It was great to see them enjoying a positive and memorable experience at the show Thanks everyone, there would not be a show without your combined efforts, I hope you can all be part of the Taranaki Show experience in Keep an eye on the Taranaki Gun Show Facebook page as I update throughout the year in the lead up to the next show! 5 COLFO News Issue 4 - November Going Global World Forum for Shooting Activities (WFSA) coming to New Zealand The WFSA is an international association of national hunting, shooting and industry organisations. Founded in 1996 the WFSA has members all over the world and represents over one hundred million hunters and sports shooters on 6 continents. It is a proactive advocacy organisation, working in concert with international bodies, national governments and regulatory authorities, for the world wide promotion and preservation of hunting and sport shooting activities. In early November Board member Phil Cregeen attended the annual fall executive meeting of WFSA, in Phoenix, Arizona, in addition to the various committee meetings Phil also attended a Workshop on Social Media organised by WFSA. Phil reported that many of our international community face problems similar or greater than ours. European members reported that negotiations continue in relation to the draconian EU Firearms Directive with a compromise expected by next March. The Canadians face serious problems with the RCMP placing restrictions on magazines and parliament discussing a new firearm marking regime that will effectively put a stop to many firearms being imported into the country. The ATT is not stopping arms trade as major arms suppliers including USA, China, Russia and India are not signatories. Meanwhile the WFSA is gearing up for the next ATT meeting in Geneva with the message that lawful ownership of firearms for lawful purposes should not be the concern of the ATT. Next October the WFSA will hold its fall executive meeting in New Zealand hosted by COLFO in Queenstown. Phil said that the Social Media Workshop was a great success and provided a valuable insight into how the world-wide firearms community can use this form of communication to best advantage. It was made clear by the presenters that what we view as acceptable behaviour in relations to firearms is not always viewed in the same way by the rest of society, so we should think carefully before we post on social media. Any event that reflects badly on an individual sector of the firearms community can have an adverse effect on us all. Free Database of New Zealand Firearms Case Law a World First Prepared by Barrister Nicholas Taylor for COLFO and now displayed on the COLFO website under Resources is the final version of a Database of useful New Zealand Case Law relating to firearms provided free for all to use.

6 Sika Show COLFO would like to thank the public for the support they showed us at the Sika Show 2016 held in Taupo in September. The new venue at Taupo s Great Lake Centre meant lots more room for visitors and stand holders alike. COLFO had the services of Nicholas Taylor, Barrister specialising in the Arms Act and firearms matters. We had great discussions and gave away lots of information. COLFO acknowledges all the great support offered by the firearms community for our work. Thanks for stopping by and chatting with us, for sharing your problems and celebrating your successes. We enjoyed your company. Hazardous Substances The Environmental Protection Agency has called for submissions on new controls to be placed on certain hazardous substances (mostly agro chemicals) in the workplace and non workplace, which included ammunition and propellant powders. COLFO has made a submission recommending that safety ammunition, propellant powder, primers and gunpowder remain exempt from restriction. Issues with Gun Safes and Import Permits Issues relating to the Police requiring gun safes to be certified by an engineer and a locksmith, as spelled out in Police form POL67N, have been explored with Police National HQ, so far with no satisfactory result. COLFO is supporting and contributing to the costs of the New Zealand Licensed Dealers Trust which has proposed a judicial review of Police policy on these matters to be actioned in The COLFO executive very carefully considered this decision. COLFO will always work with the Police to find outcomes that are in the best interests of everyone. To that end sometimes legal actions is required to get clarity on an issue that has polarised opinions. The assistance of the Court ensures issues are not clouded by positions that are unlawful or unreasonable. We hope this matter will settle before an actual Court date. Serious delays in issuing Import Permits by Police National HQ have frustrated many owners and dealers over the past two years. Repeated complaints to the Police have yet to result in any improvement. This may be a further cause for legal action. Canterbury Sports Shooting Complex COLFO has been pleased to provide a letter of support for this new shooting complex near Christchurch. If we could get more support we could be more effective worldwide

Tony Wagenaar is a very active branch member and supporter of both the annual auction and gun show for many years. He has also been secretary/treasurer of the branch for most of that time.

8 FISH HOOK GUNS from Lex Severinson The trigger is on the eyelet...barrel is shaft...careful putting that bait on now... screw 4mm blank cartridge into shaft...fish nibbles..underwater BOOOM!... dead fish! Used for a unique method of fishing, this is a firing mechanism entirely encased in a fishing hook with the trigger mechanism mounted in the eye. When the fish bites the hook and gives it a sudden jerk, the line is pulled, thereby releasing the firing pin to strike the cartridge. The discharged cartridge thus kills or stuns the fish. The hook is marked "H. HEINEKE / U.S. PAT ". The barrel unscrews and a nearly 2 inch long hook is forged at the muzzle. Full length is 3 3/4 inches. 13 ONLINE AUCTION SCAM from Lex Severinson USA Gun Scam... Exact same pistol in TWO internet gun sites at once! 2 different "vendors"...2 different states and prices... not possible... The bottom is the legit one (about $NZ 12,000) and he's horrified that someone is copying his gun photos for this scam. The top, on ARMSLIST is a scammer, copying other site photos, (trimming 'gunbroker.com' logo off the bottom), making up a plausible description, and PRETENDING he has several old revolvers and rifles for quick, cheap sale. PHEW!...close shave...i'm glad I hesitated, and didn't send a money order or my credit card details... could've lost $20,000! Better to buy that one at Carvells... Ed Hardy replied: The long magazine pictured in the e-gazette is for a Mauser Gewehr 98 these magazines were developed during WWI to increase the capacity of the standard 5 shot German 98 these clip on in place of the usual magazine floor plate. Colin Greenwood was also of the same opinion.
