3 SECTION 6.2 Insulation (dielectric) tests To demonstrate dry power frequency withstand capability, wet power frequency withstand capability, and lightning impulse withstand capability. Testing was conducted in accordance with IEEE C Section 6.2. Each dry power frequency withstand test was performed at 60Hz at 60kVrms for 1 minute on a 15/27kV MVR and at 70kVrms for 1 minute on a 38kV MVR. Each wet power frequency withstand test was performed at 60Hz at 50kVrms for 1Osec on a 15/27kV MVR and at 60kVrms for 1Osec on a 38kV MVR. Each lightning impulse withstand test was performed at 150kV pk on a 15/27kV MVR and at 170kV pk on a 38kV MVR. 4 Switching, SECTIONS 6.3/6.4/6.5 Making Current Capability, and Rated Symmetrical Interrupting Current Tests To demonstrate duty tests. load switching, fault making current capability, and operating Testing was conducted in accordance with IEEE C Sections 6.3, 6.4, and 6.5. The reclose sequence for all tests was O-CO-CO-CO using the fastest sequence settings allowed on the SEL 651 R with the first shot using the instantaneous trip "A" curve and the remaining operations on the delayed operation "c" curve. The 38kV MVR meets the requirements of a three phase recloser with a continuous current rating of 800A and a rated maximum symmetrical interrupting current of 12.5kA per IEEE C Sections 6.3, 6.4, and 6.5. 5 SECTIONS 6.6 & 6.11 Minimum Tripping and Time-Current Tests To demonstrate the minimum tripping current and the time-current curve accuracy of the Elastimold MVR with the SEL controls. Testing was conducted in accordance with IEEE C Sections 6.6 and 6.11 using a SEL 351 RS-Kestrel control. Minimum tripping level on the SEL 351 R-Kestrel control was set to 50A. Current was injected into the recloser starting at 80% of the trip level and ramping slowly over a period greater than 1Osec and the trip level was recorded. Minimum tripping level was then changed to 500A and the delayed operation curve "C" was selected. This allowed verification of the tripping curve over the full range of currents. Time-current curve accuracy was tested at a variety of currents between 50A and 12.5kA by injecting current into the recloser and monitoring the tripping time. Minimum trip values recorded all fell within the +/-10% requirement standard. of the All time-current trip curve tests resulted in a trip initiation within +/-10% of the published SEL curve. 6 SECTION 6.7 Partial Discharge (Corona) tests To demonstrate partial discharge test capability of the Elastimold MVR. Testing was conducted in accordance with IEEE C Section 6.7. Tests were performed in three configurations on a 15/27kV unit and a 38kV unit: 1. Contacts closed and energized with the housing grounded. 2. Contacts open with the side terminal energized and the top terminal and the housing grounded. 3. Contacts open with the top terminal energized and the side terminal and housing grounded. The maximum LN voltage was applied for at least 30sec (VLN MAX). Then each unit was stressed for at least 60 sec at an elevated voltage (VSTRESS).Then the voltage was dropped to 105% VLN MAX and the partial discharge value was recorded. For 15/27kV units: VLN MAX = 16.9kV, VSTRESS= 34kV, 115% VLN MAX = 17.8kV Observed pc values were less than 3pC in all configurations. For 38kV units: VLN MAX = 21.9kV, VSTRESS= 40kV, 115% VLN MAX = 23kV Observed pc values were less than 3pC in all configurations. Partial discharge results were deemed acceptable as all values observed at 105% VLN MAX were less than 60pC after stressing the units. 7 SECTION 6.10 Temperature Rise tests To demonstrate current. that the Elastimold MVR is capable of carrying 800A continuous Testing was conducted in accordance with IEEE C Section Testing was performed using 1000kcmil bare copper conductor. Current was injected into a unit and component temperatures were allowed to reach steady state. Contact temperatures were measured at four locations: top contact of the vacuum bottle, bottom contact of the vacuum bottle, top terminal lug, side terminal lug. The ambient temperature was also measured. Ambient = 25C Top contact of vacuum bottle = 92.4C (67.4C rise) Bottom contact of vacuum bottle = 83.2C (58.2C rise) Top Terminal = 78.2C (53.2C rise) Side Terminal = 76.5C (51.5C rise) Terminal to terminal resistance was also recorded at the end of the test at J0hms. Max allowable temperature rise for the bottle contacts was 75C. Max allowable temperature rise for the terminals was 65C. All temperature readings and resistance readings were within limits showing that the Elastimold MVR is capable of carrying 800A continuously. 8 SECTION 6.12 Mechanical Duty tests To demonstrate the mechanical durability of the Elastimold MVR. Testing was conducted in accordance with IEEE C Section An Elastimold MVR was cycled using a SEL 351 RS-Kestrel control and a PLC based cycling circuit. The cycling circuit was set to initiate an operation every 10 sec. 10,000 close-open operations were performed. Resistance readings were taken before and after the cycling. Upon completion of the test, the recloser was examined for loosening or degradation of parts. The unit was also hi-potted for 60 sec. No loosening of parts or substantial degradation of components was observed during or after the test. Terminal to terminal resistance prior to the test was 93jJohms. After the test the resistance was 117jJohms. The unit also successfully passed hi-pot testing at 60kVrms for 60sec. The Elastimold MVR exceeds the requirements set in the standard for mechanical duty testing. 9 SECTION 6.13 Surge Withstand Capability (SWC) tests To demonstrate the oscillatory and fast transient surge withstand capability and to demonstrate the simulated surge arrester operation withstand capability of the Elastimold MVR and the SEL 351 RS-Kestrel and SEL 651 R controls. Testing was conducted in accordance with IEEE C Section 6.13 at Powertech Labs. All units were tested as 38kV devices. Testing was performed on the Elastimold MVR with each type of control specified above per the standard. The Elastimold MVR and the SEL 351 RS-Kestrel operated normally after the testing. 10 OTHER UV/Weathering tests To evaluate the UV/weatherability of Elastimold's 370 silicone and 935 EPDM compounds in accelerated aging tests and to demonstrate their tracking resistance via salt fog testing. Samples of the 935 and 370 materials were prepared and exposed to varying amounts of UV radiation, heat, water spray, and humidity for varying time periods up to 1000 hours. Field aged samples were also placed and evaluated. Physical properties and/or electrical properties of these materials were tested before and after the aging cycles and the results compared. Salt fog testing was performed at Powertech per IEC on 38kV MVR modules. The sample was run for 1600hrs with the bottle contacts closed and energized at 22kV and the housing grounded. Weathering characteristics of both the 935 EPDM High Voltage insulation and the 370 Silicone High Voltage insulation compounds passed field and accelerated aging tests. Water submersion and UV testing showed no significant loss in dielectric strength for either material. Both of these materials have been used extensively in products placed in the field for many years, and experience in manufacturing products with these materials confirms that a long outdoor service life is expected from parts produced from these compounds. Both materials have superior performance versus a control EPDM sample. The unit that was salt fog tested successfully in Powertech Labs Test Report # passed 1,600hr testing as detailed The Elastimold MVR is suitable for extended outdoor use and shows good UV/weatherability characteristics when the side terminal, the top shed, and the bottom shed are made from Elastimold 370 and the main body is made of Elastimold 935 EPDM.
