Unless otherwise stated in these regulations, the driving of vehicles in a traffic area is governed by the traffic statutes applicable in Sweden. This Airport Regulation (AR) consists of requirements relating to the vehicles, equipment and working tools used in the airside traffic area and the driving of vehicles in the traffic area. 1.1 Vehicle permits, annual inspection and internal inspections of vehicles Vehicle permits

3 3(28) In order to limit the number of vehicles in the traffic area, vehicle permits are only granted to vehicles considered necessary to the airport s operations. Vehicle permits are issued in the form of a yearly, temporary or visitor permit. All motorised vehicles and motorised equipment that are to be in the airside traffic area must have a permit for that vehicle or equipment. Vehicles that are driven in a traffic area without a valid vehicle permit must be escorted out of the area immediately. Vehicle permit requirements may be waived for vehicles that are used temporarily within a delimited area on airside following an examination of the circumstances. Applications for such an examination are submitted to the Ground Operation Manager, Airside Business. Motor vehicles on airside must be equipped with one of the vehicle permits described below. The colour of the vehicle permit indicates in what traffic area or part of a traffic area the vehicle may be driven, as follows: RED colour The vehicle may be driven in all of the airport s traffic areas, but not on the Inner Transport Route between Terminal 3 and the eastern portion of Apron G. RED/WHITE colour The vehicle may be driven in all of the airport s traffic areas.

4 4(28) PINK colour The vehicle may only be driven in the airport s traffic areas, although not on the Inner Transport Route between Terminal 3 and the eastern portion of Apron G. The vehicle may not pass through the airport s road gates. PINK/WHITE colour The vehicle may only be driven in the airport s traffic areas and may not pass through the airport s road gates Yearly and temporary vehicle permits An application for a yearly/temporary vehicle permit shall be submitted on a form available on (under Flygplatsinformation, Dokument och ansökningar, in Swedish), which is to be sent to the Arlanda Service Centre no later than three (3) working days before the desired date of issuance. For vehicles that will be in the traffic area for a period less than a month, a temporary vehicle permit is issued which is valid for a maximum of 24 hours. If a temporary vehicle permit is to be used for more than one day in a row, a new permit must be issued for each 24-hour period that is commenced. A vehicle permit may be issued to be valid for a maximum of one motor vehicle Visitor vehicle permits

5 5(28) Vehicles that must urgently be in a traffic area and for which it was not previously possible to submit an application for a temporary vehicle permit maybe granted a visitor vehicle permit on a one-time basis. This permit is valid for a maximum of 24 hours Application for vehicle permit The application for a vehicle permit is made by a person designated by the company or organisation. An application form can be found on (under Flygplatsinformation,Dokument och ansökningar, in Swedish). The application for a visitor vehicle permit is made when applying for a visitor badge (see AR A ). The current price list for authorisation documents can be found at the above mentioned address. In order to reduce emissions of fossil carbon dioxide and particles from vehicles on airside, the content of vehicle emissions is controlled by the definition of (environmentally) clean vehicles; see Section 5.1. This means that the information below must be provided in the application for a vehicle permit. Emissions values and fuel consumption are calculated based on mixed driving. Emergency response vehicles and vehicles used for surveillance operations or that are specially adapted for personal protection are exempt from this regulation. An appeal of a rejected application for a vehicle permit may be submitted in writing to Swedavia, Head of Airside/Landside.

6 6(28) A vehicle classified by the Swedish Road Administration or by Swedavia s vehicle workshop as a heavy lorry shall be equipped with a C sign, i.e. a vehicle that requires a category C driving licence to operate. An application for a C sign shall be made on the form entitled Application for PINK/WHITE vehicle permit. Vehicle permits may be picked up at the Arlanda Service Centre. Temporary vehicle permits may also be picked up at the airport s manned gates. The following documents must be attached when applying for a PINK or PINK/WHITE vehicle permit: Motor vehicles and Class 1 motorised equipment registered in the Vehicle Registry An inspection report from an annual road safety inspection performed by an accredited vehicle inspection company or at a facility at the airport approved by Swedavia. The vehicle s internal number. A registered vehicle that is used in the airport s traffic area must be equipped with one or more licence plates. See the Road Traffic Register Ordinance (2001:650). For unregistered motor vehicles and Class 1 motorised equipment and registered motorised vehicles with non-type-approved bodywork An inspection report from an annual road safety inspection performed by an accredited vehicle inspection company or at a facility at the airport approved by Swedavia. A classification certificate for a vehicle with a gross weight exceeding 3.5 tonnes. The vehicle s internal number. Applications for a PINK or PINK/WHITE vehicle permit for a recently purchased vehicle that has not had the chance to undergo annual inspection must include a document certifying that the vehicle was purchased recently and has undergone a road safety inspection. However, the vehicle must be inspected at the next inspection, and an approved inspection report must be submitted to the Arlanda Service Centre. For tractors and Class 2 motorised equipment A certificate from the most recently performed internal inspection. The vehicle s internal number. A classification certificate for a vehicle with a gross weight exceeding 3.5 tonnes. For vehicles that for reasons of size, weight, etc. cannot undergo inspection using equipment at an accredited vehicle inspection company or at a facility at the airport approved by Swedavia, alternative inspection equipment may be approved by the Swedavia vehicle workshop. Vehicles with a gross weight exceeding 3.5 tonnes that are not registered in the Vehicle Registry and are only driven in the airport s traffic area must be classified to determine whether the vehicle requires Category C authorisation to drive. Classification of unregistered vehicles that exceed 3.5 tonnes and that will only be

7 7(28) driven in the airport s traffic area can be performed by Swedavia. For help with this, please contact the Swedavia vehicle workshop. Special reasons for issuance of RED/WHITE and PINK/WHITE vehicle permits: The height of the vehicle exceeds 3.3 metres. The width of the vehicle exceeds 3.5 metres. While performing official duties, the vehicle pulls pallet/container trailers*. The vehicle is used by personnel that are entitled to stop and verify compliance with this Airport Regulation in the performance of their official duties. Rescue service vehicles. Police and Customs vehicles performing their official duties. Vehicles for maintenance/operation of the movement area. The vehicle belongs to the vehicle category bus or push tractor. *The vehicle may only drive on the Inner Transport Route when the pallet/container trailer is connected to the vehicle. In the case of vehicles that do not fulfil the above criteria but are regarded as needing to drive on the Inner Transport Route between Terminal 3 and the eastern portion of Apron G for special reasons, the applicant must state these reasons explicitly in the application Equipment and working tools Equipment and working tools that are not powered by motors, for instance baggage and other trailers, ladders, pushback towbars etc., are exempt from the requirement for a vehicle permit Marking of vehicles When in the traffic area, motor vehicles and motorised equipment must display a valid vehicle permit. The permit/c sign must be placed visibly on the lower left side of the windscreen. Motor vehicles must be marked with their company identification. The company identification must clearly show what company the vehicle belongs to and must be placed on the front doors or the rear side windows and must be at least 30x15 cm in size. For vehicles with RED/WHITE or PINK/WHITE vehicle permits, the identification must be reflective and the height of the text must measure at least 20 cm. This also applies to vehicles that are authorised to operate in the airport s manoeuvring area. Visitor signs must be issued at gates manned by Swedavia to vehicles that have been issued vehicle permits but lack company identification.

8 8(28) Swedavia is entitled to remove a vehicle that does not have a valid vehicle permit. The owner of such a vehicle is obliged to pay a charge for the removal Marking of equipment and working tools Equipment and working tools in the traffic area must be marked with company identification. Swedavia is entitled to remove equipment and tools that do not have company identification. The owner of such equipment or tools is obliged to pay a charge for the removal Return of vehicle permit The employer is responsible for ensuring that the vehicle permit is returned on the following occasions: When renewing a vehicle permit In case of a change in registration in the vehicle permit. If the company ceases operations. If the vehicle permit has been revoked. The vehicle permit is to be returned to the Arlanda Service Centre or a manned gate Loss of vehicle permit Loss of a vehicle permit must be reported immediately to one of the following: Arlanda Service Centre Airport Security Centre (Ledningscentralen, LC) Loss of a vehicle permit must be reported without delay to the Police, and a copy of the police report must then be sent to the Arlanda Service Centre Revocation of vehicle permit If these regulations are violated, the vehicle permit may be cancelled, temporarily or permanently, following a decision by the Swedavia Ground Operation Manager. An appeal regarding the revoked vehicle permit must be submitted in writing to Swedavia, Director of Airside/Landside.

9 9(28) Charges Information about charges for issuance of vehicle permits is available on (Flygplatsinformation, Dokument och ansökningar, in Swedish). The vehicle permit charge is differentiated on the basis of a vehicle s environmental performance. Employers that have neglected to return a vehicle permit will be invoiced separately for this. 1.2 Annual inspection and internal inspections Inspection requirement Registered motor vehicles and Class 1 motor equipment that has been de-registered on the grounds that it is only used in the airport s traffic area must undergo an annual inspection at an accredited vehicle inspection company or at a facility at the airport approved by Swedavia. As for travel to and from that company with a de-registered vehicle, see the Road Traffic Register Act (2001:558) Requirement for regular internal inspection of vehicles Companies with vehicles, equipment and working tools that are used in the traffic area are responsible for ensuring that vehicles are maintained in such condition as to meet aviation safety and environmental standards. Companies are therefore responsible for ensuring that regular internal inspections are performed and documented. The documentation must be filed in at least two years. 10 10(28) 1.3 Right to perform document inspection Aside from the Police and the security company contracted by Swedavia, the Airport Technical & Operative Supervisor (ATOS) and the Airport Duty Officer (ADO) are entitled to stop vehicles and inspect vehicle permits, driving licences and driving permits as well as the status of the vehicle. Vehicles that are found during inspection to be in such condition that they may not be used in traffic before the shortcomings noted have been remedied will be prohibited from use. Prohibition from use is indicated by removing the driving permit from the vehicle. 1.4 Approved workshop Two different categories of 2 ratings are used in road safety inspections. One is the simple 2, which means that the vehicle owner him- or herself is entitled to remedy a shortcoming without a re-inspection being required, provided that this is done without delay. The other is the normal 2, which may only be remedied by workshops that have been approved by Swedavia. The workshop manager/foreman at the authorised workshop stamps and signs a report indicating that the vehicle passed its follow-up inspection. An application for approval as an approved workshop must be made with the Ground Operation Manager, Airside Business (SAAm), which also provides information about authorised workshops. 2. Traffic 2.1 Driving of vehicles in the airside traffic area Pedestrian and bicycle traffic Pedestrian and bicycle traffic is only permitted inside marked vehicle routes, with the following exceptions: Inner Transport Route between Terminal 3 and Apron H The manoeuvring area 1 When cycling, high visibility apparel must always be worn (vest and/or outerwear). 2.2 Traffic areas For motor vehicle traffic, the airport s airside is divided into three (3) different traffic areas; baggage halls are also included in traffic areas. Permission to drive a motor vehicle in a given traffic area is governed by the colour of the driver s driving permit and the colour of the vehicle permit and may only be granted when the driver is on official duty or in conjunction with this. 1 Area designated for the take-off, landing and taxiing of aircraft, excluding aprons.

12 The GREEN-WHITE traffic area includes: The manoeuvring area. The manoeuvring area consists of the area within 150 m counted from the runway centre line, 300 m counted from the runway thresholds or the area within 57.5 m counted from the centre line of taxiways. Some parts of the manoeuvring area that lack a natural boundary are marked with RED-WHITE posts. The west side 01L/19R, the north side 08/26, and the east side 01R/19L. A (28)

13 13(28) 2.3 Driving permits Driving permits are colour-coded. The colour code indicates the traffic area in which a driver is entitled to drive vehicles. When driving a motor vehicle in a traffic area, the driver must: be able to show a valid driving licence. This driving licence must allow driving of the vehicle type in question. be able to show a valid driving permit and, where appropriate, proof of competency. show that driving is during or in conjunction with official duty. The traffic areas are divided according to the terms that govern driving of motor vehicles. The following colour codes on the driving permit indicate in what traffic area the driving permit entitles the driver to drive a vehicle. RED colour entitles the driver to drive motor vehicles in the red traffic area.

14 14(28) RED and GREEN colour entitles the driver to drive motor vehicles in the red and green traffic areas. RED/GREEN-WHITE STRIPED colour entitles the driver to drive motor vehicles in all traffic areas. Drivers who are found without a valid driving permit while driving a motor-powered vehicle in a traffic area must be escorted to their employer, provided that the company or organisation is located in the traffic area, or to the nearest road gate (grind).

15 15(28) Issuance of driving permits Terms and conditions for issuance of a driving permit are: the driver must drive a motor-powered vehicle in the traffic area during or in conjunction with official duties, the driver must hold a valid driving licence, with Category B authorisation as a minimum, the driver must have undergone basic training from a training organisation approved by Swedavia, the driver must have completed a written examination with a passing score, the driver s employer must have submitted an application for a driving permit. The driving permit is issued to be valid for a maximum of 36 months. Upon renewal of the driving permit, a refresher course is to be completed. Refresher courses and tests may be carried out with an instructor or as e- learning at (Personal, Utbildning, in Swedish). New basic training is to be completed if the driving permit has expired. The application is found on the airport s extranet, (Personal, Utbildning, in Swedish) and is to be submitted to the Arlanda Service Centre. Issuance of driving permits and information about approved training organisations are handled by the Arlanda Service Centre. Driving in the manoeuvring area requires training in addition to the driving permit, radio communication training. The training is valid for 36 months, and a refresher course must be completed upon renewal of the permit. Information about training programmes is available at the Arlanda Service Centre. (Personal, Utbildning, in Swedish). Driving certain special-purpose vehicles requires a special certificate of competency. Special-purpose vehicles include vehicles for towing aircraft, vehicles for water and lavatory service, de-icing vehicles, fuelling vehicles and vehicles for transporting passengers at the airport. The certificate of competency must be carried with the driver when the vehicle is being operated. 2.4 Sanctions in case of traffic offences In case of traffic offences as specified in and 3.4.2, the sanction applies to all driving permits that a driver holds. When a divergence report is submitted in which the driver reports his/her own divergence or where the investigation of the divergence indicates that the driver has done what can reasonably be expected to avoid the divergence, this will be taken into account when assessing the matter and deciding on sanctions. Swedavia Ground Operations Manager will decide on the sanction for a traffic offence. A driving permit will be withdrawn if a driver has been assessed 3 penalty points within a 24-month period. The shortest period for permit withdrawal is 1 month; however, a longer period may be applied, depending on the seriousness of the traffic offence. The employer and employee affected will be informed of the decision.

16 16(28) Driving a motor vehicle in a traffic area without a valid driving permit could, following an investigation, lead to withdrawal of the driver s badge. The decision to withdraw a badge on such occasions is made by the Security Department, in consultation with the Ground Operations Manager. For more information about authorisation documents, see AR A In case of traffic offences that lead to withdrawal of a driving permit or suspicion that the authorisation in the permit may be misused, the Airport Technical & Operative Supervisor (ATOS) or the Airport Duty Officer (ADO) may decide on immediate withdrawal of the driving permit. In case of a violation of these regulations, a permit document may be temporarily or permanently withdrawn after a decision by the Swedavia Ground Operation Manager (SAAm). An appeal against withdrawal of a driving permit must be submitted in writing to the Swedavia, Head of Airside/Landside. After a driving permit is withdrawn, a company may apply for a new driving permit no earlier than one (1) month after the driving permit was withdrawn. A new driving permit will be issued after a new application and completion of a driver training programme with a passing score. A driving permit may also be withdrawn on the basis of the employer s decision. In case of suspected driving under the influence of alcohol or drugs, and in case of driving in a traffic area without a valid driving licence, the Airport Police shall be contacted Traffic offences in traffic area leading to penalty points on driving permit Minor offences that have or might have affected aviation or human safety or public order Traffic offences in traffic area leading to withdrawal of driving permit Offences that have affected aviation or human safety or public order. 2.5 Escorting If a motor vehicle is driven in a traffic area where the driver has no driving permit or lacks a driving permit authorised for that area, such a vehicle must be escorted. Escorting must be performed by a driver who has a valid driving permit and the escort receives the same authorisation as the driving permit of the escorting driver. Escorting can be performed by the drivers sitting in their own vehicles or together in the same vehicle. Escorting takes place starting at a place agreed orally or in writing and finishes at the end point similarly agreed. Escorted vehicles for which the driver has no driving permit must be equipped with Escorted signs. These signs may be obtained at Swedavia s manned gates. No vehicles may come between the vehicle being escorted and the escort.

17 17(28) 2.6 Securing of loads General requirements for the securing of loads are regulated under the Swedish Road Traffic Ordinance (SFS 1998:1276 sec 80). When baggage carts are used to transport baggage, cargo, post etc., these carts must be equipped with four sides in order to fulfil the requirement for the securing of loads. If the height of the load exceeds the height of the sides, then a roof must also be used to prevent the possibility of a load falling off Securing of loads, animals The driver of the vehicle is responsible for ensuring that the cage or similar load is secured properly before transport begins and for ensuring that the load does not move when transported to/from the aircraft parking stand. Prior to transport, the driver must: Visually check that the door of the cage appears to be intact, properly closed and locked. Place the cage so that the door faces a fixed side/grill of the trolley or the cab of the flatbed truck to minimise the risk of contagion from the cage in the unlikely event the door should open. Secure the cage so that it can handle a sudden movement by the animal, a turn by the vehicle or the like without the cage moving. Ensure that the animal s presence at the aircraft parking stand is kept to a minimum to reduce the effect of stress, exposure to heat/cold or precipitation. The securing of loads on trolleys/flatbed trucks must always be carried out using rope, straps or other kind of load-securing material that complies with the points above. Great caution must be taken when moving the cage between the trolley/truck and the aircraft. 2.7 Return of driving permit The holder of permit documents is responsible for returning them on the following occasions: when renewing a driving permit,

18 18(28) if Swedavia has decided to withdraw a driving permit, when personal information in a driving permit changes, when a driving permit is no longer necessary for performing official duties. The employer is responsible for returning a driving permit on the following occasions: in case a driving licence is revoked, in case the employer decided to withdraw a driving permit, when employment ceases, if the company ceases operations. In case a driving licence is revoked, the holder is responsible for informing the employer of this. The driving permit must be returned to the Arlanda Service Centre. 2.8 Loss of driving permit Loss of a driving permit must be reported immediately to one of the following: Arlanda Service Centre Airport Security Centre (Ledningscentralen, LC) Loss of a driving permit must be reported without delay to the Police, and a copy of the police report must then be sent to the Arlanda Service Centre. 2.9 Charges Information about charges for issuance of vehicle permits and driving permits as well as for driving permit training programmes is available on (Personal, Utbildning, in Swedish). Employers that have neglected to return a driving permit will be invoiced separately for this Parking Zoned parking applies throughout the traffic zone. This means that all vehicle parking must occur in marked spaces only. When vehicles are parked and left unsupervised, it is prohibited to keep the engine idling. Unauthorised parking outside marked spaces or in violation of signs at the location in question may result in the levying of a fine as provided by the Act on Fines for Illegal Parking (Lagen om Kontrollavgift vid Olovlig Parkering, LKOP) (1984:318). Equipment and working tools may only be parked in marked spaces.

19 19(28) Swedavia is entitled to remove vehicles or other equipment placed or parked in such a way that it obstructs operations at the airport. The owner of such a vehicle or equipment is liable to pay a charge for its removal. A fine for illegal parking is invoiced to the vehicle owner. In the case of an unregistered vehicle/motorised equipment, the invoice is addressed to the company to which the vehicle permit was issued, or the Airport Duty Manager (ADM) or Airport Technical & Operative Supervisor (ATOS) can decide at once to revoke the vehicle permit. In the airside traffic area, there are two types of vehicle parking spaces: assigned parking spaces that are numbered and marked with the name of the lessee, and short-term spaces that are marked 45 min and entitle all vehicles to park for a maximum of 45 minutes. In the case of vehicles that need to park longer than 45 minutes and need to park at more than one terminal, it is possible to obtain a special permit. These permits entitle a vehicle to use 45-minute spaces for a maximum of 24 hours. Assigned parking spaces and special permits are obtained from the Swedavia Ground Operation Manager. The application form, as well as information about fees for assigned parking spaces and special permits, is available on (Flygplatsinformation, Dokument och ansökningar, in Swedish). The parking permit fee is differentiated, depending on the environmental performance of the vehicle. The Airport Technical & Operative Supervisor (ATOS), Airport Duty Manager (ADM), and Swedavia parking surveillance staff may monitor compliance with parking regulations Baggage halls General For the operation of vehicles in a baggage hall, the maximum speed is 5 km/h (walking speed). A maximum of 4 baggage/container carts may be linked together. Vehicles with internal combustion engines are not permitted. The exit rule is in effect when exiting the baggage halls Unloading 1. The access route next to a conveyor belt for arriving baggage must always be kept clear and may not be blocked. 2. Only the unloading zone for the assigned conveyor may be used for unloading. 3. Only one baggage train consisting of a maximum of four carts/unit loading devices (ULDs) per arrival may be allowed in this area. 4. In cases where several baggage trains are driven into the baggage hall and the unloading zone for the assigned conveyor belt is occupied, they must be driven out of the hall and wait until points 2 and 3 can be complied with.

Aviation safety 3.1 Driving and parking in the traffic area generally Aircraft, including those being towed, always have the right of way before vehicle traffic. When yielding the right of way, a vehicle driver must stop the vehicle completely, at a designated place if one exists, and wait until the aircraft has passed. Vehicles driving from the manoeuvring area must be given the right of way. Driving of vehicles in the traffic area may only occur in conjunction with official duties and must primarily take place inside marked vehicle routes. In the traffic area, when not otherwise stated, a general speed limit of 30 km/hour applies. The hand brake must always be activated before the driver leaves the vehicle. When driving vehicles in the traffic area, talking on a mobile telephone is only allowed via a hands-free (vehicle installation, cable, or Bluetooth). When driving vehicles in the airside traffic area (except baggage sorting facilities), a maximum of 8 baggage/container trailers may be connected to a vehicle. When driving vehicles, driving over cables or hoses is not permitted. If there is no yield sign indicating the right of way, right of way is given to traffic coming from the right.

21 21(28) Push tractors, buses and vehicles carrying pallet carts should be transported via Inner Transport route when moving between piers and/or terminals. The height of vehicles carried on Inner Transport route between T3 and the eastern part of station apron G must not exceed 4.5 metres. 3.2 Driving motor vehicles on aprons Only vehicles participating in operations during an aircraft s turnaround may be driven on an apron. Exceptions are allowed for motor vehicles that cannot drive within marked vehicle routes for reasons of size or that are participating in field service. Vehicles participating in operations during an aircraft s turnaround that must drive between a vehicle route and the aircraft on the apron must do so by the closest suitable route from the vehicle route/building to the aircraft and back. When driving a motor vehicle on the apron outside an aircraft s stand or on the Inner Transport Route (Inre Transportvägen) between T3 and the eastern portion of Apron G, a yellow/orange beacon must be used. The beacon must have a rotating light beam and must be placed on the roof or another highly visible location on the vehicle and otherwise comply with Commission Regulation (EU) No. 139/2014. This requirement thus does not apply to vehicles participating in operations during an aircraft s turnaround when the vehicle is located on/in the aircraft stand. Driving a vehicle between an aircraft and an active fuelling vehicle that has assumed fuelling position is prohibited. Driving a vehicle on an aircraft s stand (see Airport Regulation A ) is prohibited when the aircraft s anti-collision beacons are lit. Driving a vehicle between a marshal and an aircraft or a lighted docking guidance system and aircraft is prohibited. Vehicles on the Cityvägen access road have the right of way over vehicles leaving the aircraft parking apron. 3.3 Requirement for visibility of motor vehicles, equipment and working tools Vehicles, equipment and working tools that are operated or placed on the apron and are permanently used by a ground handling company or other operational organisation must be painted or marked in colours that contrast sharply with the surroundings, for instance with the help of stripes, and be equipped with reflectors to a sufficient extent to ensure clear marking in the dark, see appendix A Striping of vehicles and equipment. 3.4 Driving motor vehicles in the manoeuvring area

22 22(28) Driving in the manoeuvring area requires permission from the air traffic control tower (TWR). Additional requirements are that: the driver must have undergone radio communication training the vehicle is equipped with ground radio (UHF) or aeronautical radio (VHF) The vehicle is equipped with GPS transponder approved by Swedavia the vehicle must be equipped with a communication radio the vehicle must carry a yellow/orange beacon that complies with Commission Regulation (EU) No. 139/2014 vehicles, machinery and equipment are painted in colours as specified in Commission Regulation (EU) No. 139/2014 for calls on the VHF radio, the driver must have a radio operator s licence for aeronautical radio. After receiving permission from TWR, vehicles driving in the manoeuvring area are not covered by a speed limit. The exception is that, on taxiways, the limit is 60 km/h. When driving in the manoeuvring area, passing a lighted stop bar is prohibited. All communication in the manoeuvring area via VHF shall be in English. Vehicle roads connecting to runway are equipped with STOP sign and additional sign informing that passage of the sign only can be done after clearance from the air traffic control. This sign is reinforced with red flashing light. The flashing lights may be passed by drivers when clearance from the air traffic control has been obtained. In case that the lights are not flashing clearance from the air traffic control still needs to be obtained for passage. 3.5 Driving motor vehicles to, from and in work areas in the movement area A work area is described as an area within the movement area, clearly marked with cones or other marking; obstacles in the dark are illuminated as per the regulations. When the area is set up, it is not considered part of the movement area. That means moving vehicles and people can be in the area without ATS monitoring this. In order to limit the risk of collision between aircraft and vehicles/equipment in the movement area, the following applies: Prior to all planned, temporary and emergency work, ATOS must be contacted for coordination and for an assessment of the need for a work area.

23 23(28) ATOS informs the person in charge of the task in question about the procedures and any clearance requirements that apply for the work area in question. The person(s) in charge of the task for the work area provides information and is responsible for ensuring that everyone in the work area has sufficient knowledge about operations. 3.6 Vehicle traffic under low visibility conditions In order to limit the risk of collisions between aircraft and vehicles under low visibility conditions, the following applies: When runway visibility is 600 m or lower, vehicle traffic is not permitted on the Inner Transport Route (Inre Transportvägen). This is shown by displaying a blinking red light on the signal poles that are placed along the route. When runway visibility is 600 m or lower, vehicles that cannot be driven on the City Route (Cityvägen) due to their size may be driven with great caution via the aprons. When runway visibility and/or vertical visibility is lower than 550 m and 200 ft, respectively, Low Visibility Procedure (LVP) shall go into effect at the airport. During LVP, the tower (TWR) will limit vehicle movements in the manoeuvring area. 4. Aircraft security Possession of a vehicle permit implies, among other things, acceptance by the holder that the vehicle (including its cargo space) may be inspected at any time the vehicle is in the traffic area by personnel from the Swedavia Security Department, a security services contractor designated by Swedavia, the Police and the Airport Duty Officer (ADO). 4.1 Demarcated area Apron S (S77-S81), Apron M and Apron J are considered a demarcated area and handle aircraft that have not been subject to security screening. The area is monitored by cameras, and anyone who wants access to the demarcated area (from the authorisation area) must always contact the Arlanda Security Centre (LC) to be given access. By the Eastern Fire Station and aircraft parking platform L, the boundary for airside extends out towards the access road by the perimeter fence boundary. The fence has an opening to allow fire vehicles and aircraft to pass through and is equipped with line detectors that trigger an alarm in case of passage. The opening has signs stating that police, rescue service, security service and snow removal vehicles are entitled to pass through the alarm perimeter after notifying the Airport Security Centre (LC). No other traffic is permitted, and visits to these areas must occur via landside.

24 24(28) 5. Environment 5.1 Environmental requirements for vehicles Environmental requirements in the Airside traffic area at Stockholm Arlanda are divided into the categories Light vehicles, Heavy vehicles and Work machinery/motorised equipment; see below. Any future changes in environmental requirements go into effect at the earliest 36 months after publication. For vehicles and work machinery with motors that are used infrequently and/or have a long economic life may be exempted Light vehicles (Total weight < 3,500 kg) Personal passenger cars Cars shall belong to Environmental Class 2005 or later, Environmental Class E1 or Environmental Class Hybrid and comply with point 1 or 2 below: 1. according to data in the Swedish Vehicle Registry or the equivalent foreign registry emits at most 120 grams of carbon dioxide per kilometre (120 g CO 2 /km) in mixed driving, if the vehicle is equipped with technology to run only on petrol or only on diesel* 2. according to data in the Swedish Vehicle Registry or the equivalent foreign registry if the vehicle is equipped with a positive-ignition engine and with technology to run completely or partially on a fuel other than petrol, diesel or LPG * Diesel-operated private passenger cars with a PINK permit that refuel at the Stockholm Arlanda filling station or with a similar fuel approved by Swedavia are allowed to deviate from environmental requirements. This only applies to personal passenger cars that are registered in Swedavia s registry prior to July 1, A car with an automatic transmission complies with environmental requirements as specified in point 1 or 2 if, apart from the transmission and the components belonging to the transmission, it is equivalent to a car with a manual transmission that fulfils the environmental requirements in one of these points. A car also fulfils environmental requirements even if it is not of the kind approved for such operation specified therein, if the car s manufacturer or general agent can show that the vehicle fulfils the requirements to be categorised in Environmental Class 2005 or later for the fuel in question Special personal passenger cars

25 25(28) Personal passenger cars with all-terrain features (four-wheel drive and elevated ground clearance) A separate application for exemption may be applied for with the Swedavia Ground Operation Manager where justification is required for a special personal passenger car. The limit is 160 g CO 2 /km in mixed driving. Minibus for 5-8 passengers A separate application for exemption may be applied for with the Swedavia Ground Operation Manager where justification is required for a special personal passenger car. The limit is 215 g CO 2 /km in mixed driving Light trucks Light trucks may emit at most 230 g CO 2 /km in mixed driving according to data in the Swedish Vehicle Registry or the equivalent foreign registry, or be equipped according to the Swedish Vehicle Registry or the equivalent foreign registry with a positive-ignition engine and with technology to run completely or partially on a fuel other than petrol, diesel or LPG*. Light trucks that are equipped with a tail lift may emit 250 g CO 2 /km in mixed driving according to data in the Swedish Vehicle Registry or the equivalent foreign registry. * Diesel-operated private passenger cars with a PINK permit that refuel at the Stockholm Arlanda filling station or with a similar fuel approved by Swedavia are allowed to deviate from environmental requirements. This only applies to light trucks that are registered in Swedavia s registry prior to July 1, Heavy vehicles (Total weight > 3,500 kg) RED or RED/WHITE vehicle permit All vehicles may operate on airside for at least 6 years from the initial year of registration. Vehicles belonging to Euroclass 3 may operate on airside for 8 years from the initial date of registration regardless of the country of registration. Vehicles belonging to Euroclass 4 may operate on airside through 2016 or 8 years from their initial date of registration. Vehicles belonging to Euroclass 5 may operate on airside through 2020 or 8 years from the initial date of registration, regardless of their country of registration. There is no time limit for vehicles belonging to Euroclass 6 or better or that have been adapted to Euroclass 6. PINK or PINK/WHITE vehicle permit

26 26(28) Existing vehicles Vehicles that refuel with diesel at the Stockholm Arlanda filling station or with a similar fuel approved by Swedavia, or run on electricity or other non-fossil fuel are allowed to deviate from the environmental requirements. Future vehicles Future vehicles (vehicles that have not had a vehicle permit on airside previously) must fulfil the requirements for a RED vehicle permit in order to obtain a permanent vehicle permit. Vehicles that do not fulfil the environmental requirements will only be issued a temporary vehicle permit Work machinery/motorised equipment RED or RED/WHITE vehicle permit Work machinery whose motors are covered under EU regulations shall comply with Phase 2 standards. Work machinery whose motors are not covered under EU regulations shall be at most 8 years old. PINK or PINK/WHITE vehicle permit Existing work machinery/motorised equipment Vehicles that refuel with diesel at the Stockholm Arlanda filling station or with a similar fuel approved by Swedavia, or run on electricity or other non-fossil fuel are allowed to deviate from the environmental requirements. Future work machinery/motorised equipment Future vehicles (vehicles that have not had a vehicle permit for airside previously) shall fulfil the requirements for a RED vehicle permit in order to get a permanent vehicle permit. For vehicles that do not meet the environmental requirements, only a temporary vehicle permit will be issued. Other work machinery/motorised equipment shall fulfil the requirements for personal passenger cars in order to get a vehicle permit.

27 27(28) Exemptions Vehicles included in any of the categories below are exempt: emergency response vehicles. vehicles used in surveillance operations for the Police, Swedish Customs or the Swedish Coast Guard. vehicles that are specially adapted for personal protection. vehicles that for special reasons, or where there is no environmentally-friendly alternative available, may apply for an exemption with Swedavia, Ground Operation Manager. 5.2 Engine idling Engines may idle for a period not exceeding 1 minute. 6. Monitoring and compliance It is the duty of each person in charge of operations to monitor and ensure compliance with this AR. That means each company working on airside must have its own self-inspection procedures which ensure that all people involved at the company are familiar with and comply with what is set forth in sections 1-7. Daily inspections to ensure compliance are otherwise carried out through ADO and ATOS as well as through the Police and by a security services company contracted by Swedavia. 7.
