2 TRAFFIC VIOLATIONS OF THE 3th DEGREE RULES LESSON 1 Road users must immediately comply with the orders of the authorised persons. 2 Each driver of a stationary or parked vehicle must move it as soon as he is instructed to do so by an authorized person. 3 Where there are two or three carriageways on the public road which are clearly separated from each other, in particular by a level of solid ground, a space which is not accessible to vehicles, and a difference in level, drivers may not follow the carriageway situated in relation to their driving direction on the left, subject to local regulations The crossing takes place on the right. (NOTE: also at intersections, except when road markings indicate that it should be different) A driver must, while crossing another vehicle, leave a sufficient lateral distance and, if necessary, move to the right. 14 Drivers whose driving is hampered by an obstacle or by the presence of other road users must slow down and, if necessary, stop in order to allow oncoming road users to pass. 3 6 When crossing or overtaking due to the width of the lane can not be performed easily, the driver may follow the uniform ground, provided that he does not endanger the road users who are there. 4 . when the driver to be overtaken stops in front of a pedestrian crossing or a pedestrian crossing for cyclists and riders of two-wheeled mopeds or approaches these crossing points in places where traffic is not controlled by a qualified person or by traffic lights. 3,7,16 11 When the driver is allowed to move to the left, he must ascertain beforehand:. that no driver driving behind him, has already begun to catch up.. 5 15 Within the residential areas and yards, drivers must not put pedestrians at risk or obstruct them; if necessary, they must stop. They must also be twice as careful with regard to children (Note: Not more than 20 km/hour) 16 The users of the roads reserved for pedestrians, cyclists and riders must not endanger or hinder each other. They must be twice as careful with regard to children and must not unnecessarily obstruct traffic. (Note Not more than 30 km/hour) Drivers who are authorised to drive in pedestrian zones:. must drive at a speed as if they were stepping.. leave the passage free for pedestrians. and, if necessary, stop.. They must not endanger or hinder pedestrians Drivers driving in the playing streets must do at a speed as if they are stepping; they must leave the passageway clear for the pedestrians who play, give them priority and stop for it if necessary. Cyclists should get off if necessary. Drivers must not endanger or obstruct pedestrians playing and must be twice as careful with regard to children Failure to use the front dipped-beam headlamps or main-beam headlamps and the red rear position lamps for motor vehicles between nightfall and daylighting and in all circumstances when it is no longer possible to see them clearly from a distance of approximately 200 metres. 11 Failure to use the two front white lamps and the red rear lamps for trailers which must be fitted with these lamps, between the time of evening and day and in all circumstances when it is no longer possible to see clearly from a distance of approximately 200 meters. 6 20 Between the fall of the evening and the start of the day, and in all circumstances when it is no longer possible to see clearly from a distance of approximately 200 meters, the perimeter lamps shall be used in the case of vehicles which are more than 2,50 meters wide, outside the lamps prescribed in Article or 30.3 of the Decree. 20 /1 In cars participating in traffic, children under 18 years and under 135 cm must be transported to a suitable child restraint system. No children under 3 years of age shall be carried on seats not fitted with safety belts. No children under 18 years of age and less than 135 cm shall be carried in front seats which are not fitted with a safety belt. In taxis in which no child restraint system is present, children under 18 years of age who are smaller than 135 cm shall be carried on a seat other than one of the front seats in the vehicle. Children under 18 years of age shall not be carried in a rearward-facing child restraint system on a passenger seat with a front airbag unless the airbag is switched off or is switched off automatically in an adequate manner. In motor vehicles in circulation, other than cars, children under 3 years of age must be transported in a child restraint system suitable for them. Children aged 3 years or more and less than 8 years old shall be transported in a suitable child restraint system or wear a safety belt. On two-wheeled mopeds or motorcycles with a cylinder capacity not exceeding 125 cm3, children aged three years or more and less than eight years old shall be transported in a child restraint system suitable for them. Children under three years of age may not be carried on a two-wheeled moped or motorcycle. Children of three years of age or over and under eight years of age may not be carried on a motorcycle with a cylinder capacity greater than 125 cm3. On a motorcycle fitted with a sidecar, children under the age of eight must be transported in a suitable child restraint placed in the motorcycle's sidecar. In vehicles used for the carriage of passengers and comprising not more than eight seats in addition to the driver's seat, and in vehicles intended for the carriage of goods with a maximum authorized mass not exceeding 3,5 ton, where it is not possible to install a third child restraint system after the installation of two child restraints and where such restraint systems are in use, a third child aged three or more and less than 135 cm may be carried in seats other than the front seats of the vehicle. In the case of short-distance occasional carriage, in vehicles intended for the carriage of persons not exceeding eight seats in addition to the driver's seat, and in vehicles intended for the carriage of goods with a maximum authorized mass not exceeding 3,5 ton, in which no child restraint systems or insufficient number of child restraints are available, may be carried in seats other than front seats in the vehicle, children 3 years of age or older and less than 135 cm in length, if they carry the safety belt. This does not apply to children whose parent drives the vehicle. TRAFFIC VIOLATIONS 3 th + 4 th DEGREE MOCK EXAMS: 5

7 21 The child restraint shall be used in a manner that does not adversely affect or are likely to affect the protective effect of the child restraint. As soon as the special sound device announces the approaching of a priority vehicle, each road user shall immediately clear and give priority to the passage and, if necessary, stop the passage. 22 Drivers must exercise double caution when approaching a vehicle identified as required by Article 39a1 of the Decision. They shall also significantly reduce their speed and, if necessary, stop if the driver puts on all the direction-indicator lamps, thereby indicating that the children are embarking or disembarking. 23 The driver must not endanger pedestrians who:. are situated on a pavement, part of the public road reserved for pedestrian traffic through the D9 or D traffic sign, a shoulder or an escape hill; 3 D9 D. are located on a public road signposted by traffic signs F99a or F99b or arranged as a playground; F99a F99b. are situated in an area bounded by road signs F12a and F12b or F3 and F5 F12a F12b F3 F5. enter the carriageway under the conditions laid down in the decree. 8 24 The driver shall moderate his speed when driving along a coach, bus, trolley bus, minibus or rail vehicle which is stationary to allow passengers to embark or disembark In the absence of an escape hill at the staging point of a vehicle intended for collective transport, the driver driving along the side of the passenger's embarkation or disembarkation must allow the passenger to safely reach the vehicle, the pavement, the section of the public road reserved for pedestrian traffic through the D9 sign or the verge. To do so, he must stop to enable boarding and disembarkation, and may only depart again at moderate speed In places where traffic is controlled by an authorized person or traffic lights, the driver must, even when the traffic is open in his direction of travel, give the opportunity to pedestrians who have regularly entered the carriageway, to stop crossing with a normal corridor. In addition, if there is a pedestrian crossing point at these locations, the driver shall in any case stop before the pedestrian crossing if the traffic is closed in its direction of travel In places where traffic is not controlled by a authorized person or by traffic lights, the driver may. only approach the pedestrian crossing at moderate speed.. 9 28 It is forbidden for road users to break through a group of children, schoolchildren, disabled people or the elderly :. in rows accompanied by a leader;. crossing the lane under the control of a youth traffic team, a leader or an authorized supervisor. 29 Road users must follow the instructions given by authorised school crossing supervisors to protect children, school pupils, disabled persons or the elderly from crossing. 30 The driver of a car or motorbike shall not endanger a cyclist or rider of a two-wheeled moped travelling on public roads under the conditions laid down in this regulation. He must be twice as careful with regard to children and the elderly. He must leave a lateral distance of at least one meter between its vehicle and the cyclist or driver of a two-wheeled moped. 15 A driver may approach a pedestrian crossing point for cyclists and riders of two-wheeled mopeds only at moderate speed in order not to endanger the road users who are on it and not to hinder them when they are crossing the road at normal speed. If necessary, he must stop to let them continue. 31 Road users shall be prohibited from breaking through: a division of a military convoy consisting of a march being troop or vehicle convoy whose passage is controlled by authorized persons or authorized soldiers; TRAFFIC VIOLATIONS 3 th + 4 th DEGREE MOCK EXAMS: 8

10 . a procession, a group of pedestrians, a meeting following a cultural, sporting or tourist event or a procession.. a group of participants in a cycling race or a non-motorized sports competition. When approaching a group of riders participating in a cycling race, every driver must immediately dodge and stop. 33 Road users must follow the instructions given to them:. to facilitate the movement of army colonnes, by military personnel authorized for that purpose;. to ensure safety:. of cultural, sporting and tourist events,. of cycling competitions,. of non-motorized sports competitions,. of the groups of cyclists and groups of motorcyclists with road captains,. of pedestrian and horse rider groups with group leaders,. of the staff of the public works on the public highway. 33 /1 The number of occupants of vehicles under 18 years of age and less than 135 cm in length shall not exceed the sum of the number of seats fitted with safety belts or approved child restraints and the number of places need not be fitted with them. 13 TRAFFIC VIOLATIONS OF 4th DEGREE RULES 1 Ignore the following commands of an authorized person:. the arm or arms extended horizontally, which means stopping for road users approaching from the directions indicated by the arm or arms;. swaying with a red light, which means stopping for the drivers to whom the light is directed. 2 It is forbidden to encourage or challenge a driver to drive too fast. 3 Overtaking animals in a harness or a vehicle with more than two wheels on the left is prohibited when approaching the top of a slope and in curves when visibility is insufficient, except if overtaking can be done without crossing the continuous white line which stretches off the section of the carriageway reserved for the oncoming traffic lanes. 16 TRAFFIC VIOLATIONS 3 th + 4 th DEGREE MOCK EXAMS: 12

14 4 It is forbidden to enter a level crossing:. when barriers are in motion or closed;. when the red flashing lights are on;. when the sound signal is activated On motorways and express roads it is forbidden:. to use the cross-links (2);. to reverse (3);. to drive in the opposite direction (4). 6 It is forbidden to stop or park a vehicle on the level crossings Subject to special permission from the legally authorized authorities, all speed and sports races or competitions, are prohibited on public roads.
