2 Off- grid solar photovoltaic lighting kits requirements 1. Scope This standard applies to off-grid lighting appliances or kits that can be installed by a typical user without employing a technician. The solar lighting appliance or kits are generally comprised of a lighting source (LED, CFL, or other), a rechargeable energy storage device (usually a battery), PV module and internal electronics. They may also include one or more of the following energy generation devices or sources: dynamo, AC supply, unregulated DC input, or other. Lighting appliances or kits with PV modules larger than 15W (peak power under standard test conditions) are excluded the scope of this standard. 2. Normative reference These following referenced documents are indispensable the application of this standard. Only the latest edition of the documents (including any amendments) shall be applicable. : IEC/TS Definition For the purpose of this standard the definition in IEC/TS shall apply. 4. Requirements 4.1 General All testing specified in this standard shall be conducted using the test methods provided in IEC/TS Prior to conducting qualification and recurring testing, the sampling procedures product sampling of IEC/TS shall be followed. All applicable test methods provided in IEC/TS are necessary qualification and recurring testing, including the battery storage and tests). 4.2 Initial and recurring testing requirements Initial qualification under the quality, warranty and permance reporting requirements outlined in 4.3 to 4.6 of this standard requires Quality Test Method (QTM) results according to Clause 5 of IEC/TS all applicable aspects specified in sub-clause 4.2 of IEC/TS Re-testing is required two years after the date of completion the QTM testing. If the product has remained unchanged since QTM testing, testing according to the Initial Screening Method (ISM) according to Clause 8 of IEC/TS with a sample size of two all applicable tests shall be conducted. If the product has changed since QTM according to the ISM of IEC/TS shall be conducted Market check testing according to the ISM of IEC/TS with a sample size of two all applicable tests shall be used to verify that a product, after passing the quality and warranty requirements through the QTM testing, continues to do so. 4.3 Product category requirements Every lighting appliance or kit can be categorized as fixed separate (indoor), portable separate, portable, or fixed (outdoor) according to sub- clause of IEC/TS 2

8 than trace amounts than trace amounts self-reported inmation If a lighting appliance or kit fails one of the truth-in-advertising,, or requirements during market check or renewal testing in such a way that it could still pass through QTM testing with a sample of six (6) example, if one sample failed to meet the battery requirement but the other sample passed QTM testing should be conducted to verify only those requirements that the lighting appliance or kit failed to meet. If verification QTM testing is conducted, the lighting appliance or kit is then required to meet the requirements QTM testing in Table 1 and Table Permance labeling requirement The lighting appliance or kit shall meet each of the following criteria to meet the permance reporting requirement: a) The lighting appliances or kits light output (luminous flux or luminance a specified distance) and the corresponding solar run time (at a minimum) shall be reported on the product packaging at least one brightness setting. Other permance metrics such as full- battery run time, grid- charge run time (if applicable), or electromechanical run time (if applicable) may be reported additionally, provided that the inmation is presented so that these metrics are clearly distinguished the solar run time. b) The inmation shall be available to the consumer in writing and/ or pictorially in a way that enables the end-user to understand the permance metrics that are reported. Annex 1: Light output test, Annex T: Light distribution test, Annex R: Solar charge test, Annex M: Full battery run time, Annex 0: Grid charge test (if applicable), and Annex P: Electromechanical charge test (if applicable) IEC/TS shall be used to determine the lighting appliances or kits luminous flux, luminance specified distance, full battery run time, gridcharge run time and electromechanical run time, respectively. 4.6 Warranty requirement The lighting appliance or kit shall meet each of the following criteria to meet the warranty requirement: a) To be consumer-facing, the warranty shall be included on the lighting appliances or kits packaging or on a warranty card that is easily accessed prior to purchase. b) End-users are provided at least twelve months of warranty coverage the point of purchase. c) The warranty shall cover manufacturing defects that impede operation under normal use and m early component failure, including coverage on the battery. d) The warranty shall explain how the consumer can access the warranty (return to point of purchase/distributor/service center, call or SMS a number etc.), how the warranty 8

9 will be executed (repair, replacement, etc.) and shall advise the customer to inquire about the warranty terms prior to purchase. e) The full terms of the warranty shall be available to the consumer in writing in a way that enables the end- user to verify and understand the terms of the warranty prior to purchase. The written inmation shall be in English or other local language. The inmation obtained the procedures visual screening and Manufacturer selfreported inmation IEC/TS shall be used to determine if the lighting appliance or kits warranty meets the warranty requirement. 9
