Mandatory citation or zero tolerance law for passing a stopped school bus 3. Make passing a stopped school bus a reckless driving violation "According to Wyoming State Statute number reckless driving is defined as any person who drives any vehicle with willful or wanton disregard for the safety of persons or property Passing a bus with an extended stop sign is, in many ways, the same. 3 Considerations regarding External Bus... ~:~~~ o An effective and sustainable process to turn camera images into citations is needed. The study suggested a law to allow automation and third-party involvement. o Generally, red light running cameras catch the forward and/or rear license plate resulting in a civil penalty similar to a parking ticket, which is issued to the owner of the vehicle. To target the driver, the camera system would need to take a snapshot of the driver's face. o Enhanced judicial outreach is needed to align convictions with revised penalties. Iowa School Bus Safety Study - Kadyn's Law External Cameras Installed on Buses in =~~~~ o External cameras have been installed on six school buses. o The cost for cameras and mounting kits was approximately $1,680 each. o Cameras are set for monitoring front facing stop arm violations. 3

8 Optional Strobe Light "An optional white flashing strobe lamp may be installed on the roof of a school bus. emitting light 360 degrees... A manual switch and a pilot lamp shall be included. Optionally May be wired to activate with the amber alternating flashing signal lamps, continuing through the full loading or unloading cycle " -Adopted by the Fifteenth National Congress on School Transportation Optional Strobe Light provided in ~lilib\1.1 ~ "Stobe Light shall have a single clear lens emitting light 360 degrees around its vertical axis. It shall be located on the longitudinal centerline of the bus roof. It shall be controlled by a manual switch located in the instrument panel to the left of the driver with a pilot light to indicate that the light is turned on." 9 Use of Optional Strobe Light outlined in Wyoming Chapter 20 Section 1 0 (f) School buses equipped with a roof-mounted strobe light shall use them as follows: (i) when loading and unloading students, and (ii) when students are on board, and (iii) during adverse weather conditions, and (iv) when bus speeds are less than twenty-five (25) mph.
