2 ANF AND SCRUTINEER S HANDBOOK Aimed at FIVA (Autorite Nationale FIVA) ANF and scrutineers concerned with handling the issue of FIVA Identity Cards. (FIVA ID CARD), this booklet endeavours to provide practical instructions in order to implement the directives of the FIVA Technical Code. Translation : and copies of this document into national language are encouraged for better information and understanding of the scrutineers. This document is not necessarily comprehensive but will be updated from time to time. 3 1- THE DOCUMENTS FIVA TECHNICAL CODE (Blue Book) - It contains definitions and basic rules for dating, categorising vehicles and issuing the FIVA ID CARD. It is bilingual, French-English, the two official languages of FIVA. Distribution : The Technical Code is distributed to all ANFs who distribute or make copies for the benefit of their national or local staff. An initial distribution will be done by FIVA Technical Commission to the ANF who will inform on further needs. Translation : The Technical Code and it's questionnaire (Appendix A) may be translated, in part or in toto, if need be, in the national language. One copy of the translated document will be deposited at the secretariat of the FIVA Technical Commission. In case of dispute, the original FIVA document remains the reference APPLICATION FORM/QUESTIONNAIRE FOR FIVA ID CARD : It constitutes appendix A. to the Technical Code. Customisation : a space, at the top right hand, has been reserved in order that ANFs (and ANFs only) may print, at their initiative, their logo and name. Distribution : the ANF has copies made, customised or not, but the format and the sequence of items must remain unchanged. Translation and validity as in FIVA IDENTITY CARD. It constitutes appendix B of the Technical Code Description - The document is printed by FIVA on an unfalsifiable paper and each copy is numbered as it is printed, and each group of numbers of cards delivered to an ANF is dedicated to that ANF Identification - A FIVA sticker will be delivered with the ID Card at issue to the ANF, to be displayed on the concerned vehicle. It carries the same number as the ID Card Customisation - This FIVA numbering may be completed by references corresponding to the specific national requirements of each ANF. - In the same way, a space, on the top right hand side, is reserved for customisation (only the ANF logo, and name) to be carried out at the initiative and expense of the ANF with whatever means are suitable to them. 2

4 Ordering : each ANF addresses orders for blank ID cards and stickers to the FIVA treasurer. - The ID Cards and stickers delivered are invoiced by the FIVA treasurer to the ANF Damaged or misprinted ID Cards prior to issue, must be marked "Cancelled" accross with date, signature and ANF stamp and returned to the FIVA treasurer. They will be replaced in equal numbers, free of charge, at the next delivery. The secretary of the Technical Commission will keep the records of such exchanges To fill-out the FIVA ID CARD. A program on a diskette enabling to fill-out the FIVA ID CARD with a computer (using Words 6) can be ordered from the Technical Commission. 2 ORGANISATION There are 3 working levels : THE BOARD is the executive and permanent level and comprises the Commission President, Vice-Presidents, and Secretary who are in charge of the day to day work WORKING GROUP includes one or more members of the board and a small number of voluntary participants chosen for their competencies. The working group meets as required during the year, twice minimum, to make recommendations and prepare documents and decisions PLENARY TECHNICAL COMMISSION is called at least once a year just prior to the FIVA AGM. It includes Technical delegates from all FIVA member countries. The recommendations and work of the working group (s) are discussed and approved. The resulting recommendations are forwarded to the AGM. Additionally, ANFs are delegated from time to time to inspect and report on vehicles upon request and on behalf of the FIVA Technical Commission. Note : Additionally, two appeal levels in case of dispute, are described in the Technical Code FIVA TECHNICAL COMMISSION BOARD MEMBERS The names and addresses of the FIVA Technical Commissions Members can be found on the FIVA addresses booklet and on ISSUE PROCEDURES 3.1. REMINDERS. 3

5 No ID CARD will be issued by an ANF or by FIVA without the vehicle having been inspected In a given country only vehicles registered in that country may obtain from the ANF a FIVA ID CARD OBTAINING THE FORMS (GENERAL RULE). The applicant obtains from his club or federation (ANF) the application/questionnaire form (Exception 1) the owner/applicant does not belong to a member club of an ANF. He obtains the form directly from the ANF who indicates to him who may inspect his vehicle. That club or person gives him the conditions of the inspection (Exception 2) The owner/applicant lives in a country where there is no FIVA representation. He, or she, obtains the application form from the FIVA Technical Commission who will indicate the procedure to be used. A temporary card will be issued and sent back after satisfactorily inspected to FIVA Technical Commission who will then issue the final document The issue procedure is under way and a copy of the card is required for the entry application of the event. The organiser may accept as a proof, a copy of the filled out questionnaire and a statement by the ANF that this application has been received. However this is not a proof that an ID Card will be issued and the applicant must understand that his entry to the event will be denied if the ID Card is not presented before the start. All cases not described here will be submitted to the FIVA Commission. - Withdrawal of ID Cards. FIVA ID Cards remain the property of FIVA and may be withdrawn for a number of reasons (more than 10 years old, non conformity, etc.) by the issuing authority or FIVA officers. Receipts are available from the Technical Commission Secretary. Upon withdrawing an ID Card, the FIVA officer hands over to the owner a dedicated receipt which allows the owner to enter the vehicle in another FIVA event during the next 90 days. Procedure. Usually such withdrawals take place during the scrutineering at the start of an event and are most of the time performed by the FIVA steward. In order to maintain a single channel of communication the ID Card with a copy of the receipt filled-out with the detailed reason for withdrawal is sent with the steward s report to the Events Commission Chairman who forwards it to the Technical Commission Secretary for appropriate action. 4

6 - one copy is then made to the concerned ANF(s). NOTE 1 : the owner communicates with his ANF who in turn contacts the Technical Commission Secretary. NOTE 2 : if necessary and according to reasons for withdrawal, the timescale of 90 days may be revised in order not to unecessarily penalise the owner INSPECTION OF THE VEHICLE - scrutineers. The aim of this inspection is to confirm, complete or correct the statements of the applicant by checking physically on the vehicle, with the help of documents, produced by the applicant. The ANF decides on the practicalities of vehicle inspection : either to centralise everything at ANF level or, on the contrary, to delegate inspection and classification to local and/or marque clubs and to scrutineers of these clubs. The scrutineers work under the supervision and responsibility of the ANF who is responsible for their training Implementation of inspection - After the questionnaire is filled-out, the owner/applicant makes the vehicle available to the scrutineer. - He produces the proof of what he states, either physically on the vehicle or with the help of appropriate documents which he is responsible to provide. - After the questionnaire is answered, the owner signs the declaration on page 4. - After the scrutineer has filled-in his dedicated areas on page 4, the completed dossier with required documents (3 photos, cheque of the convened sum) is forwarded and addressed to the ANF Scrutineer's job description The scrutineer must be chosen for his personal competencies and for his knowledge and inclination for technical and historical research. The scrutineer examines the vehicle in order to verify the information provided by the applicant. - He may provide additional information and documentation, or request it from a specialist or marque club. - These contacts are to be encouraged. - According to the procedures established by the ANF, he gives advice on the vehicle classification. - It may be decided that he sends his advice and comments to the ANF by separate mail Additional help to scrutineers. If in doubt about authenticity or if their knowledge is unsufficient, advice must 5

7 be sought from their national colleagues, their ANF or through the ANF from another ANF or from international specialists or even the Technical Commission. All costs involved in the procedure are the responsibility of the owner Independence of the scrutineer. In order to carry out the inspection with the maximum objectivity, the scrutineer cannot be the owner or a relative of the owner. He can neither be the restorer nor the vendor of the vehicle DOUBLE SCRUTINEERING The significative number of vehicles of questionable authenticity, mainly in the sport/racing categories, proposed as entries to major international events make necessary an improved reliability in the issue procedure of FIVA ID cards. A list of selected vehicles which have to be submitted to a double scrutineering has been drawn up by the Technical Commission. The initial list is hereunder published for application in 2003 onwards and may vary as experience is gained. 8 Guidance for double scrutineering The scrutineers, according to circumstances and ANF procedures may proceed as a team or independently. The issues raised in 3.3.3, : Additional help and independence, are of course applicable in double scrutineering and even more important. Both scrutineers names must appear on the ID Card, one under the other ACTION OF THE ANF The ANF receives the applicant's dossier completed either on page 4 of the questionnaire or on a separate sheet with the scrutineer's advice The ANF processes the dossier, examines it's contents and evaluates the information provided and decides, whether or not, to seek further advice. All completed questionnaires will be filed, even if an ID Card is not issued, for current and future identification purposes and a copy has to be sent to the Technical Commission Secretary The ANF having evaluated the information decides : - to issue - to refuse - to postpone the issue to await further information - on the classification and the dating of the vehicle, in accordance with the Technical Code. The applicant will be kept informed in all cases Timescale A FIVA ID CARD The timescale to issue a FIVA ID CARD after reception of the dossier may therefore vary from 15/30 days at the least to several months in cases where extra information is required. A very large majority of production vehicles, "standard", "original" or "restored" : ("A2" or "A3") should see their cases handled rapidly. It is recommended to advise the applicants to take into account these timescales when entering events requiring FIVA ID CARDS The ANF must produce the FIVA ID card either by computer or by type writer Copies The ANF sends the ID CARD to the applicant. This is the one and only original. The ANF keeps and files - the original of the application/questionnaire form with the classification decision 7

9 - one of the 3 photos - one photocopy of the ID CARD (recto/verso) The ANF sends to FIVA Technical Commission (secretary), quarterly : - one copy the application/questionnaire form, with classification decision, even if negative. (see 3.5.2) - one of the 3 photos - one photocopy of the ID CARD. (recto/verso) Loss If the card is lost, no duplicates can be delivered, the number is to be cancelled and a new application has to be made. All cost involved are the responsibility of the owner Limits of authority of an ANF. It is reminded, in agreement with the Technical Code, that the authority of an ANF is limited : - to vehicles registered in their country. - to owners legally resident in their country, for non road registered vehicles. - to vehicles of type A (standard), B (period modified), and X (exception). Dossiers of vehicles of type C (Reproduction) must be addressed by the ANF to the FIVA Technical Commission for decision of (possible) issue of a FIVA ID CARD. In the case of positive decision, this will be made known to the ANF who will issue the ID CARD. - for vehicles in a country with no ANF, the ID Card has to be issued through the FIVA Technical Commission following a special procedure Pricing of FIVA ID Cards The ANFs are responsible for the pricing policy of FIVA ID Card in their country, within the limits set by FIVA. Different prices may be set for different categories of owners : (FIVA club members and others), or different types of vehicles : (cars, motorcycles, etc) Filing. Confidentiality : - ANFs are required to keep records of ID Cards issued by them, in order to answer queries from FIVA or other ANFs exclusively. - The FIVA Technical Commission (secretariat) files one copy of every I.D. Card issued by the ANFs and of the corresponding application/questionnaire. A database, concerning exclusively the vehicles, is extracted from the documents. The archives and the database so established are solely intended for the internal use of the FIVA Technical Commission and must, under no circumstance, be communicated outside. 8

10 4.-PRACTICAL ADVICE HOW TO CHECK APPLICATION / QUESTIONNAIRE Page 1 : BASIC VEHICLE INFORMATION. This is essential data allowing 95 % of vehicles to be properly identified. Great attention must therefore be paid to it. A copy of the registration certificate of the vehicle (except non registered vehicles) must be submitted for examination as essential indications are given therein : owner, registration N, serial N, and Technical details. It can be that the data are not entirely in line with the vehicle : FIVA officials are not administration officers, but at the least this deserves an explanation : the chassis, the body or frame may have been changed, or else the basic saloon has become a drop-head or a so-said competition vehicle. This would affect classification. -History : what is required is the previous ownership and period history of the vehicle, possibly it's competition history, but not recent events for historic cars Page 2 and 3 : DETAILED QUESTIONS - When changes are stated on the application form, list out details. - Dimensions of wheels and tyres ( 12 & 13) may have been modified by the manufacturer or by the owner in the course of the normal use of the vehicle, for reasons of fashion, technology or simply provisioning. Remember most of the original dimensions are available. - Physically check dimensions given by the applicant : track, wheelbase etc. Overall dimensions are useful for organisers in case vehicles have to be transported. - Weight : catalogued weight is sufficient. - Check that applicant has completed all items correctly and signed on page 4 in the appropriate area Page 4 : AREA RESERVED FOR ANF. Depending on organisation and procedures of the ANF this part may be filled-out totally by the ANF office. However it is required that the scrutineer(s), at the end of the inspection, fill in at least the 2 lines concerning the date, the place where inspection was carried out and name(s) and signature(s) (with a stamp if possible). - of the scrutineer(s) - of the marque club or specialist if he bas been consulted COPIES It is recommended that the scrutineer keeps a photocopy of the complete dossier. 9

11 5. - HOW TO FILL OUT THE FIVA IDENTITY CARD 5.1. THE ID CARD MUST BE COMPLETED EITHER BY COMPUTER OR 5.2. TYPE WRITER Page 1. COVER Particular numbering and references dedicated to the ANF can be filled-in. It is also possible to print the ANF logo and identification by computer. The date to be used is that of the card issue and not of the inspection. The stamp of the ANF can use one of 3 techniques : 1) rubber stamp, 2) "dry" embossed stamp, 3) stamp with perforated identification Page 2 DATA. These are transferred, without modification, from the questionnaire. Namely in terms of vehicle classification, if the ANF decides, following verifications, to write in page 2 a different one from what appeared (proposed by the scrutineer) in page 4 of questionnaire, attention must be paid to modify the questionnaire to ensure consistency across the documents Page 3 PHOTOGRAPH The photo (colour photographic print, not a Polaroid photograph) may be fixed by glue, staples, or eyelets. Do not forget to overstamp the photograph Page 4 : MODIFICATIONS, HISTORY REMARKS, The main modifications described in the questionnaire must be summarised here. History : Only the main events of the vehicle's life are to be noted. Remarks such as the year model (if different from that of manufacture), the name of the body, or coachbuilder, can be indicated here. Important : If no entries are made on page 4 annotate the space with "NIL". If space is left after recording remarks, history, etc, finish with a horizontal line to prevent unauthorised additions. If and when further information becomes available, additions or corrections can be entered below the horizontal line by the issuing ANF or the Technical Commission (after withdrawl of the card).the corrected copy of the dossier must be sent to the Technical Commission Secretary for the records. Any authorised additions must be dated, signed and stamped followed by a new horizontal line. NOTE : IT MUST BE EMPHASISED THAT FILLING-OUT CORRECTLY PAGE 4, IN PARTICULAR THE MODIFICATION CONTENT IS OF THE UTMOST IMPORTANCE. 6- GUIDELINES FOR VEHICLE CLASSIFICATION PRESERVATION GROUPS The most important aspect that the scrutineer must understand and master is the 10

12 distinction between the vehicle preservation groups ( 3.2. of Technical Code). Group 1 Authentic. This is very clear, as it stands and requires no other comments than : pay attention to the appearance of the "perishables" : tyres, sparkplugs, battery... must not appear "modern" nor out of period. In fact these vehicles are extremely rare but nowadays manufacturers are keeping undelivered examples. Group 2 Original. This is also very clear, but particular attention must be paid when considering what "period replaced" actually means. Also very rare, more examples are to be found in post 1945 period. Group 3 Restored. The main criterions are the known identity, and what the vehicle was like before restoration : the vehicle existed as a whole and very little was left to the interpretation of the restorer. This group represents the majority of our vehicles. Group 4 Rebuilt. is the most difficult one, even for the best scrutineer. The wording : "as close as possible to period specification" makes the final judgement difficult. In case of difficulties encountered, the Technical Commission is willing to provide all possible help TYPES OF VEHICLES. Type A - STANDARD : no remarks : the definition of the Technical Code is clear enough. Type B - PERIOD MODIFIED : the keyword is "period" The vehicle concerned must have been modified during its normal life, usually within 10 years. In some cases or countries the life could be extended up to 25 years. Such modifications can not be accepted unless evidence is produced proving they occurred in period. Note 1 The period may be neutralised if required. Note 2 : In the event of a major modification the name of the "builder" concerned will be added to the make on page 2 of the ID Card : e.g. FORD- MONTIER In this case also two dates, 1920/1925, will be used. Type X - EXCEPTION The vehicle must be at the start a type A or B with an original chassis, body or shell. Such a vehicle may be modified out of period according to a specification of the period. It is reminded that such modifications must comply with the period of the vehicle with no added modern or anachronistic technology. The modifications must be reversible and not contradict national laws and regulations. In principle such modifications do not concern the rolling chassis Type C REPRODUCTION : In this category, decision on ID Card issue can 11

13 only be made by the Technical Commission. However such a vehicle which is classified as type C, either before or on issue of an ID Card will remain in this category in future CHASSIS / BODY ISSUES The questions raised receive a variety of answers... here are some guidelines Original chassis, axles, power train plus a restored body exactly identical to the original : - classification Type A/ Original axles, power-train, and body, with a replacement spare period chassis, vehicle with a known history. Must be documented in page four of ID Card - Consult Technical Commission Original chassis, axles, and power-train, + new body style as offered by the market in period - classified : Type A Original axles, power-train, and body, with a new chassis, vehicle with a known history : - Consult Technical Commission Original chassis, axles, power-train + a new body to period appearance : - classified : Type X4. In this case consult the FIVA Technical Commission Factory chassis - but shortened out of period, original axles and power-train, + new or modified body - classified : Type C - no ID Card before the modification reaches the FIVA age limit : (application kept by FIVA for future reference) Original axles, power-train, + new chassis and new body - classified : Type C - before the modification reaches the FIVA age limit : no ID Card (application kept by FIVA for future reference) Axles, power-train, body, with a new chassis but unknown history: apply for guidance to the FIVA Technical Commission. IMPORTANT NOTE : items 6.3.2, 6.3.4, concern the replacement of chassis frame or body shell carrying the vehicle identity must be implemented as follows. 1- the replacement must be have been witnessed by a scrutineer of the ANF (or of FIVA) who will produce a short report supported by photos, before and after, and by details of identification numbers. The report will be filed by the ANF and a copy sent to the FIVA T.C. 2- the numbering procedure will be that of the national laws. 3- FIVA provide a standard metallic plate carrying the vehicle type, the numbers 12

14 of the chassis frame/bodyshell, old and new, plate N and issue date. The plate will be attached permanently to the frame/shell close to where the numbers are punched. 4- the classification will be issued after consulting the FIVA Technical Commission and the change will be detailed on page 4 of the identity card WHEEL AND TYRE ISSUES As a general rule conform to original tyre size fitted to original wheel size. A tolerance of one size in tyre width, + or -, in case of non availability, is admitted on the same wheel, if in accordance with the national law. Inch sizes (width) can be translated to the nearest millimetre size. Note : the replacement of cross ply tyres by radials should avoided if possible. - the tyre height ratios not available in period are not acceptable (concerns 70, 60, 55, 50 ratios). 7.
