7 FOREWORD The The group of the Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS) comprise a wide range of countries in Africa, the Caribbean, Asia and the Pacific, and a handful in Europe and South America. The majority of these countries are characterized by extreme poverty and structural weaknesses often compounded by geographical handicap. They have limited human, institutional and productive capacities and are particularly vulnerable to external economic shocks, man-made and natural disasters and communicable diseases. Malnutrition is both a consequence of this underdevelopment as well as a contributing factor in its continuation. The underlying causes of malnutrition, including the high levels of micronutrient deficiencies, are poverty and inadequate access to food resulting from a combination of social inequities and a poorly developed agricultural sector. The greatest challenge for the LDCs, LLDCs and SIDS is to effectively address these diverse and complex problems facing their agriculture sectors and to ensure sustainable access to food. These long-standing problems of food insecurity and low levels of agricultural development are being exacerbated by civil strife in some countries and new challenges such as food price volatility and climate change which impact on all. Without an effective international response, these challenges will serve to heighten the vulnerability of these countries and reverse hard-earned gains made by them on the economic and social fronts. This is the second edition of the Special Issue of Agriculture and Food Security Statistics. Unlike the first edition, which only covers the LDCs, the current edition is much broader in scope as it includes information on LLDCs and SIDs in addition to the LDCs. It presents a compilation of agricultural statistics covering the general nature of the agricultural sector ranging from crops, livestock, forest and fisheries sub-sectors which we hope can serve as a framework for assessing each country s state of agricultural development as they devise concrete strategies for the current and future development objectives. Although in some cases, the indicators provide only partial and imperfect information, they can nonetheless provide benchmarks for review, assessment and monitoring, for further development of agricultural statistical capacities in these groups of countries and for development of indicators more directly relevant to the specific situations facing each country. It is hoped that the information provided will be of use to policy-makers, researchers and other concerned with agriculture and food security issues in LDCs, LLDCs and SIDS. 133 In a similar but wider scope than the previous special issue produced in 2011 during the 4th UN Conference on the Least Developed Countries (LDC-IV), this updated Special Issue of Agriculture and Food Security Statistics now includes information not only for of the Least Developed Countries (LDCs), but also for all Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS). The current issue presents a compilation of upto-date available agricultural statistics covering the general nature of the agricultural sector in LDCs, LLDCs and SIDS ranging across the crops, livestock, forest and fisheries sub-sectors. Basic data and indicators covering resource use and potential, production, consumption, utilization, trade and price volatility are presented. Some of the information on key commodities traded by the concerned group of countries is presented by the degree or stage of processing. In addition, data on recent trends in agricultural investment in LDCs, LLDCs and SIDs is also included. It is hoped that this special issue can serve as a framework for assessing each country s state of agricultural development and provide relevant information to policy-makers and others concerned with the issues of agricultural development and food security in LDCs, LLDCs and SIDS.
