Crash Data Retrieval Update September 2011 Version This training developed by the IPTM EDR working group LLC, authorized for use by IATAI 1

Main Messages 1. EDR s improve recon accuracy & get to causation data is additional evidence use with all other available scene evidence. 2. The EDR strength is to give us speed PRIOR TO BRAKING OR LOSS OF CONTROL, & DRIVER BEHAVIOR on gas and brake pedal. EDR gives scientific basis for being less conservative in speed ranges. 3. Event Data Recording capability and data accessibility varies widely by manufacturer and point in time. Coverage keeps growing with MORE AND BETTER DATA available with each new model released. Toyota & Fiat were added in 2011, more are coming. 4. CDR Software subscription a necessity. LLC, authorized for use by IATAI 2

Main Messages 5. Data is NOT STANDARDIZED yet. New NHTSA EDR Part 563 rule for Sept 2012 standardizes EDR minimum data set, insures public access to data, and that data survives in severe crashes. Disciplined analysis is required until then. 6. You must ASK unsupported manufacturers (Nissan, Honda,???) for recorded data useful to recon. 7. Courts continue to reaffirm admission of EDR data. Challenges to probable cause for warrant becoming more common. LLC, authorized for use by IATAI 3

Keeping EDR s in Perspective While most NEW vehicles have at least SOME kind of an EDR, about 35% of the vehicles on the road (60% of the new ones) have an EDR with data accessible by publicly available means at this time. Soon we ll get over 80% of new vehicles. We still have to reconstruct t many crashes WITHOUT having EDR data. LLC, authorized for use by IATAI 4

EDR Value to Recon Use pre-crash data to get traveling speed before braking, prior to impact especially when ABS braking did NOT leave clear road evidence of braking. Use driver throttle and brake inputs to gain insight into driver intent & CAUSATION. Use Delta V data as a check on momentum analysis or crush analysis for what happened DURING impact. Calculating time-distance from speed to determine WHERE vehicle did WHAT 5

First Example: Scene Diagram Charger on divided highway T-Bones Montana Montana driver injured, his wife in the front passenger seat is killed Montana Speed Limit 65 mph 6

Scene Diagram Charger T-Bones Montana, Montana Front Passenger Fatal Momentum Analysis: Montana mph Charger mph Montana Speed Limit 65 mph 11

Charger SRT8 EDR Data NO Physical Evidence of Braking Found at Scene 75 Braking 2.8 sec 12

POWER OF THE EDR Without EDR, scene evidence alone puts Charger at or near speed limit it and assumes no braking prior to impact Without EDR, Montana driver gets charged with his wife s death for crossing without right of way. WRONG GUY GOES TO JAIL. With EDR, RIGHT GUY (Charger driver) GOES TO JAIL Case Contributed by Fred Cook, Ohio State Highway Patrol 13

2 ND Example: Ped Strike Bus slowing with yellow flashers for pickup Pickup following passes bus as it stops Pickup hits schoolgirl waiting to cross to bus, in left turn lane, throws her 138 feet Traffic Left Turn Lane V1 Thrown 138 Bus 14

Ped throw equation gets 47 (in 35 mph zone) 15

55: Over Limit by EDR Data 20 mph Hits the Gas No Evidence of Braking in EDR 16

Power of the EDR Show Driver Intent/Behavior Without EDR, ped throw equation yields 47 mph in 35 mph zone With EDR: Starts at 55 mph in 35 zone Accelerates while passing bus to 58 mph No evidence in the EDR that driver ever braked RESULT: MAXIMUM SENTENCE Case Contributed by Sgt. Tim Brown Michigan State Police 17

NHTSA 49 CFR Part 563 Issued 2006, amended 2008, Effective Sept Purpose Help ensure that EDRs record, in a readily usable manner, data valuable for effective crash investigations.. These data will help provide a better understanding of the circumstances in which crashes and injuries occur and will lead to safer vehicle designs. 18

NHTSA 49 CFR Part 563 Does not REQUIRE EDR s Requires Standardized EDR Content IF EQUIPPED with an EDR Wrote broad definition so most vehicles are considered d to be equipped Attention due to Toyota Sudden Accel allegations has caused introduction of new bills to REQUIRE EDR s (2010 SB 3302) 19

Part 563 Minimum data set if equipped with an EDR Delta-V, longitudinal 0 to 250ms, every 10ms Maximum delta-v, longitudinal 0-300ms Time, maximum delta-v 0-300ms Speed, vehicle indicated (5 sec, 2 samples/sec) Engine throttle, % full (5 sec, 2 samples/sec) Service brake, on/off (5 sec, 2 samples/sec) Ignition cycle, at time of crash Ignition cycle, at time of download Safety belt status, driver Frontal air bag warning lamp, on/off Frontal air bag deployment, time to deploy (driver/passenger/stages) Multi-event, number of events Time from event 1 to event 2 Complete file recorded (yes/no) LLC, authorized for use by IATAI 20

Part Table 2 If recorded d (partial i l list) Acceleration (details just clarified) Lateral Delta V (side impact) Passenger belt status t RPM Roll angle, steering angle ABS, ESC on/off, occupant size, and other inputs and outputs of restraints system & PSP 21

Survivability The rule requires data be present after FMVSS 208 Frontal Crash compliance tests and FMVSS 214 side impact compliance tests. This means much less chance of not getting a new recording and/or of having some old recording in memory. LLC, authorized for use by IATAI 22

Timing of Readout Tools Each manufacturer...shall ensure by licensing agreement or other means that a tool(s) is commercially available that is capable of accessing and retrieving the data stored in the EDR... The tool(s) shall be commercially available not later than 90 days after the first sale of the motor vehicle... LLC, authorized for use by IATAI 23

Recent 563 Activity 2008 Manufacture petitions: 1. Drop accel data from T2 (some mfrs only capture deployment, they would have to drop acceleration reporting completely if not able to meet ms) 2. reduce or drop 10% accuracy rqmt on both accel and DV because clipping i can make it exceed 10% error 24

NHTSA response Keep Acceleration in Table 2. Make duration at manufacturer discretion. Add new data element for whether clipping i occurred. Grant relief on 10% accel/dv accuracy only if clipping occurs. 05/pdf/ pdf p for more detail 25

Implications for Investigators Many, many more models from many more manufacturers will become available. More data elements will be collected and interpreted - even in SEVERE crashes. Side & Roll events may be captured Reports may begin to take on a standard look and feel, even across manufacturers. LLC, authorized for use by IATAI 26

Implications for Investigators Software subscription service will become a necessity due to the number of new models being added over time. MANY more cables will be needed to have a complete kit. Regular training updates and/or attending annual update conferences will become more important. The training model will change from lengthy manufacturer-specific training to generic training 27

Implications for investigators Regular training updates and/or attending annual update conferences will become more important Every manufacturer has unique things at this point in time (GM, Ford, Chrysler, Toyota) Even after NHTSA rule requires a minimum data set there may be unique items each manufacturer chooses to record in addition to the minimum. LLC, authorized for use by IATAI 28

How do you get the data out? Most dealers DO NOT have access to Event Data Recorder data via their diagnostic tools. OEM engineers can read some with proprietary supplier software, must get supplier reps to read others Most GM models and some Ford/Chrysler models can also be read out with the publicly available Bosch Crash Data Retrieval (CDR) tool used by yp police, safety researchers, private recon. 29

Readout Tools Bosch is the only company making publicly available automotive EDR readout tools at this time. Bosch bought Vetronix and changed the branding to Bosch in Heavy truck EDR tools are different for each manufacturer, requiring purchase of multiple tools and training for each. Having only one toolmaker (so far) is a blessing! LLC, authorized for use by IATAI 30

CHANGING HARDWARE Now a softside case with Bosch logo Software Updates 3.6 & later distributed via Web not on disc Now a green ex case with Bosc 31

Should every agency have CDR? Depends on your size and if you are alone or have access to CDR through other agencies. Using equipment and analyzing data is a Use it or Lose it skill get in to CDR when your agency is doing regular readouts and ready to commit not only to initial use but ongoing training. Apply for grants, get donations from MADD & insurance companies if you can. 32

Budgeting for Bosch CDR As of September call Bosch for current pricing i 1 year Software Subscription $749 DLC only CDR Interface & Cables $1,499 Direct to Module Cable Kit $3,499 Training Tuition (for 1) $695 Travel Cost to Training (for 1) $1,000? GET STARTED COST TOTAL About $7,500 Typical ongoing budget for one officer - $2,700/yr Software subscription (3yr is less/yr) $749yr New Cables (about $130 each) $1000+ Periodic Training Updates $

Coverage Updates GM & Chrysler release almost all new models even before they are on the road or very soon thereafter Versions 4.1 already includes many 2012 s Fiat 500 just added d (Fiat Owns Chrysler) Toyota released some coverage in 4.0 and is expected to release additional models back to 2001 this year. 34

Chevrolet SDM Phase In

GM Recent Features In 2005 GM added 300ms lateral Delta V to newly designed SDM s. Some models got additional data In 2010, the SDM does not have to replaced after a deployment it can hold up to 3 deployment events. For 2012, GM begins to phase in Part 563 intent capability 36 36

More than one EDR In 2007 model year GM added a separate memory chip in the Roll Over Sensor (ROS) in some SUV and truck models. Starting in 2010, some were integrated back in to the SDM GMC Acadia 37 37

GM Rollover Sensor Phase In 38

FORD In 1997 Ford began implementing Electronic Crash Sensors that t recorded d portions of crash pulses. They are now known as Restraint t i t Control t l Modules. d l 39 39

FORD The first Ford modules became accessible via Vetronix CDR in The early Ford modules offer less crash pulse time, and no pre-crash information

FORD Ford did not initially view the early crash pulse recording function as an event data recorder. Selected Ford modules are available for imaging begin in the 2001 model year Ford Crown Victoria 41 41

Second EDR in ETC PCM s Starting with model year 2003, vehicles equipped with Electronic Throttle Control (ETC) were fitted with PCMs that store crash data in their internal flash memory. Ford released the ability to read Powertrain Control Module (PCM) data in 2008 CY to CDR

Ford CDR 4.1Coverage 43

CHRYSLER Bosch released Chrysler coverage in 2008 CY with its 3.0 software release The first vehicle that was covered is the 2005 Dodge Durango with side curtains 2005 Dodge Durango Models before 2009 RAM record in deployments only 44

Chrysler Chrysler Records 2 to 5 seconds of pre-crash data (most have 5) Data recorded is speed, brake, throttle, rpm and other parameters at 0.1 second dintervals (02 (0.2 sec in minivans) Delta V first appears in 2010 models, but acceleration data is in some earlier models 2005 Dodge Durango ACM 45

Chrysler CDR Coverage

Toyota EDR s Toyota has multiple families of EDR s The 04/06 family which includes some 2006 and later models can be imaged with Bosch CDR 4.0 as of June Earlier families, known as 00/02 can only be read by Toyota at this time. Toyota will assist third parties that t have proper legal l authority. 47

Toyota EDR s

Bosch CDR Hardware Updates The CDR Interface module has NOT changed since version 2.8 in 2006 (except color from Vetronix Blue to Bosch Green). The latest model is signified by CAN plus on the front of it. Since January 2008, there have been THREE new adapters and dmany new cables released. 49

Adapters If the Bosch help file lists TWO part numbers under the cable required section, ONE of them is an ADAPTER. 50

Ford PCM Adapter (2008) To read any Ford PCM you must use the 221 Ford PCM adapter both DLC & direct to module. The adapter issues a special Vehicle Programming Signal (VPS) to prevent data overwrite during imaging. 51

PCM Best Practice Read PCM DIRECTLY TO MODULE (OPPOSITE of ACM s!). This is because the VPS wire from the DLC cable to the PCM could be compromised by crash damage, but you may not be able to see it. If you can t get to the PCM due to crush damage, then revert to trying the DLC 52

PCM Adapter Connection Power supply MUST go in adapter for direct to module imaging NOT interface Higher Capacity 2.5 Amp Power Supply needed 53

Proper Direct to Module Connection Adapter Green Light comes on when power is applied Power Direct to PCM Adapter (NOT CDR Interface) 54

Additional Equipment needed with Ford PCM s Use the new-for-2008 DLC cable with VPS (Part # F00K ). The pre-2008 cable that came with older kits must not be used and could cause data overwrite in the PCM

PCM Adapter rq d for DLC use Power is supplied from DLC, no external power needs to be applied. 56

387 Direct to ACM Adapter (2009) Newer Ford, Chrysler & Toyota Vehicles require adapter for Direct to module. Adapter lights as imaging begins. Power Direct to ACM Adapter (NOT CDR Interface) 57

Always put power to ACM Adapter LIGHT Comes on at start of readout ACM Adapter ONLY needed for DIRECT TO MODULE not required for DLC (PCM adapter rq d for DLC) 58

RCM DLC READOUT CAUTIONS Some models (Ex: 08 Explorer) have PCM s with data EVEN IF NOT PRESENTLY SUPPORTED. If reading through DLC, be sure to use PCM adapter to prevent PCM data spoliation. YOU DO NOT NEED THE RCM adapter FOR DLC readouts Under the help file, supported vehicles, it says (Note 4). Click on the Hyperlink and read the note!!!!! YOU HAVE BEEN WARNED!!!! 59

Fiat 500 DLC Adapter (2011) Fiat Vehicles require a new bright yellow 809 adapter for DLC images (NOT direct to module). (As more small manufacturers are brought on board for 563 compliance, expect more specialty adapters) 60

Toyota First Release OVERVIEW No key cycle data No new recording if power is lost Events numbered, highest h is most recent Up to 6 registers, 2 for frontal, 2 for side, 2 for rollover (if equipped) Deployments locked, ND s not New ND at new AE over 2G s 77

Toyota (First Release) OVERVIEW Longitudinal Delta V intervals, starting at AE Lateral Delta V shorter 4 or 6 ms intervals Precrash data in later models 6d data points 1 sec intervals, last data point taken from buffer within 0.1 second of AE (but data sampled may be up to 0.5 sec old). 78

Toyota Data Limitations OVERVIEW Max Speed recordable is 75 or 78 mph RPM is truncated to next lower 400 Accel pedal data is in voltage. If voltage is under 3.71V, approximate pedal % as: (Voltage-0.78)/( ) 71 0 = % If voltage >3.71 use peak instead of 3.71 Data is asynchrous. Speed updated d every 0.5 sec, accel sec, Brake updates on change 79

Toyota DETAILS: Recording from my crash? Most pre-563-intent models will NOT make a new recording if power is lost at impact (same as GM/Ford/Chrysler). Exception: Delta V may be recorded real time as it is occurring. There is an Event Recording Complete data element for each major section of data. In concatenated events, prior event helps determine if most recent event is your crash Copyright Ruth Consulting Authorized for use by IPTM 80

Toyota: Is data from my crash? Key Cycles are NOT recorded until Part 563 Intent You must use rules for recording to understand if data is from your event. Deployment data is locked and cannot be overwritten. Non-deployment events must meet a minimum 2G wakeup threshold, new ND events overwrite older ND events. Toyota has multiple families of EDR s the models covered in the CDR 4.0 release hold 2 frontal and may hold 2 side and rollover events (if equipped). Some Toyota models not yet covered may have a third register for the largest ND event experienced. Events are NUMBERED Event counter highest number is most recent event. Bosch CDR will report them in order (not so in proprietary reports). Time between events up to register max value (16 sec for CDR 4.0 models) Copyright Ruth Consulting Authorized for use by IPTM 81

Pre-crash Data 6 Data Samples Precrash 5@1sec intervals, 6 th at AE Time from -1 Data Sample to AE within 0.1 sec The above allows greater precision i in stating speed at impact Copyright Ruth Consulting Authorized for use by IPTM 82

Pre-Crash Data Brake ON/OFF (same as all other mfrs) Accel Data NOT in % - in Voltage from sensor Zero accel pedal is typically 0.78V, 100% is 3.71 V on most reports seen to date but data limitations indicates the low and high could be different. You can calculate your own percentage if you want. %=(V-0.78)/( ) ) RPM in 400 RPM increments, =400, = , etc. Copyright Ruth Consulting Authorized for use by IPTM 83

Precrash sampling rate If there are two events within 0.5 sec only one Pre Crash set of data is collected. Under rare circumstances, a precrash data set from a prior crash may be orphaned in memory and not be associated with any currently retained event. Speed data being sampled may only be refreshed every 500ms, accel pedal every 512ms, RPM every 24ms, Brake on as it occurs. Copyright Ruth Consulting Authorized for use by IPTM 84

Delta V Data in CDR 4.0 models Longitudinal DV 20 intervals = 200ms duration starts t at algorithm wake up - enough hto get most crashes. Lateral DV (if equipped) for B pillar, C pillar and Floor (ACM) locations 25 intervals 100 ms duration starting 20ms before wakeup. Only use ACM (floor) location for recon. Roll Angle & Lateral Accel (if equipped) ms intervals beginning 625 ms before wake up Total duration 2.4 seconds Graph vs time, data table, and Max single value Same guidelines for use as GM/Ford/Chrysler Copyright Ruth Consulting Authorized for use by IPTM 85

Other Useful Recon Data Front Driver and Pass Seat Belt Buckled Passenger Weight Classification (Empty/Unoccupied, p Child, AF05 (small adult), AM 50 (midsize adult or larger) Driver Seat Position (FW forward vs RW) Gearshift lever position (P-R-N-Drive) What safety devices deployed when Time since prior event recorded (16381 ms max value default) Copyright Ruth Consulting Authorized for use by IPTM 86

Pre Crash Data - Overview Copyright Ruth Consulting Authorized for use by IPTM 92

Pre Crash Data Timing Other Points a 1 sec intervals 6 th point Sample d at AE Caution: Sampling at AE could have un-refreshed data in buffer New Pre Crash data will only be recorded if 500ms have passed since the last event. Copyright Ruth Consulting Authorized for use by IPTM 93

Pre Crash Speed Data Since the speed data buffer is only refreshed every 0.5 sec, the 0 and -0.2 data points may be from the same buffer value. If the time between AE and the prior point is les than 0.5 sec and the values are identical, especially during precrash braking, do not assume the vehicle has stopped slowing down. Resolution 2km/hr (1.2 mph) Max Value 75 mph (121kph) (78.3mph in 00/02 models) Can use RPM data to get speeds >75 in some circumstances Copyright Ruth Consulting Authorized for use by IPTM 94

Pre Crash Accel Pedal Data Only refreshed every 512 ms held in buffer Volts not pedal percent Convert to % = (V-0.78)/( ) Data Limitations warns min & max may vary Copyright Ruth Consulting Authorized for use by IPTM 95

Pre Crash RPM Data Resolution to next lower 400 rpm If speed is reported at max 75 mph, can be used to calculate a higher min speed based on gear ratios. Speed in mph = RPM/trans ratio/final drive ratio/tire revs /mile*60 Copyright Ruth Consulting Authorized for use by IPTM 96

Improve your consistency Use Checklists and Guides Analyst guide gives student a checkoff sheet to understand what data is available. Guide then suggests each possible use of data that can be considered. Checkoff sheet lists all known sources of misinterpretation of EDR data for analyst to see if their specific case has any. Possible necessary adjustments are shown for consideration. 109

110

Selecting Imaging Method Decision Flow Chart DLC is preferred for ACM but requires electrical system to be intact or fixable. DLC sets no Diagnostic Trouble Codes and does not require access to module. Direct to module in car is second choice for ACM (first choice for PCM) but may set some DTC s in Ford/Chrylser Direct to Module desktop minimizes equipment exposure to weather, but creates chain of custody documentation. 111

Direct to Module 114

Back Powering Thru Fuse Box Back powering is not new but is not taught in CSI basic tech class (only in Advanced tech class). A back power demonstration video is available by thumb drive. Back powering is outside the scope of this presentation. If there is interest I can demonstrate it on a student s GM vehicle after this session. 115

Legal Update The general trend is towards requiring warrants and requiring an affidavit with reasonable probable cause to get the warrant in criminal matters. CA S.C. refused to review Xinos (where appeals ct said warrant was needed) but de-published opinion so it can t be cited in other cases (because of very unique circumstances in the Xinos case). 116

Legal Update Prosecutors continue to have success in showing that EDR data is reliable and admissable. Toyota data already admitted in criminal cases. Held off in 1 civil case at Toyota request (Tracy v McAnolan). Courts continue to make sure experts are qualified. 117

EDR Data Tampering Update Some entrepreneurs are re-setting ACM s to clear crash data or zap the airbag readiness light to enable re-use use. A small # of re-set SDM s have been encountered that have a prior crash in memory not matching current crash facts. New twist t Sept 2011: Outfit selling you the software for you to start your own ACM re- setting and crash data clearing business. 118
