5 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 5/ AMENDEMENT PROCEDURES The responsible person for amendment actions within the approved maintenance organization DERICHEBOURG is the Quality Manager. The procedures for amendments are specified in MOE chapter 1.10 and INTRODUCTION TCCA subpart 73 of part V of the Canadian Aviation Regulation (CAR 573) is a Canadian requirement similar to EASA PART 145. The Bilateral Aviation Safety Agreement between Canada and the European Union and the Mainteannce Annex Guidance specifies the basic differences between TCCA CAR 573 and EASA PART-145 and identifies these differences as specific regulatory requirements. An EASA PART 145 maintenance organization can be TCCA CAR 573 approved when the EASA PART 145 maintenance organization complies with the mainteannce specific regulatory requirements as detailed in this proceudure and in addition to complying with EASA PART 145. This supplement is therfore intended to identify the differences from EASA PART 145 when performing maintenance in accordance with the supplement.

7 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 7/ APPROVAL BASIS, SCOPE AND LIMITATIONS TCCA CAR 573 Approval is based upon compliance with EASA Part 145 except where varied by the conditions specified in the Agreement and associated MAG. The approval of maintenance is limited to the scope of work permitted under the current Certificate issued by EASA to the Maintenance Organization in accordance with Part 145 for work carried out within the European Union unless agreed otherwise on a case by case basis by the Technical Agents of the Parties to the Agreement ACCESS BY EASA AND TCCA TCCA staff will be allowed access to the maintenance facilities for the purpose of showing compliance with the procedures and standards as set forth in the MOE and this TCCA Supplement and also for investigation of specific cases. In the case of a serious noncompliance with regulations or established standards DERICHEBOURG accepts that is may be subject to TCCA enforcement action to maintain its approved status with TCCA. It is also acceptable that the supervising OSAC may perform such investigation on behalf of TCCA WORK ORDERS / CONTRACTS Prior to undertaking any maintenance tasks on a Canadian customer s aircraft under the jurisdiction of TCCA, DERICHEBOURG will ensure a work order or a contract has been signed. The signature of this maintenance contract will be the evidencee it is understood and agreed to by both parties. The Canadian customer will ensure that the work orders/contracts are detailed and clear, and DERICHEBOURG will ensure it receives work orders/contrats which it understands. The work order/contrats must specify the inspections, repairs, alterations, overhauls, airworthiness directives and parts to be replaced and that those parts were manufactured or maintained by organizations acceptable to TCCA. The Canadian customer remains responsible for specifying any AD compliance required during maintenance through the work order but the AMO should always remind the customer of the need. Generally, maintenance contracts will be formalized as follows: Contract number and validity, Nature of maintenance tasks to be performed in the frame of the approval schedule Obligations of the Canadian customer regarding documentation, approved data, specific tooling and providing of spare parts.

8 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 8/ MAJOR REPARS AND MODIFICATIONS DERICHEBOURG will not incorporate major repairs and modifications if they are not TCCA approved, including STC. SB from the OEM and repairs covered by SRM do not require TCCA approval. If a major repair or a major modification to be embodied is not TCCA approved, DERICHEBOURG will inform the Canadian customer and will ask him to perform a TCCA approval process prior to embodiment. Moreover, if the repair or modification is outside the capability of DERICHEBOURG Atis Maintenance, the Canadian customer will be asked the authorisation to subcontract the work RELEASE OF COMPONENTS AFTER MAINTENANCE Release to service of components maintained in accordance with this supplement will be carried out in accordance with EASA Part145 and the additional requirements specified paragraphs 7 and 8 of this supplement will be also taken into account. An Authorised Release Certificate (EASA Form 1) is to be issued. A maintenance release made in accordance with this supplement constitutes a corporate release on behalf of the Maintenance Organization as well as being a CAR release. Specific case where DERICHEBOURG will edit an EASA Form 1: Equipment worn out and deposited in functioning taken on an aeronef: the element must be deposited by a qualified person on the aeronef type, no defect appeared during the last accomplished flight with the element installed on the aircraft, the good operating condition of the element must be checked (damage, corrosion, eventual leaks, ) in accordance with maintenance instruction recommended by the manufacturer, aircraft record must be exploited in order to check that no unusual event, having been able to affect the equipment airworthiness, occurred (ex : accident, incident, hard landing, lightning strike). In no case, an EASA Form 1 will be issued, in accordance with this paragraph, if the equipment were subjected to a stress, a temperature or an extreme immersion which could affect its operation, for all serialized item, a detailed recording of checks performed, justifying history of maintenance, correct operation of the element

9 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 9/13 (last CRM) and inspection during demounting will have to be established and annexed to the EASA Form 1, a conformity with known modifications and maintenance must be established, flight hours/cycles/landings, including time since revision, of all parts with limiting life must be established, compliance with applicable AD must be established. Nota: In the case of a part worn out removed from an aircraft in operation, the registration of the aircraft from whish the part has been removed must be written on the EASA form 1 Block 12 of the EASA Form 1 will specify any overhaul, repairs, modifications, Airworthiness Directives, Service Bulletins, replacement parts and quote the issue of the approved data used. In the case where not all of the required maintenance was carried out as agreed by the customer, the maintenance not carried out should be listed in Block 12. Block 12 will include the TCCA Approval number e.g. "TCCA Approval No.: " Block 14a of the EASA Form 1 will display a checkmark in the "Other regulation specified in block 12" Check Box. In the case where the particular maintenance was only TCCA approved and not EASA approved the "Part-145.A.50 Release to Service" checkbox should not be checked. Example: a TCCA AD not approved by EASA. The EASA Form 1 document will be signed by a person authorised to return the component to service on behalf of DERICHEBOURG.

10 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 10/ Component eligibility for installation Only the following new and used components may be fitted during maintenance: New Components New components should be traceable to the Original Equipment Manufacturer (OEM) as specified in the Type Certificate (TC) holders Parts Catalogue and be in a satisfactory condition for fitment. The new component should be accompanied by a release document issued by the OEM or Production Certificate (PC) holder. The release document should clearly state that it is issued under the approval of the relevant NAA under whose regulatory control the OEM or PC holder works. The following new components are eligible for installation on Aircraft/Component under the jurisdiction of TCCA: a) New components from USA OEMs, PC holders and Part Manufacturing Approval (PMA) holders accompanied by a FAA Form or a Certificate of Conformity (CofC) as a new part. b) New components from all EU States OEMs and PC holders released in accordance with EASA Part-21 (EASA Form 1). c) New components from Canadian OEMs and PC holders accompanied by a TCCA Form One as a new part. d) New Component obtained from a manufacturer holding a type design recognized in Canada and the part is certified in accordance with the laws of the state of manufacture. e) New Component, obtained from a manufacturer under the jurisdiction of a NAA other than Canada or an EU member state, certified pursuant to an agreement with Canada, which agreement provides for the acceptance of export airworthiness certification; f) Standard parts are exempt from the forgoing provisions, except that such parts should be accompanied by a conformity statement and be in a satisfactory condition for fitment. Used Components Used components should be traceable to a maintenance organisation approved by TCCA who certified the previous maintenance and/or in the case of life limited parts certified the life used. The used component should be in a satisfactory condition for fitment and be eligible for fitment as stated in the TC holders Parts Catalogue. The following used components are eligible for installation on Aircraft/Component under the jurisdiction of TCCA: a) Used components from a FAA repair stations located in one of the 50 States, the District of Columbia and Puerto Rico accompanied by an FAA Form issued as a maintenance release. Used components from a FAA repair station located outside of the USA territorial boundaries are not eligible for installation on Aircraft/Component under the jurisdiction of TCCA. b) Used components from a Canadian AMO should be accompanied by a TCCA Form One issued as a maintenance release.

11 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 11/13 c) Used components from EASA Part-145 approved maintenance organisations holding a valid TCCA CAR 573 approval when accompanied by an EASA Form 1 issued as a maintenance release, the TCCA approval number shall be visible in block 12 of the EASA Form 1. d) Used components from EASA Part-145 approved maintenance organisations accompanied by an EASA Form 1 issued as a maintenance release. In this case DERICHEBOURG Atis Maintenance shall review the work previously performed on the used component in order to confirm that the maintenance data, as well as the repair and modification data as defined in chapter 8 of this Canadian Supplement, is acceptable under TCCA regulations and that all Airworthiness Directives required by TCCA regulations have been complied with. e) Used Component, accompanied by a valid authorized release certificate issued by a maintenance organization under the jurisdiction of a NAA other than Canada or an EU member state, certified pursuant to an agreement with Canada, which agreement provides for the acceptance of export airworthiness certification; CERTIFICATE OF AIRWORTHINESS (C OF A) VALIDITY Not Applicable, TCCA does not require a CofA validation of the by the Approved Maintenance Organization RELEASE OF AIRCRAFT AFTER MAINTENANCE Release to service of aircraft after maintenance shall be carried out in accordance with EASA Part 145 except that paragraphs 7 and 8 of this TCCA Supplement shall also be taken into account and specify the aircraft maintenance plus any repairs, modifications, Airworthiness Directives, replacement parts together with the issue of approved data used. At the completion of maintenance the following maintenance release statement will be made in the aircraft maintenance record. Maintenance Release in Accordance with EASA Part 145: "Certifies that except as otherwise specified the work described was carried out in accordance with EASA Regulations and in respect to that work the aircraft is ready for release to service." The sub-clause "except as otherwise specified" is intended for use with two types of deviation as follows: (a) The case where not all of the required maintenance was carried out as agreed by the customer. The maintenance not carried out will be listed on the release. (b) The case where the particular maintenance was only TCCA approved and not EASA approved. Example: a TCCA AD not approved by EASA. The TCCA issued maintenance organization approval number will be entered into the technical record anytime a maintenance release for an aircraft is made.

Reserved RESERVED REPORTING OF UNAIRWORTHY CONDITIONS DERICHEBOURG must report to Canadian customer all discrepancies, defects or damage which may effect a safe operation of any civil aeronautical product under the jurisdiction of TCCA. This non-airworthy condition must be reported as soonest by fastest mean available to Canadian customer by using DOC MOE 16 Occurrence reporting detected in maintenance. The Canadian Customer will advice Transport Canada as required by the CAR s and the SDR reporting system LINE STATIONS The company performs line maintenance at the following station: AIRCRAFT TYPE ENGINE TYPE PLACE MAINTENANCE Boeing B767 CF6-80/PW 4000 Dublin Line Boeing B CFM 56 Dublin Line Boeing B CFM 56 Dublin Line Boeing B CF6-80/PW 4000 Nice Line The field of activity for each site is described in the DOC.MOE.15 Field of activity site in accordance with the relevant MOE 1.9. In the context of this approval, DERICHEBOURG undertakes Line Maintenance activities on behalf of AOC owner or not operators. This includes in particular: protocol visit online maintenance defined by the owners, inspections, troubleshooting, troubleshooting and repair of such defects in accordance with the AMM and EMM (including for aircraft engines and APU) special inspections defined in section IV Programme of Maintenance of owners (hard landing, lightning strike, engine and apu endoscopy, ) application of specific and/or repetitive CN/AD, replacement of line replaceable units (LRU),

13 MOE.SUP 02 Issue 4 Date: 22/01/2014 Page 13/13 application of structural SBs and repairs Quality monitoring system is performed in accordance with the relevant MOE ( 3.1 / 3.2 / 3.3) AUDIT PROGRAMME The audits of procedures are intended to check whether the organisation specified in the MOE and in the associated procedures is adequate relative to the needs. The programming of audits, which is formalised through document DOC , follows the following principles: -planning over 24 months, -coverage of all activities, within the Part 145 and CAR 573 perimeters, -communication of the initial programme and its updates to the local OSAC, -accommodation of the results of the previous audits, recurrent discrepancies, of - complaints, of new sites etc, -auditors independent from the area being audited. Audit reports (DOC ) are transmitted to all the players concerned, and in all cases to the Accountable Manager. Management procedures of corrective actions associated with quality audits are described in the relevant MOE 3.3. The Quality Department monitors the corrective actions until they are closed TECHNICAL RECORDS Tech logs and all maintenance records for the maintenance performed in accordance with the work order / contract are archived by DERICHEBOURG for a minimum period of three years from the date the work was performed. The completion of all certifications and records for the maintenance performed is in the English language CONTINUATION OF APPROVAL Tech logs and all maintenance records for the maintenance performed in accordance with the work order / contract are archived by DERICHEBOURG for a minimum period of three years from the date the work was performed.
