1 Fines and Penalties Regulation for the Municipality Contraventions Article 1 The word (municipality) wherever it is mentioned herein indicates the Office of Riyadh City Mayor, municipality or the rural community. Article 2 The fines and penalties shall be applied to municipality contraventions according to the enclosed table. Article 3 a- Contraventions shall be investigated by the virtue of a process-verbal written by the official in charge. The executive instructions of this regulation shall specify the procedures of investigation in municipality contraventions and proof thereof. b- The perpetrator of the municipality contravention shall be obligated to repair what the he has damaged and restore the previous condition of the damaged item. Article 4 A grievance may be made before the Minister of Municipality and Rural Affairs against application of any penalty provided for herein within sixty days as of date of serving the notice of the penalty. Also, a grievance may be made against his decision of the Minister before the board of grievance within sixty days as of the date delivering the decision. Article 5 Fines determined by virtue of this regulation shall be collected in compliance with procedures pursued in the collection of public of funds. Article 6
2 The Minister of the Municipality and Rural Affairs or his representative may suspend the license. Article 7 The Minister of the Municipality and Rural Affairs shall issue decision and executive instructions pertaining to this regulation and method of implementation thereof. Article 8 This regulation shall supercede all contradictory regulations and instructions. Article 9 This Regulation shall be published in Umm Al-Qura newspaper and shall be effective as of the date of its publishing.
