Introduction China Compulsory Certification Implementing Detailed-Rules - Motor Vehicle (hereinafter referred to as Detailed Rules) is compiled based on the requirements of Implementation Rules for China Compulsory Certification - Motor Vehicle (CNCA-C11-01:2014) (hereinafter referred to as Implementation Rules). This Detailed-Rules is used together with the Implementation-Rules as supportive document. In accordance with the provisions of Implementation Rules, China Compulsory Certification Implementation Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination (CNCA-00C-003), China Compulsory Certification Implementation Rules - Utilization of Manufacturing Enterprise Test Resources and Other Certification Results (CNCA-00C-004), Compulsory Product Certification and Implementation Rules - Factory Quality Assurance Capability Requirements (CNCA-00C-005), Compulsory Product Certification and Implementation Rules - General Requirements for Factory Inspection (CNCA-00C-006), quality manual, procedures, work instructions of China Quality Certification Center (hereinafter referred to as CQC), following the principles of maintaining the effectiveness of product certification, improving quality of product, serving certification companies, and controlling risk of certification, CQC formulates and issues this Detailed Rules. The product scope, certification basis and all other contents of this Detailed Rules shall comply with relevant provisions of Implementation Rules. It shall also be adjusted according to the Notices such as defined directory and directory adjustment that are issued by Certification and Accreditation Administration of China (hereafter referred to as CNCA). 2. Terms and definitions Terms and definitions related to automotive products shall be implemented in accordance with Clause 2 of Implementation Rules; terms and definitions related to certification shall be implemented based on Compulsory Product Certification and Implementation Rules and provisions of each implementation rules. 3. Certification standards Certification standards shall be implemented in accordance with Attachment 1 of this Standard Type Test Items and Reference Standards. In principle, standards for certification inspection shall adopt the latest edition issued by administrative office of national standardization. Referencing to new standards shall be made in accordance with requirements of applicable standards issued by the CNCA. Referencing to other edition of standard documents shall be made in accordance with technical resolution of CNCA Automobile and Parts Technical Expert Committee (TC11). Page 5 of 98

6 For automotive product safety, environmental protection, energy saving, anti-theft laws, regulations and standards issued by the Nation but not included in (including some not included) this Rules, the manufacturer shall perform conscientiously and meet the requirements. 4. Classification principles of manufacturing enterprises CQC collects and sorts-out all the information related to certification products and quality related to manufacturing enterprises; and classifies manufacturing enterprises in accordance with China Compulsory Certification Implementation Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination (CNCA-00C-003). Certification entrusting client [hereafter abbreviated as CLIENT], producer (manufacturer) and manufacturing enterprise shall make cooperation with it. CQC classifies the manufacturing enterprises into 4 categories - A, B, C and D. Quality information that is based to classify the manufacturing enterprises shall at least include the following aspects: (1) results of factory inspection (including the initial factory inspection and after-certification follow-up inspection); (2) results of type test and supervision sampling test (production on-site sampling or market sampling, etc.); (3) inspection results of national-level or provincial-level sampling, CCC special sampling, etc.; (4) the cooperation conditions of CLIENT, producer (manufacturer) and manufacturing enterprises for after-certification supervision; (5) media exposure, quality information feedback of product user and the public; (6) quality conditions of the certified products; (7) product complaints, recalls, etc.; (8) other information. Classification principles of manufacturing enterprises are shown in Table 1. Table 1 Classification principles of manufacturing enterprises Category A Classification principles Two consecutive years of quality assurance ability assessment and product conformity inspection have qualified inspection results and no serious non-conformance item; product type test and COP test / inspection are concluded as qualified; all national-level and Page 6 of 98

7 CQC shall use manufacturing enterprise s inspection resources to perform production on-site sampling test (or visual inspection). The designated laboratory shall issue the inspection report. Refer to Article 11 of this Detailed Rules for specific requirements and program Type test report After type test is completed, the laboratory shall issue the unified format of type test report which should be accurate, clear, complete. Other requirements shall be met in accordance with Article of Implementation Rules. 9.2 Requirements of initial factory inspection Requirements of initial factory inspection shall be performed in accordance with Article 7.2 of Implementation Rules. According to requirements of Compulsory Product Certification and Implementation Rules - Factory Quality Assurance Capability Requirements (CNCA-00C-005), Compulsory Product Certification and Implementation Rules - General Requirements for Factory Inspection (CNCA-00C-006), CQC respectively stipulates requirements of initial factory inspection for mass-production vehicle and non-mass-production vehicle manufacturing enterprises, performs compliance inspection on manufacturing enterprise s conformity of production control system so as to ensure that requirements of factory inspection are met. In general, initial factory inspection shall be performed after type test is inspected as qualified. Based on need, type test and initial factory inspection shall be performed simultaneously. The inspection shall cover the products applied for certification as well as processing sites. When necessary, CQC shall perform extension inspection at the sites outside manufacturing enterprise s. The inspection shall cover the outsourced process of vehicle manufacturing which is performed outside manufacturing enterprise s. The inspection shall cover the manufacturing process of self-made key parts. Purchased key parts shall be controlled in accordance with supplier s management mode. Relocation of manufacturing enterprise, etc. which requires initial factory inspection, in principle, shall be performed in accordance with factory inspection tasks and inspection programs for Category B enterprises. Factory inspection program shall contain the factors which may affect enterprise classification management and shall be covered into on-site inspection. When factory inspection team is issuing factory inspection conclusion, it shall also propose suggestion whether the original enterprise classification result shall be maintained. In principle, initial factory inspection shall be completed within one year after type test is inspected as qualified; otherwise, it shall re-conduct product type test. Page 13 of 98

8 9.2.1 Mass-production vehicle factory inspection It shall be performed according to conformity of production control plan inspection + conformity of production factory on-site inspection Conformity of production control plan inspection Manufacturing enterprise shall stipulate conformity of production control plan in accordance with requirements in 5-1 of Implementation Rules and submit it to CQC for review in appropriate time. CQC shall timely review the plan based on deadline and inform CLIENT the review result. When conformity of production control plan can meet requirements of conformity of production inspection in Attachment 5-1 of Implementation Rules, the conformity of production control plan shall be reviewed as approved. If the conformity of production control plan is deemed as defective by CQC, producer or manufacturing enterprise shall make correction and re-submit it. CQC shall make further review and notify the CLIENT with the review result. Should CQC and producer or manufacturing enterprise fail to reach agreement on conformity of production control plan, CQC may accept the conformity of production control plan of producer or manufacturing enterprise only when producer or manufacturing enterprise agrees and guarantees to make cooperation with CQC in the follow-up sampling re-inspection. After the conformity of production control plan stipulated by producer or manufacturing enterprise, CQC shall formulate conformity of production control inspection (factory site inspection) program based on the control plan. The program shall include products for inspection, sites and scope etc. The review time of conformity of production control plan shall be determined by vehicle-model series number applied for certification and number of related certification standards. Generally, the review time of conformity of production control plan for each series is man-days Conformity of production factory on-site inspection After type test and conformity of production control plan are inspected and reviewed as qualified, CQC shall delegate the compulsory product certification inspectors with national registered qualification, so as to form an inspection team to make the site inspection of conformity of production. Entrusted certification products shall be in production during the factory site inspection. The inspection team shall sample qualified products at the processing site to carry out inspection. Conformity of production factory site inspection consists of quality assurance capacity inspection and product conformity inspection. Generally, conformity of production inspection shall be made at factory site, after type test and review of conformity of Page 14 of 98

9 When factory inspection team provides factory inspection conclusion, suggestion shall be put forward simultaneously in accordance with enterprise classification results in Article 4 of this Detailed Rules. 9.3 Certification evaluation and determination CQC shall comprehensively evaluate type test result, initial factory inspection result, and other related materials/information. If the evaluation is approved, then certificate shall be issued according to certification-unit, otherwise, the certification is terminated. 10. After-certification supervision CQC shall perform after-certification supervision on certified products and its manufacturing enterprise in accordance with classification management and actual situation of manufacturing enterprise, so as to verify if manufacturing enterprise s quality assurance capability continuously complies with certification requirements and ensure that certified products continuously comply with standard requirement and maintain the compliance with test type sample Selection of after-certification supervision mode After-certification supervision mode includes follow-up inspection, production on-site sampling test / inspection OR market sampling test / inspection. Considering the category management of manufacturing enterprises and the actual conditions, after-certification supervision mode shall be one or combination of multiple modes. Category A enterprises: After-certification supervision mode is after-certification follow-up inspection and/or production on-site sampling test or inspection or market sampling test / inspection. Conformity of production on-site inspection (at least once in every two years) can be remitted but product conformity verification shall not be remitted. Category B enterprises: After-certification supervision mode is after-certification follow-up inspection + production on-site sampling test or inspection ; or after-certification follow-up inspection + market sampling test or inspection when necessary. Category C enterprises: After-certification supervision mode is after-certification follow-up inspection + production on-site sampling test or inspection ; special supervision inspection and market sampling test or inspection shall be added when necessary; Category D enterprises: Page 19 of 98

10 Category A and B may use corporate test resources to perform the test (or visual inspection) and accept relevant results. If manufacturing enterprise does not have test conditions required by standard, it shall send sample to the designated laboratory Frequency and time of after-certification supervision In accordance with classification management of manufacturing enterprise, CQC shall use different after-certification supervision frequency and time for manufacturing enterprise of different category, as shown in Article Record of after-certification supervision CQC shall record the after-certification supervision procedures, keep the record, so as to make sure that the certification procedure and result are traceable Evaluation on after-certification supervision result If after-certification supervision result is evaluated as qualified, it shall maintain as qualified and use certification mark. If after-certification supervision result is evaluated as unqualified, CQC shall suspend / cancel / withdraw the certificate according to corresponding situation, and make announcements. If after-certification supervision result fails to meet certification requirements, correction shall be permitted. CQC shall take appropriate measure to verify and evaluate the correction results. 11. Requirements for use of manufacturing enterprise resources to perform test and use of other certification results In accordance with relevant requirements of China Compulsory Certification Implementation Rules - Utilization of Manufacturing Enterprise Test Resources and Other Certification Results (CNCA-00C-004), in order to shorten the period of compulsory product certification and testing, reduce certification testing costs, release factory burden, when certification risk is controllable, certification quality is guaranteed, when enterprises of Category A and B comply with specific requirements, and testing resources (e.g., personnel, facilities) of laboratory of producer (manufacturer) or manufacturing enterprise (hereinafter referred to as FACTORY) have testing capability of corresponding products and specific items, it shall use FACTORY s testing resources to replace CCC designated laboratory conducting all or part of items of sample test. Or it shall recognize the evaluation results (test, inspection or review results) of same content of other certifications. FACTORY testing resources in this Detailed Rules refer to 100% own resources (test equipment and personnel) of producer (manufacturer) or manufacturing enterprise applied for compulsory certification which are certified and in the same city with FACTORY or near Page 22 of 98

11 report of inventory and utilization of FACTORY LABORATORY (as one part of annual work summary) to CNCA. In principle, enterprises of Category A and B can apply for the use of testing resources while enterprises of Category C and D cannot Implementation requirements Specific implementation requirements shall refer to CQC relevant program documentation. The testing resources of third party laboratory may be conducted by referring to the aforementioned requirements Use of other certifications results Application scope Product certificate, management system certificate issued by CNCA authorized and recognized institutions shall be filed in accordance with national regulations; the certificates shall be within the validity Product certification For parts required to be tested with machine by implementation rules of compulsory product certification, if voluntary certification results have been recognized by machine compulsory certification stipulated by CNCA, CQC shall adopt the certification results on the basis of review. The parts shall be free from individual test System certification When performing compulsory product certification, the service, management system certificates issued by CNCA authorized and recognized institutions, enterprises of which certificates are within the validity shall be accessed by CQC based on actual conditions. Some provisions of quality management system shall be free from review while other content of factory inspection shall not Implementation requirements Specific implementation requirements shall refer to CQC relevant program documentation Charge For exempted items and content by use of voluntary certification results, CQC and the designated laboratory shall exempt or reduce the fees in certification and testing in accordance with national regulations on fees. 12. 12 required. Sample test involved in change can use manufacturing enterprise s testing resources. Conditions and requirements shall be same with Article 11 of this Detailed Rules. For enterprises of Category A and B, if the producer (manufacturer) or manufacturing enterprise laboratory that is equipped with corresponding testing capability and corresponding test items have been recognized, then certification change test can be conducted on-site by using its testing resources in TMP mode or WMT mode. Change shall be approved when conforming to the requirements. For certificate replacement, the serial number and approved effective date are remained the same in principle, and approval date of change shall be indicated. If new certificate is not necessary, issue the change confirmation sheet; indicate the change contents and approval date of change. For certificate change, it shall re-determine the conformity certificate of the vehicle of the model that is involved in this change, before change is approved Cancellation, suspension and withdrawal of the certificate Cancellation, suspension and withdrawal of the certificate shall be implemented in accordance with China Compulsory Certification Management Method and Compulsory Product Certificate Cancellation, Suspension and Withdrawal Implementation Rules, as well as provisions of this Detailed Rules. When vehicle has major design flaws or safety problems (e.g., safety alert, defect investigations, recall, major quality accidents or serious non-conformities in supervision selective inspection, special verification, etc.) due to producer s (manufacturer s) responsibilities after verified, CQC shall suspend and withdraw the certificate based on circumstances and nature. CQC makes announcement to the public for the cancelled, suspended and withdrawn certificates Use of the certificate Use of the certificate shall comply with the requirements of China Compulsory Certification Management Method. 14. Certification mark and vehicle conformity certificate 14.1 Certification mark In accordance with Article 10 of Implementation Rules Vehicle conformity certificate Page 28 of 98

Test methods and test results of tank vehicles of categories N2 and N3 and trail vehicles of categories O3 and O4 shall comply with requirements of GB Tank vehicles of categories N and O with regard to rollover stability Forward visibility for drivers Forward visibility for drivers of category M1 vehicle shall comply with requirement of GB Motor vehicles - Forward visibility for drivers - Requirements and measurement methods Devices for indirect vision Vehicle mirror performance shall comply with requirements in Article 4 of GB Motor vehicles - Devices for indirect vision - Requirements of performance and installation. Fuel consumption of hybrid electric vehicle shall be tested in accordance with provisions of GB/T Test methods for energy consumption of light-duty hybrid electric vehicles. 21 Appendix 1 Conformity of production control plan and implementation report I Conformity of production control plan Conformity of production control plan is documented provisions formulated by factory so as to ensure the conformity of production of certified products in batch production. It shall include: 1 Responsibilities Factory shall specify responsibilities and relationship of personnel related to compulsory product certification. The manufacturing enterprise shall designate a person responsible for quality (or relevant institution or person), (hereinafter referred to as quality director), in the organization. No matter what responsibilities of this person in other matters, he / she shall have the following responsibilities and authorities: a) responsible for establishing the quality system to meet requirements of compulsory product certification and ensure its implementation and maintenance; b) ensure that products labelled with compulsory product certification mark meet requirements of certification standard; c) establish documented procedures so as to ensure the safe maintenance and use of certification mark; d) establish documented procedures so as to ensure the unqualified products and modified certified products not labelled with compulsory product certification mark before they are certified by certification agencies. Quality director shall be competent to perform the job. Quality director can be technical director of certification as well. 2 Documented provisions stipulated by factory so as to effectively control the conformity BETWEEN structure and technical parameters of certified products in batch production AND type test sample It refers to overall description of control plan, means, methods and control plan itself taken by manufacturer as documented provisions and executable specific requirements so as to ensure conformity of production. In fact, it is a concept of overall quality plan to state the product conformity control process of enterprise from design, developing, purchasing, manufacturing to sale service. It shall combine CCC provisions and existing quality system documentation of enterprise. 3 Documented provisions recorded and saved by manufacturer on necessary tests of product stipulated by each standard in corresponding implementation rules in accordance with model series or content, method, frequency, deviation range, results of analysis of Page 52 of 98

22 inconsistent production traceability and change of handling measures, etc. can be stated in annual implementation report to certification agency. Where the conformity of production control plan is changed, the change shall be stated in the implementation report; the enterprise shall also provide another conformity of production control plan of new version. 6 Provisions on how to take all necessary measures to restore conformity of production as soon as possible under the supervision of certification agency when product found inconsistent by manufacturer Specify information source and collection channel of product inconformity, analytical methods and subsequent recovery measures. It shall determine which certification agency it should notify. Concealed information is prohibited. The enterprise shall list corresponding control file s name and number. 7 Provisions on traceability and treatment measures taken when product found inconsistent by manufacturer How to deal with the manufactured and exit-factory products under conditions of product inconformity and preventive measures on similar situation. It shall be written with Article Specific provisions on reliability control manner and verification method, associated records taken for manufacturing enterprises with good conformity of production assurance capability and actual product conditions, high level in compliance with compulsory certification requirements, which shall be stated by factory, so as to ensure that products can continue complying with requirements of standards related to compulsory product certification. The enterprise shall list the content, method, frequency, deviation range, results of analysis, record of design reliability control and verification as well as saved documented provisions. If enterprise has related documents, it shall list document number and submit; if it does not have, it shall explain in details in this plan. II Writing instructions on implementation report of conformity plan (i) Summary Factory overview: basic information includes manufacturer, manufacturing factory s name and address; Production capacity: includes plant construction area, the number of personnel, productivity, etc.; Page 54 of 98

23 Attachment 4 Requirements for conformity of production inspection of non-mass-production modified vehicle and special vehicle model In accordance with requirements of CNCA-C11-01: 2014, it shall choose the way of sampling two vehicles of every ten vehicles by certification body (CQC), and carry out the non-destructive tests and examining the vehicle structural and technical parameters instead of Conformity of production inspection (COP). If the annual production or annual import quantity is less than ten vehicles, two vehicles should be sampled per year. Requirements for factory s quality assurance capability inspection remain unchanged. It shall be implemented as follows: 1 CLIENT shall confirm whether to use the alternative method stated in Article 4 of Rules to perform conformity of production inspection. If it confirms as yes, declaration is required to submit as shown in Attachment 1 of this document. If it does not use, the conformity of production control plan is required to submit in accordance with requirements of rules; 2 CLIENT shall submit application for change of all related certificates before factory site inspection, applying to complete conformity of production inspection in the alternative method; 3 Manufacturing enterprise (producer) can be free from writing of conformity of production control plan of this model series. However, factory inspection questionnaire shall be required to submit; 4 Factory site inspection shall be performed in accordance with Attachment 7 Factory quality assurance capability of Implementation Rules; 5 Application of change shall be approved after factory site inspection is approved. The changed certificate shall list VIN number of vehicle of model to be manufactured or imported corresponding to this certificate; 6 When there is new vehicle required to manufacture or import of corresponding model in the certificate, CLIENT shall apply for change to CQC so as to add VIN number, otherwise the production or import of this vehicle shall be treated as uncertified by CCC certificate; 7 When vehicle number of same model in same certificate exceeds 10, CQC shall sample 2 vehicles to carry out the non-destructive tests and examining the vehicle structural and technical parameters, so as to verify if it complies with standard requirements.
