1 Background: Continuous registration tracks vehicles from cradle to grave regardless of registered vehicle ownership or whether the vehicle is actually in use. The vehicle history would reflect every transfer of ownership or when the vehicle is parked, provided it is recorded in the Motor Vehicle System (MOVES). Alberta s current vehicle registration program is based on legislation that requires registration or plating of vehicles only when in use on the roads and highways. There is no requirement for the Registrar to be notified when a vehicle is sold (de-plating or de-registering). Ownership of a vehicle can change many times but not to be reported in MOVES or reflected in the Vehicle Information Report.
