1 Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of Air Compressors (draft) 1. The air compressors referred to in this Announcement are those driven by a three-phase motor at an outlet pressure of 7~14±0.5 kg f /cm 2 ( Air Compressors or products hereafter), including the fixed speed rotary air compressors, variable speed rotary air compressors and piston air compressors that are in compliance with the applicable scope indicated in the Appendix The Air Compressors shall be tested for the energy efficiency measured value pursuant to the currently effective CNS (Annex C) or other approved equivalent means International Organization for Standardization ( ISO ) 1217 (Annex C). The measured energy efficiency values of Air Compressors in the preceding paragraph shall not be lower than the minimum energy performance standard requirements for Air Compressors (see Appendix 2) and shall be above the product rated value. 3. Before importing or manufacturing the Air Compressors, products dealers shall submit the following documentation to the relevant Central Authority to apply for the registration account and password for Minimum Energy Performance Standard Management System( Management System ) for accessing the said system: (1) Application for Management System Registration

2 Account and Password (Appendix 3). (2) The dealer s corporate registration certificate or commercial registration certificate, or the copies of other equivalent documentation. 4. After obtaining a Management System account and password, the dealer shall submit the following documentation to the relevant Central Authority in order to apply for approval of the energy efficiency rating and labelling: (1) Application for Registration of Air Compressors Energy Efficiency Rating and Labelling (see Appendix 4). (2) Each category of Air Compressors is of four ranges (1) 3.7kW ~ less than 7.5kW;(2) 7.5kW ~ less than 37kW; (3) 37kW ~ less than 75kW and (4) above 75kW; The dealer shall provide a copy of the Test Report on Product Energy Efficiency or an optical disk storing the file of the same of two models of product when applying for the registration of Air Compressors Energy Efficiency Rating and Labelling for more than three models of product (the copy of said submitted report must be stamped with official corporate seal); While applying for the registration of Air Compressors Energy Efficiency Rating and Labelling for equal to or less than two models of product, the Test Report on Product Energy Efficiency or an optical disk storing the file of the same of all models of product shall be submitted ( the copy of said submitted report must be stamped with official corporate seal). (3)A Power of Attorney (Appendix 5) if the dealer commissions others for applying the registration

The energy efficiency test report mentioned in Section 4.(2) shall be issued by certified authorities that are members to the mutual recognition agreement signed by the Taiwan Accreditation Foundation ( TAF hereafter) and the International Laboratory Accreditation Cooperation ( ILAC hereafter), laboratories certified by the Bureau of Standards, Metrology and Inspection, MoEA, Bureau of Energy, MoEA, etc., or by Underwriters Laboratories Inc. ( UL hereafter) and Technischer Ü berwachungs-verein ( TÜV hereafter). Three-phase motors with different rated power, number of poles, drive link method, cooling method, compression stages, Air-end brand, type and dimension, outlet pressure and inlet volume flow rate at full load of Air Compressors shall be deemed as different basic model Air Compressors. 6. The Central Authority shall approve the application for the registration of energy efficiency rating by the Energy Efficiency Rating Standard Requirements Table (see Appendix 6) pursuant to the Energy Efficiency Test Report and Energy Efficiency value registered by the dealers. 7. When manufacturing or importing the Air Compressors, the dealer shall re-apply for the registration for the energy efficiency rating in the following instances: (1) The design of the product has been changed and such change affects its rating of energy efficiency. (2) The product model number has been changed. 8. While manufacturing or importing the products, the dealer shall post the following items on metal nameplates on a prominent area of the product. These items shall all be

4 labeled in Traditional Chinese, except for unit symbols, special characters, trademark and symbol that are not able to be indicated by Traditional Chinese. The dealer shall not conceal, destroy or render otherwise to make the following information unrecognized: (1) Manufacturer s name or trade mark; (2) Companies liable for the labelling; (3) Name of the Product: e.g. fixed speed rotary air compressors, variable speed rotary air compressors, piston air compressors; (4) Product model number: Different models (basic models) shall have different model numbers; (5) Rated power (kw): Referring to Rated output power of three-phase motors; (6) Input power at full load (kw); (7) Operating frequency at full load (Hz): Only applicable to variable speed rotary air compressors; (8) Inlet volume flow rate at full load (m 3 /min); (9) Outlet pressure (kg f /cm 2 ); (10) Efficiency (%) (isentropic efficiency); and energy efficiency rating(grade1, grade2, grade3); (11) Product Registration Number; (12) Year of manufacture. Air Compressors shall be labeled in conformity with the requirements set forth in the preceding paragraph when being merchandised or retailed.

5 9. The dealer shall report the volume of product sales during the prior year in the Management System before the end of February of each year. 10. The relevant Central Authority may conduct annual product sampling and testing; the relevant Central Authority may designate the model and number of the sampled products and the dealer shall send the product samples of the designated testing laboratory for testing within the designated period. The measured value obtained through such testing shall be above the labelled value and the product must comply with the minimum energy performance standard and energy efficiency rating standard requirements for Air Compressors. If the above requirements are not met, the relevant Central Authority will inform the dealer to conduct re-testing. The number of the re-tested samples of the same product type as the first ones shall be double the number of the first -tested products, and the dealers shall bear all the costs associated with the re-testing. 11. If the product testing or re-testing is not conducted, or if not all re-tested samples comply with the requirements, the relevant Central Authority shall nullify its energy efficiency rating label pursuant to Article 21 and Art icle 24 of the Energy Management Act where the dealer fails to complete the corrective actions. However, if the dealer cannot conduct said testing due to the fact that the designated sampling and testing products are no longer produced or imported, the dealer can be exempted, provide that the dealer obtains approval from the Central Authority and cancels its energy

6 efficiency rating and labelling registration for those products that are no longer produced or imported. The relevant Central Authority shall re lease such testing information on the Management System pursuant to the Consumer Protection Act. 12.The number of the first sampling and testing products in Section 10 shall be determined based on the total number of the product sold during the previous year: one sample shall be tested out of 150 units of fixed speed rotary air compressors, a maximum of 5 units for each dealer. If less than 150 units were sold in the prior year, one sample shall still be tested. One sample shall be tested out of 50 units of variable speed rotary air compressors, a maximum of 5 units for each dealer. If less than 50 units were sold in the prior year, one sample shall still be tested. One sample shall be tested out of 200 units of piston air compressors, a maximum of 5 unit s for each dealer. If less than 200 units were sold in the prior year, one sample shall still be tested. Nonetheless, the relevant Central Authority may change the sampling model or number based on actual needs.

7 Appendix 1 Applicable Air Compressors (1) Fixed speed rotary air compressors at the rated frequency 60 Hz: 1. Rated power is 3.7kW/5HP to 200kW/270HP with the inlet volume flow rate greater than or equal to 0.4 m 3 /min at full load. 2. A fixed speed rotary air compressor means an air compressor in which air admission, forced expansion, and diminution of its successive volumes or its forced discharge is performed cyclically by rotation of one or several rotors in an oil-injected compressor casing and not equipped with a variable speed drive when placed on the market; (2) Variable speed rotary air compressors: 1. Rate power is 7.5kW/10HP to 200kW/270HP with inlet flow rate greater than or equal to 1.0 m 3 /min at full load. 2. A variable speed rotary air compressor means an air compressor which is equipped with a variable speed drive when placed on the market. Variable speed drive means an electronic power converter integrated or functioning as one system with the motor(s) driving the compression element(s), that continuously adapts the electrical power supplied to the electric motor in order to control the mechanical power output of the motor according to the torque-speed characteristic of the load being driven by the motor, excluding variable voltage controllers where only the supply voltage for the motor is varied. (3) Piston air compressors at the rated frequency of 60 Hz: 1. Rated power is 3.7kW/5HP to 22kW/30HP with the inlet volume flow rate greater than or equal to 0.4 m 3 /min at full load. 2. A piston air compressor means an air compressor in which air admission, forced expansion and diminution of its successive volumes or its forced discharge is performed cyclically by a piston reciprocating in an oil-lubricated cylinder. This Regulation shall not apply to the following items: (1) The air compressors designed for the purpose of handling hazardous gases. (2) The air compressors designed specifically for the purpose of operating in a potentially explosive environment. (3) The air compressors designed for the purpose of functioning in a place where average inlet air temperature is below -15 C or above 100 C.

8 Appendix 2 Minimum energy performance standard requirements for Air Compressors The minimum energy performance standard requirements for Air Compressors (including the overall efficiency of the motor) shall be calculated according to the following formulas: (1) Fixed speed rotary air compressors b =( ln 2 (V 1 ) ln(v 1 ) )+(100-( ln 2 (V 1 ) ln(v 1 ) ))*d/100 (2) Variable speed rotary air compressors b =( ln 2 (V 1 ) ln(v 1 )+0.905)+(100-( ln 2 (V 1 ) ln(V 1 )+0.905))*d/100 (3) Piston air compressors b =(8.931 ln(v 1 ) )+(100-(8.931 ln(v 1 ) ))*d/100 The parameters in (1), (2) and (3) above-mentioned are described as follows: b : energy efficiency requirements (%) V 1 : inlet volume flow rate (l/s), at full load d: Proportional loss factor d=-5 Note: 1. The measured value of the inlet volume flow rate at full load shall not be less than the rated value of product. The measured energy efficiency value shall not be less than b calculated by the formula and shall be greater than or equal to the rated values of product. The rated values of product shall conform to requirements on the minimal energy performance standard of air compressors (appendix 3). 2. The measured energy efficiency value of air compressors is calculated to the first place of decimal fraction and rounded up after decimal fraction. 3. The measured energy efficiency value of air compressors for fixed speed rotary air compressors and piston air compressors is: Where = Isentropic efficiency of air compressors (%)

9 = inlet volume flow rate (l/s), at full load = outlet pressure (bar(a)), at full load, absolute pressure at outlet is a sum of gauge pressure and atmosphere pressure at standard state (The standard state is defined as 100kpa=1bar; 1bar=1.02kg f /cm 2 ) P real = Input power,at full load (kw) 4. The measured energy efficiency value of air compressors for variable speed rotary air compressor is: = isentropic efficiency, at 100%, 70% and 40% of inlet volume flow rate = weighing factor. For 100%, 70% and 40% of inlet volume flow rate, the weighing factors are 25%, 50% and 25%, respectively % of inlet volume flow rate for variable speed rotary air compressors shall be tested according to the operating frequency at full load (Hz) labelled by the supplier.
