1 GENERAL AGREEMENT ON TARIFFS AND TRADE RESTRICTED BOP/124/Add.1 1 June 1972 Limited Distribution Committee on Balance-of-Payments Restrictions Original: Spanish URUGUAYAN IMPORT SURCHARGE Supplementary Information for Discussion Addendum 1. The Goverrment of Uruguay has transmitted to the secretariat a complete list of products subject to the import surcharge at different rates. This is on file at the secretariat. 2. The list uses a nomenclature and item numbering system different from that used in the Uruguayan tariff schedule annexed to the General Agreement (i.e. Schedule XXXI, comprising items negotiated at Annecy and Torquay). An attempt has been made by the secretariat to identify the items subject to the surcharge which are the subject of a binding under Article II, but the difference in classification and nomenclature has precluded certainty as to the concordance in regard to a number of items. The attached list, prepared by the secretariat, includes all items on the surcharge list which appear, prima facie, to have been the subject of a tariff concession granted by Uruguay and included in Schedule XXXI. 3. The Government of Uruguay has been asked to define the present product coverage of the waiver by submitting an authentic list of the bound items which are affected by the surcharge, such as it had done when requesting the original waiver in 1961 (see BISD, Tenth Supplement, pages 54-57). Pending the receipt of such an official list, the attached secretariat compilation, which has not been verified by the Uruguayan delegation, is circulated purely for reference by the Committee.
