3 The data on a carrier and drivers record is only kept by FMCSA The data is generated by what happens on roadside inspections and accident investigations! Drivers are required to comply and companies are responsible to insure comply with all applicable regulations.
4 Inspections Pre-trip inspection Required by section of FMCSR If inspection takes 15 minutes or longer to conduct it must be shown on drivers log as on duty not driving If it is a quality inspection it will take 15 minutes of longer to conduct.
5 Inspections Pre-Trip Inspections No vehicle is to be driven unless the driver is satisfied that the following parts and accessories are in good working order, nor shall any driver fail to use or make use of such parts and accessories when and as needed.
6 Inspections Items to be checked Service brakes, including trailer brake connections Parking brake (hand) brake Steering mechanism Lighting devices and reflectors Tires Horn Windshield Wipers Rear Vision Mirrors Coupling Devices Wheels and Rims Emergency equipment (fire extinguisher, emergency warning devices). All cargo secured and properly blocked and braced

13 Inspections Hazardous Material Carriers Pre-Trip must include: Shipping papers (within drivers reach or pouch on drivers door when driving; on drivers seat or drivers door pouch when not in the vehicle) Emergency Response Information (MSDS or Emergency Response Guidebook; same location as shipping papers) Labeling and marking of the container Proper Placarding, if required Tank Trailers Inspection dates Hoses, fittings and manhole covers Proper blocking and bracing of cargo

18 Inspections Four step process for checking proper hook-up 1.Trailer setting flat on fifth wheel 2.Safety latch in place and locked 3.Bar is behind the kingpin 4.With trailer brakes set pull gently against the fifth wheel
19 Inspections Brake Check: 1.Build up air pressure and note governor cut off pressure. 2.Release all brakes and make brake application with service brake and note any air loss on gauge. 3.Set parking brake and pull gently against it 4.Cut off the engine, leave the key on, release all brakes and make brake applications until the air pressure drops to 60 psi and note the operation of the low air warning device (either audible or visual signal) 5. Continue the brake applications and note the air pressure when the trailer protection valve activates 6. Set parking brake and build air pressure back up to maximum governor cut off 7. Make a test stop before leaving terminal
20 Inspections Enroute Inspections Tires and lights at the beginning and end of each trip and every stop (required for all Hazardous Materials carriers) Load securement within the first 50 miles, every time there is a change of duty status and every three hours or 150 miles, for flat bed operation

24 Inspections FMCSA / State Driver Vehicle Inspections Level I Complete driver and vehicle Level II driver and walk around Level III driver only Level IV Special studies or programs Level V Vehicle only (terminal Inspection)

26 Out-of-Service Criteria Standards used during roadside inspections are published by the: Commercial Vehicle Safety Alliance every April 1 st and they outline the out-of-service criteria for drivers, vehicles and hazardous materials shipments Phone:
27 Inspections FMCSA / State Driver Vehicle Inspection Out of Service violations must be corrected before driver, vehicle or HM shipment is allowed to continue **Violation of an out of service order will result in a 90 day disqualification of the driver, first offense! Driver must turn report in to the company and the company must forward back to the State within 15 days and keep copies for one year

30 Record of duty Status (drivers log book) Keep it neat and legible Keep in current (last change of duty status) Log it like you drive it. Keep a re-cap.
31 Inspections End of Trip Inspections Required to be made by the driver, in writing Must list all defects or conditions that would affect the safe operation of the unit Must be signed by the driver even if no defects are reported Carrier must ensure that repairs are made or all reported defects were checked If the previous report indicated defects the driver must review and sign to acknowledge repairs were completed Must be kept on file for 90 days

33 Annual Inspection Periodic Inspections Required on all power units and trailing units Must be done every twelve (12) months Documentation must be on the vehicle Authorized state inspections can be used as annual inspection Roadside inspections by Federal or State agencies can be used as annual inspection
