3 CAR SPECIFICATION, SPONSORSHIP, TESTING AND RETESTING PROTOCOL 1 INTRODUCTION This protocol details ASEAN NCAP s procedures relating to the specification of cars to be tested, their sponsorship, testing arrangements and the circumstances when retesting is allowed. 2 SPECIFICATIONS OF CARS TO BE TESTED BY ASEAN NCAP 2.1 Introduction Consumers may expect important safety features such as seat belts and airbags will be standard fit, however, the best selling variant of car models will not necessarily be fitted with that critical safety equipment especially airbags. ASEAN NCAP considers it inappropriate that critical safety equipment (seat belts and airbags) is being offered as an option. Thus, ASEAN NCAP in principle will select the most basic safety equipment that is on sale in any of the countries represented in ASEAN NCAP. 2.2 Definitions Variant is defined as a unique combination of body style, engine and equipment grade or specification. An illustration is given in Annex 1. Model Range is defined as all the variants (i.e. all body styles, engine and equipment grades) available across ASEAN NCAP markets under a common model name or different name but same structure. Safety Equipment is defined as that equipment which is overtly aimed at improving safety. It includes but is not necessarily limited to: Restraint systems, including head restraints, child restraints and anchorages Knee and leg protection Breakaway pedal arrangements Pedestrian friendly devices, unless they are only required for particular engine compartment packages Seat belt reminder systems Safety marking/labels and switches It does not include: Engine/transmission volume Road wheel/tyre size Sun roof Minimum Percentage means the lowest proportion of sales, expressed as a percentage, which an item of safety equipment must meet to be included as part of the Basic Level equipment. 2

4 ASEAN NCAP markets means Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. 2.3 Selection of cars tested by ASEAN NCAP ASEAN NCAP members collectively decide which cars will be selected for testing. Principally, ASEAN NCAP selects the most basic safety equipped version of any car available in any ASEAN NCAP market for testing it. The procedure of selection process as follows; 1. The ASEAN NCAP Steering Committee will release the plan of crash test execution to its members. 2. The ASEAN NCAP Steering Committee may decide the theme for each phase e.g. small car, family sedan, MPV/SUV, etc. 3. The number of cars to be tested will depend on the budget and capacity of the crash lab, including cars through sponsorship. 4. To set a basis in vehicle selection, the steering committee will principally rely on sales volumes but may also consider any prevailing issues with regard to certain car model or safety equipment. 5. Usually only one model from a car manufacturer will be tested in each phase. 2.4 Testing of non-standard safety equipment In order to encourage manufacturers to fit more safety equipment, the option will remain for manufacturers to sponsor the additional testing to the car selected by ASEAN NCAP subject to approval by steering committee, of cars fitted with optional safety equipment. This will allow them to demonstrate the benefits of such safety equipment. ASEAN NCAP will publish both results at the same time. Where additional tests are performed with non-standard safety equipment, the same variant of car will be selected as for the Basic Level assessment. If this is not possible, other changes will be kept to a minimum to reduce their effect on the assessment. This situation will happen under conditions mention in

5 3 SPONSORSHIP BY CAR MANUFACTURER 3.1 Introduction Car manufacturers often wish to sponsor a car so that the results may be published at a preferred time, such as right after the car s public launch, or to show the passive safety performance of a car that is already offered in the market. This procedure has been developed to provide a guideline in these cases. Car manufacturers or other organisations can nominate and sponsor additional cars to be tested by ASEAN NCAP. The procedure of test variant selection, acquisition and testing will follow the same procedure as for those vehicles selected by ASEAN NCAP 3.2 Selection of cars to be sponsored by car manufacturers ASEAN NCAP will ONLY test cars that have already been launched and are available for consumers in any Country of the ASEAN NCAP market. The cars should be offered for sale in at least one of the ASEAN NCAP markets 3.3 Selection of the variant of the cars sponsored by car manufacturers In case the sponsored car has not been tested before, ASEAN NCAP will allow sponsoring the most basic safety equipped version available in any ASEAN NCAP market. In case the sponsored car has been already tested in the most basic safety equipped variant, ASEAN NCAP will allow sponsoring a variant with relative more safety equipment ASEAN NCAP welcomes all modifications made by manufacturers to improve the safety of models already available on the market. In case a manufacturer has requested ASEAN NCAP to test such a car ASEAN NCAP will publish the results after has been verified that the modification has a permanent character and has been implemented in the production. All the above only in case the car has been in the market for 4 or less months. In case the car has been already for more than 4 months in the market, the manufacturer will have to sponsor the car before upgrade and after upgrade. Verification costs will be invoiced to the manufacturer. 3.4 Acquisition of the cars to be sponsored by car manufacturers Cars to be tested may be purchased by ASEAN NCAP through a normal dealership in any of the ASEAN NCAP markets. 3.5 New car models ASEAN NCAP will ONLY test cars that have already been launched and are available for consumers in any Country of the ASEAN NCAP market. The cars should be offered for sale in at least one of the ASEAN NCAP markets. 4

6 3.6 Car models already offered in the market When a manufacturer chooses to sponsor a car model already on the market, publication of the results cannot be delayed more than 9 months after the date of the formal sponsorship offer. 3.7 Variants with more safety equipment ASEAN NCAP will allow manufacturers to sponsor tests of cars with the most basic safety equipment available throughout ASEAN NCAP market. Refer to Manufacturers can choose to add additional variants with more safety equipment on condition that this variant is available in at least 3 ASEAN countries where the car is offered for sale. In case the sponsored car is a variant with more safety equipment than the original car selected by ASEAN NCAP, ASEAN NCAP will: a- buy the car a-select from a dealer (variant will be discussed with manufacturer). b- Publish results of both cars at the same time. ASEAN NCAP will bill the manufacturers for the testing, transport, car, publication and relevant costs. 3.8 Results Results will be published via a press release and the ASEAN NCAP website. ASEAN NCAP has the priority in time of the publication of the results over the manufacturer. Publication dates may be agreed between ASEAN NCAP and manufacturer. Results may be used in an ASEAN NCAP launch. 4 CHOICE OF TEST LABORATORY 4.1 The steering committee will approve the accreditation of the crash laboratory use for ASEAN NCAP test. This approval will be based on the recommendation from technical committee. Currently, MIROS PC3 is the accredited laboratory. 5. FITMENT OF NON-STANDARD OR PROTOTYPE COMPONENTS 5.1 The fitment of non-standard or prototype components is not allowed. 5.2 Where non-standard or prototype components are found to have been fitted to any of the cars tested, the presence of prototype components will be published and the car gets no stars. 5.4 Where a car of standard specification has been tested, the manufacturer can opt to sponsor the testing of an updated car, fitted with production components. The results of these tests can be published at the same time or at a later date. 5.6 Once a car has been tested, the ratings will be published within the normal time frame. 5

7 6 FAILURE OF SAFETY EQUIPMENT 6.1 Where there is a failure, or partial failure of safety related equipment, ASEAN NCAP Technical Committee may withhold publication of the test results, pending investigation of the failure. ASEAN NCAP reserves the right to allow retests under such circumstances. NOTE: This covers circumstances where the cause of the problem is still being investigated or where publication might not be in the public interest. In that case it would be expected that sales of the car in ASEAN NCAP markets would be immediately stopped. 7 SECRETARIAT DISCRETION It is impossible to foresee all eventualities and decisions often have to be made quickly. If the ASEAN NCAP Technical Committee needs to waive any of the above requirements, justification for this must be reported to the ASEAN NCAP Steering Committee promptly; revisions of the ASEAN NCAP protocols or procedures may result. 6

8 8 PUBLICATIONS The star rating is composed of Adult rating while Child rating is using percentage approach to avoid confusion to the consumer Manufacturers must publish both results together Manufacturers can only publish the results in the countries where the tested version is available Manufacturers have to mention the tested safety equipment such as airbags, seat belt pretensioners, etc. They also have to mention the variant of the car tested and specify the different names for different Countries, if applicable Publication will be according to 3.8, whereby manufacturer must confirm in writing the willingness to comply with the publication requirements set by steering committee Results plate will be shown according to figure 1: Figure 1 9. Agreement for sponsored vehicle ASEAN NCAP will ask the manufacturer to sign an agreement document regarding the consequences of finding a) non standard parts fitted in sponsored cars, b) sponsor car modifications. 7
