2 What do we mean by ICS? We define an Instruction Choice Set (ICS) as a choice set that is presented to respondents of a DCE before they start to answer the sequence of tasks that are used to estimate WTP values. Respondents answered the ICS but were informed that the choice does not count.

3 Why use an ICS? It may facilitate institutional learning It may generally reduce error variance Especially problems with the 1 st set in the sequence of choices may decrease Czajkowski et al Learning and fatigue Carlsson et al The first time is the hardest

4 No free lunch anchoring may occur ICS may induce bias related to anchoring or referencing similar to typical starting point bias Ladenburg/Olsen (2008) an ICS with varying price levels was shown prior to the actual choice task Differing prices impact preferences and WTP estimates, results are particularly gender specific Carlsson/Martinsson (2008) an additional first choice set was included with alternatives offering large improvements at relatively low costs There was no significant effect on overall model parameters (LR test)

5 Do ICS do more good than harm? Given the trade-off between advantages (institutional learning) and disadvantages (anchoring), should an ICS be used? First systematic attempt to investigate effects of an ICS with variation in both price and non-price attribute levels

20 Conclusions Frequency of status quo choices is significantly different in three treatments ICS have a significant (and different) impact on stated WTP estimates anchoring present Early learning effects are not obvious first choice remains the hardest However, treatment without ICS reaches highest scale ICS inclusion may do more harm than good
