The Wheeling Access Charge is applicable for Wheeling on the ISO Controlled Grid. No Wheeling Access Charge is applied if a Scheduling Coordinator uses only Existing Transmiss High Voltage (HV) Wheeling Access Charges are assessed for wheeling from transmission facilities with voltage rating of 200 kv or higher. Wheeling from transmission facilities with a voltage rating of less than 200 kv will result in Low Voltage (LV) Wheel Scheduling Points Owned by More than One Participating TO: The applicable Wheeling Access Charge is shown for each month to reflect that the amount of Converted Rights associated with these Scheduling Points may change monthly. 6 Key Document - Settlement Detail File Spec Wheeling details are provided daily in the ISO s Settlement Detail File Specs. However, Wheeling Charges appear monthly on the last preliminary and final settlement statement of the month.

9 When are Wheeling Charges Assessed? A Wheel Through (Import & Export) For example, moving energy from APS to BPA. A Wheel Out (Export). For example, a SC schedules a generator within the ISO control area and exports the energy to BPA. Non-PTO Load For example, a SC schedules a municipal load- like Colton

10 High Voltage vs. Low Voltage Wheeling Access Charges are differentiated by voltage level High Voltage Wheeling Access Charges (HVAC) 200 kv and above ISO Grid wide rate (transition over 10 years- began Jan 01) Revenues spread to all TAC Areas/PTOs Low Voltage Wheeling Access Charge (LVAC) Below 200 kv Utility specific rate Revenues flow back to specific utility

11 Wheeling Charge=Price x Quantity Price = Wheeling Access Charge ($/MWh) The High Voltage, and, if applicable, the Low Voltage Wheeling Access Charge at the Scheduling Point where energy was scheduled to exit the ISO Controlled Grid Quantity = Actual Energy that was exported at a Scheduling Point (MWh) The actual energy that was exported off the ISO Controlled Grid at a Scheduling Point- the Checked-out value (equivalent to the meter read from a generator)

12 Validating the Charge- 3 Steps 1. Identify the Wheeling Access Charge by Scheduling Point- Must Consider Voltage Level 2. Begin with Your Final HA Schedules to Determine the total MWhs Wheeled Across each Scheduling Point, account for any real-time operational adjustments made to these export schedules. 3. Compare your schedules with the Intertie Details in Section 4.2, GMC, Wheeling & Market Uplifts Detail File in the ISO s Settlement Detail File Spec.

18 Summary Charge assessed to SCs with schedules exiting/leaving the ISO Controlled Grid Charge based on gross exports, not net Charge based on actual flows (not always what you scheduled- may be curtailed) If exit point is below 200 kv, Low Voltage Wheeling Access Charges are also incurred (in addition to High Voltage WAC)
