ER , ER , ER and ER Docket No. Irene Kim Asbury, Secretary of the Board Board of Public Utilities 44 South Clinton Avenue 3rd Floor, Suite 314 Trenton, NJ Dear Secretary Asbury: Enclosed for filing on behalf of Public Service Electric and Gas Company, Jersey Central Power & Light Company, Rockland Electric Company, and Atlantic City Electric Company (referred to jointly as the EDCs ) are three copies of proposed tariff sheets, reflecting a proposed revision to each EDC s Reliability Must Run ( RMR ) Charge. These revised tariff sheets, included as Attachment 1, have a proposed effective date of December 1, The revised tariff sheets reflect the changes in BGS-RSCP and BGS-CIEP charges to customers resulting from a change in transmission rates that have been approved by the Federal Energy Regulatory Commission ( FERC ). The rate adjustments are based upon a filing by Dominion Energy Services, Inc., formerly Dominion Resources Services, Inc. ( Dominion ), filed with FERC on June 30, 2017 on behalf of Virginia Electric Power Company in FERC Docket No. ER This rate filing is for the recovery of costs associated with the continued operation of two generating units, Yorktown 1 and 2, located in Yorktown, Virginia for reliability must-run purposes. The specific additional PJM Interconnection ( PJM ) charges that are the subject of this filing are based on Section 116 of the PJM Tariff, whereby costs incurred to compensate a deactivating generating unit for its continued operation to alleviate a reliability impact are recovered by PJM through an additional transmission charge in the transmission zones assigned financial responsibility for the reliability upgrades. Attachment 2 shows the workpapers calculating the cost impact to the zones by using the Deactivation Avoidable Cost Rates initially agreed to by the Market Monitor and Dominion.

2 Irene Kim Asbury This attachment also includes copies of the PJM information posted in the "Generator Deactivation" section of PJM s website at indicating the attached Zonal Cost Allocation and Deactivation Study Results for retaining the generating units proposed to be deactivated (Yorktown Units 1 and 2). On January 5, 2017, in accordance with Section 116 of PJM OATT, Dominion filed for a Deactivation Avoidable Cost ( DAC ) Rate with FERC for the Yorktown 1 and Yorktown 2 generating units. As is customary, the Market Monitor for PJM intervened on January 13, 2017, and on March 2, 2017, FERC accepted Dominion s filing for DAC rates, effective January 5, The FERC Order accepting the agreed upon rates is attached hereto as Attachment 5. On June 30, 2017, Dominion submitted to FERC a filing stating that Dominion and the Market Monitor agreed to initial DAC Rates while negotiations on the DAC Rates continue. This FERC filing is included in Attachment 4. In July, PJM issued a statement that the June billing would reflect Deactivation charges/credits for the extension of Yorktown 1 and 2. These charges were effective on January 5, The EDCs respectfully request approval to commence charging the new BGS rates effective December 1, The EDCs also request that the affected BGS suppliers be compensated for this increase that was effective January 5, 2017, with any differences between payments to BGS suppliers and charges to customers flowing to the BGS Reconciliation Charge. Because BGS suppliers began paying these increased transmission charges in June 2017, the EDCs request a waiver of the 30-day filing requirement. The proposed BGS rates have been modified in accordance with the Board-approved methodology contained in the EDCs Company Specific Addenda in the above- referenced BGS proceeding(s) and in conformance with EDCs Board approved BGS tariff sheets. This filing satisfies the requirements of 15.9 (a)(i) and (ii) of the BGS-RSCP and BGS-CIEP Supplier Master Agreements, which mandate that BGS suppliers be notified of rate increases for firm transmission service, and that the EDC file for and obtain Board approval of an increase in retail rates commensurate with the FERC- implemented rate increase. The exact levels of the Auction Price increase to BGS-RSCP and BGS-CIEP suppliers, the payment of which is subject to the receipt of a Final FERC Order, are set forth on Attachment 3. All monthly use shall be billed at a Distribution Charge of per kwh during the billing months of October through May and per kwh during the summer billing months and a Transmission Charge of per kwh and a Transmission Surcharge of per kwh during all billing months. When this option is requested it shall apply for at least 12 months and shall be subject to a minimum charge of $26.93 per year per kw of space heating capacity. This provision applies for both heating and cooling where the two services are combined by the manufacturer in a single self-contained unit. All usage under this Special Provision shall also be subject to Parts (4), (5), and (6) of RATE MONTHLY. This Special Provision is not available to those customers taking high voltage distribution service. The Company will provide and maintain a lighting system and provide fixture and electric energy sufficient to operate said fixture continuously, automatically controlled, from approximately one-half hour after sunset until approximately one-half-hour before sunrise, every night and all night, approximately forty-two hundred (4200) hours per annum during the term of years hereinafter set forth. The following rates shall be applied to the kwh Usage for the particular light type and size to determine the monthly charge per light. Distribution charges are billed on a monthly per light basis in accordance with the rates specified on the Tables on Sheets 36, 36a and 37.
