1 Crash Data Retrieval Update September 2011 Version This training developed by the IPTM EDR working group LLC, authorized for use by IATAI 1
2 Main Messages 1. EDR s improve recon accuracy & get to causation data is additional evidence use with all other available scene evidence. 2. The EDR strength is to give us speed PRIOR TO BRAKING OR LOSS OF CONTROL, & DRIVER BEHAVIOR on gas and brake pedal. EDR gives scientific basis for being less conservative in speed ranges. 3. Event Data Recording capability and data accessibility varies widely by manufacturer and point in time. Coverage keeps growing with MORE AND BETTER DATA available with each new model released. Toyota & Fiat were added in 2011, more are coming. 4. CDR Software subscription a necessity. LLC, authorized for use by IATAI 2
3 Main Messages 5. Data is NOT STANDARDIZED yet. New NHTSA EDR Part 563 rule for Sept 2012 standardizes EDR minimum data set, insures public access to data, and that data survives in severe crashes. Disciplined analysis is required until then. 6. You must ASK unsupported manufacturers (Nissan, Honda,???) for recorded data useful to recon. 7. Courts continue to reaffirm admission of EDR data. Challenges to probable cause for warrant becoming more common. LLC, authorized for use by IATAI 3
4 Keeping EDR s in Perspective While most NEW vehicles have at least SOME kind of an EDR, about 35% of the vehicles on the road (60% of the new ones) have an EDR with data accessible by publicly available means at this time. Soon we ll get over 80% of new vehicles. We still have to reconstruct t many crashes WITHOUT having EDR data. LLC, authorized for use by IATAI 4
5 EDR Value to Recon Use pre-crash data to get traveling speed before braking, prior to impact especially when ABS braking did NOT leave clear road evidence of braking. Use driver throttle and brake inputs to gain insight into driver intent & CAUSATION. Use Delta V data as a check on momentum analysis or crush analysis for what happened DURING impact. Calculating time-distance from speed to determine WHERE vehicle did WHAT 5

18 NHTSA 49 CFR Part 563 Issued 2006, amended 2008, Effective Sept Purpose Help ensure that EDRs record, in a readily usable manner, data valuable for effective crash investigations.. These data will help provide a better understanding of the circumstances in which crashes and injuries occur and will lead to safer vehicle designs. 18

22 Survivability The rule requires data be present after FMVSS 208 Frontal Crash compliance tests and FMVSS 214 side impact compliance tests. This means much less chance of not getting a new recording and/or of having some old recording in memory. LLC, authorized for use by IATAI 22
23 Timing of Readout Tools Each manufacturer...shall ensure by licensing agreement or other means that a tool(s) is commercially available that is capable of accessing and retrieving the data stored in the EDR... The tool(s) shall be commercially available not later than 90 days after the first sale of the motor vehicle... LLC, authorized for use by IATAI 23
24 Recent 563 Activity 2008 Manufacture petitions: 1. Drop accel data from T2 (some mfrs only capture deployment, they would have to drop acceleration reporting completely if not able to meet ms) 2. reduce or drop 10% accuracy rqmt on both accel and DV because clipping i can make it exceed 10% error 24

26 Implications for Investigators Many, many more models from many more manufacturers will become available. More data elements will be collected and interpreted - even in SEVERE crashes. Side & Roll events may be captured Reports may begin to take on a standard look and feel, even across manufacturers. LLC, authorized for use by IATAI 26
27 Implications for Investigators Software subscription service will become a necessity due to the number of new models being added over time. MANY more cables will be needed to have a complete kit. Regular training updates and/or attending annual update conferences will become more important. The training model will change from lengthy manufacturer-specific training to generic training 27

29 How do you get the data out? Most dealers DO NOT have access to Event Data Recorder data via their diagnostic tools. OEM engineers can read some with proprietary supplier software, must get supplier reps to read others Most GM models and some Ford/Chrysler models can also be read out with the publicly available Bosch Crash Data Retrieval (CDR) tool used by yp police, safety researchers, private recon. 29
30 Readout Tools Bosch is the only company making publicly available automotive EDR readout tools at this time. Bosch bought Vetronix and changed the branding to Bosch in Heavy truck EDR tools are different for each manufacturer, requiring purchase of multiple tools and training for each. Having only one toolmaker (so far) is a blessing! LLC, authorized for use by IATAI 30

32 Should every agency have CDR? Depends on your size and if you are alone or have access to CDR through other agencies. Using equipment and analyzing data is a Use it or Lose it skill get in to CDR when your agency is doing regular readouts and ready to commit not only to initial use but ongoing training. Apply for grants, get donations from MADD & insurance companies if you can. 32

49 Bosch CDR Hardware Updates The CDR Interface module has NOT changed since version 2.8 in 2006 (except color from Vetronix Blue to Bosch Green). The latest model is signified by CAN plus on the front of it. Since January 2008, there have been THREE new adapters and dmany new cables released. 49
50 Adapters If the Bosch help file lists TWO part numbers under the cable required section, ONE of them is an ADAPTER. 50
51 Ford PCM Adapter (2008) To read any Ford PCM you must use the 221 Ford PCM adapter both DLC & direct to module. The adapter issues a special Vehicle Programming Signal (VPS) to prevent data overwrite during imaging. 51
52 PCM Best Practice Read PCM DIRECTLY TO MODULE (OPPOSITE of ACM s!). This is because the VPS wire from the DLC cable to the PCM could be compromised by crash damage, but you may not be able to see it. If you can t get to the PCM due to crush damage, then revert to trying the DLC 52

81 Toyota: Is data from my crash? Key Cycles are NOT recorded until Part 563 Intent You must use rules for recording to understand if data is from your event. Deployment data is locked and cannot be overwritten. Non-deployment events must meet a minimum 2G wakeup threshold, new ND events overwrite older ND events. Toyota has multiple families of EDR s the models covered in the CDR 4.0 release hold 2 frontal and may hold 2 side and rollover events (if equipped). Some Toyota models not yet covered may have a third register for the largest ND event experienced. Events are NUMBERED Event counter highest number is most recent event. 84 Precrash sampling rate If there are two events within 0.5 sec only one Pre Crash set of data is collected. Under rare circumstances, a precrash data set from a prior crash may be orphaned in memory and not be associated with any currently retained event. 109 Improve your consistency Use Checklists and Guides Analyst guide gives student a checkoff sheet to understand what data is available. Guide then suggests each possible use of data that can be considered. Checkoff sheet lists all known sources of misinterpretation of EDR data for analyst to see if their specific case has any. Possible necessary adjustments are shown for consideration. 109

111 Selecting Imaging Method Decision Flow Chart DLC is preferred for ACM but requires electrical system to be intact or fixable. DLC sets no Diagnostic Trouble Codes and does not require access to module.
