1 Pennsylvania State Police Computer Crimes Unit Van The following pages specify the design and component requirements for a computer crimes unit van (CCU van). It shall be the sole responsibility of the successful vendor to ensure compliance with any and all requirements contained in the Pennsylvania Motor Vehicle Code, Federal Motor Vehicle Safety Standards, Federal and State Exhaust, Emission and Noise Standards, EPA and OSHA regulations, as well as any other applicable standards and/or regulations. All electronic systems associated with the vehicle shall be properly insulated so as to not cause any interference with the operation of the vehicle or the mobile radio communication system when installed in the vehicle. In addition to the vehicle specifications, the following requirements must be fulfilled: 1) Requested vehicle shall be delivered to the Pennsylvania State Police Transportation Division at 20 th & Herr Streets in Harrisburg by the vendor or vendor's authorized representative. 2) Prior to acceptance by the Commonwealth, the Transportation Director and a representative of the Computer Crime Unit will conduct acceptance tests. a) The acceptance tests will consist of a functional performance test during which all functions related to the unit s operation will be operated. All electrical, mechanical and structural components will be required to demonstrate compliance with the requirements of the final contract. Items which determine this acceptance level shall include, but not limited to, the general appearance of the interior and exterior of the body for completeness and quality of workmanship, lubrication and fluid levels with leaks corrected, mechanical operation of the vehicle and all electrical components operational. Allied or optional equipment specified to be furnished and installed which is not available through the vehicle manufacturer shall conform to the best quality standards known to that particular industry, both product and installation. b) The Pennsylvania State Police will inspect all vehicles prior to acceptance. It will be the responsibility of the delivering dealer to remove any vehicle rejected by the Pennsylvania State Police within two (2) working days after notification and return the vehicle to the Transportation Division upon correction of deficiencies. c) The Commonwealth of Pennsylvania disclaims any liability for damage to vehicles not unconditionally accepted by the Commonwealth. d) The Pennsylvania State Police reserve the right to test and reject any vehicle that does not conform to this specification. e) The vehicle shall be free of all dealer signs and emblems. f) The vehicle shall be clean, lubricated and serviced; ready for immediate service.

2 g) The vehicle shall include a copy of the manufacturer's standard warranty policy. The warranty start date will be the date the vehicle is actually placed in service, not the date of delivery. h) Vehicle Sales and Use Tax Return and MV-1, Application for Certificate of Title shall be prepared in the name of Pa. Department of General Services, 2221 Forster Street, Harrisburg, Pennsylvania i) The following forms/documents must accompany each vehicle: - MV-1 form, with blocks A, B, C and I completed and made out to: Department of General Services 2221 Forster Street Harrisburg, PA Manufacturer's certificate of origin completed and notarized in both the assignment number 1 and odometer disclosure sections on the rear of the form. - Four copies of the invoice made out to: Pennsylvania State Police Transportation Division 20th and Herr Streets Harrisburg, PA NOTE: The following information should be included on each invoice: - Dealer stock number - Vehicle Identification Number - Vehicle color and color code number - Key number - Federal Tax I.D. number - Purchase order number and item number 3) A layout drawing shall be submitted with the bid showing proposed location of equipment and body configuration design. 4) Vendor shall be located within 150 driving miles of Department Headquarters, 1800 Elmerton Avenue, Harrisburg, PA 17110, as determined by Google maps. 5) Vendor shall have a minimum of ten (10) years experience in this type of work. 6) Vendor shall provide references from customers of similar projects upon request of the PSP. 7) Three inspections are to be scheduled during the construction period. The agency shall determine the stage at which the inspection shall occur with the successful vendor after issuance of the purchase order.

3 8) Vendor must be able to complete the entire project in a timeframe not to exceed 120 days. 9) All questions concerning conditions and specifications must be directed to the Bureau of Procurement no later than five (5) days prior to the date of bid opening pursuant to the General Conditions and Instructions to Bidders, number three. Any changes or alterations to the specification as suggested by the vendor must be submitted and have final approval of the Pennsylvania State Police Transportation Director. The Bureau, before final construction, shall approve a final set of engineering drawings. 10) A complete set of operation and maintenance manuals, including allied equipment, and complete wiring schematic shall be provided upon delivery of vehicle.

4 Computer Crimes Unit Van Intent: The intention of these specifications is to describe a diesel powered van, upfitted to include a mobile computer crime investigation office. The van shall be delivered as specified and shall include all manufacturer standard equipment. Fleet delete options may not be exercised unless specifically noted in the following specification. GENERATOR Generators: One Onan QD KW 120 volt 60hz diesel powered generator mounted in a custom built sound insulated compartment in the rear of the vehicle. The compartment shall be lined with metal for fire protection. The generator shall be plumbed to the vehicle fuel supply and shall include a dip tube to prevent depleting the fuel supply by use of the generator. There shall be interior start/stop panels on the control panel. Grounding Cable: 10 grounding cable and Storm Copper ground rod system with an auger style drill for grounding the van when required.

5 2. AC POWER CONNECTIONS AND DISTRIBUTION: Power input shore line (Main): One 125VAC 50A Hubbell NEMA twist-lock weatherproof inlet wired to the power distribution center. Power input shore line (Auto-Eject): One 125VAC 20A Kussmaul Auto-Eject inlet wired to the power distribution center. The inlet shall be wired to vehicle s starting system to eject the shoreline plug when the vehicle is started. Shoreline Cables: Two 50 shoreline cable assemblies shall be provided with mating connectors to match each shoreline inlet configuration. Power Transfer switch: Blue Sea Systems 125VAC 60A manual transfer switch between the shore power inlets and generator located on the control panel. Power distribution panel: Blue Sea Systems custom circuit breaker/switch panel with switches mounted on the interior control panel. This panel shall control all AC and DC functions. Uninterruptable Power Supply (UPS): Intellipower 2kVA ruggedized UPS shall be mounted in the equipment rack. UPS output shall be wired to the power strips in the equipment rack and one power strip at the workstations. Equipment Rack Outlets: Four 10 outlet rack mountable power strips shall be mounted in the equipment racks. Interior outlets: Two multi outlet 125VAC 15A power strips mounted above worksurface on the wall across the workstations. One strip will be wired to the AC system and one to the UPS. Four 125VAC 15A duplex outlets shall be located in the rear cargo area. Exterior outlets: Two 125 VAC 15A GFCI duplex outlets shall be located on exterior of the vehicle wired to the distribution panel. Power outlets shall include a weather resistant cover. 3. WIRING: All AC wiring shall be stranded multi conductor marine cable. Wherever exposed to the exterior all wiring shall be run in electrical conduit and weatherproof boxes. All 12 volt wiring shall be GXL wire and the harness system utilizing a numerous colors and shall be protected with high temperature convoluted loom. There are no splices or connectors within any harness and anywhere it passes through a wall a snap ring grommet or weatherproof connector is included.

6 4. 12 VOLT DC SYSTEM: Batteries: Three Odyssey batteries mounted in the vehicle. Vehicle Battery: Battery 1 shall replace the existing vehicle battery under the hood. Size and type to match factory original. Generator Battery: Battery 2 shall be for the generator and mounted in the rear cargo area. Size and type to match specifications required from the generator manufacturer. Auxiliary Battery: Battery 3 shall be for the integrated auxiliary 12VDC systems and mounted in the rear cargo area. Battery 3 shall be a group 31 extreme series. Battery chargers: Vehicle Battery: One Kussmaul ODY 20 amp charger wired to the vehicle electrical system to maintain battery charge while on shore or generator power. A remote monitoring panel is included and shall be mounted on the interior control panel. Generator Battery: One Kussmaul ODY 20 amp charger wired to the generator electrical system to maintain battery charge while on shore or generator power. A remote monitoring panel is included and shall be mounted on the interior control panel. Auxiliary Battery: One Kussmaul ODY 40 amp charger wired to the auxiliary 12VDC electrical system to maintain battery charge while on shore or generator power. A remote monitoring panel is included and shall be mounted on the interior control panel. EXTERIOR Distribution: Three Cole Hersee 10 position 12 volt fuse blocks shall be located behind the equipment rack for equipment. Outlets: Eight 12VDC cigarette lighter and USB style connectors shall be included at the workstations and in the rear cargo area for charging portable equipment i.e.: cell phones, tablets, flashlights, etc. 1. AWNING: One 4 meter Carefree of Colorado Freedom Roof Mount electric awning shall be mounted on the curb side of the vehicle at the roof edge. Awning shall cover the side entry door. An awning control switch shall be mounted inside the vehicle near the side door.

7 2. CABLE PASS THRUS: Two stainless steel weather resistant 2 diameter cable pass thru entry ports shall be located on the vehicle, one per side. 3. REAR VIEW CAMERA: One Alpine backup camera shall be mounted to the rear roof edge and connected to the control unit in the dash. 4. SCENE LIGHTING: Rear: Two Whelen Mini-Pioneer LED floodlights shall be installed at the rear roof edge illuminating the rear of the vehicle. These lights shall have a switch at the driver s seat instrument panel. Sides: Six Whelen Perimeter LED worklights shall be mounted on the upper sides on the vehicle (3 per side) illuminating each side. These lights shall have two switches at the driver s seat instrument panel. Rooftop: One GoLight remote controlled pan/tilt spotlight shall be mounted to the roof of the vehicle. The interior controls shall be mounted in the driver s area. INTERIOR 1. INTERIOR FINISH: Thermally insulate the walls & ceiling, install 3/8 plywood wall and ceiling liner, and finish with indoor/outdoor carpet. The floor shall be covered in Lonseal raised circle chemical resistant flooring trimmed at all edges where the floor meets open walls and cabinets. 2. WORKSTATIONS: Four custom interior workstations shall be fabricated and installed inside the vehicle. Workstations shall be constructed from cabinet grade plywood, aluminum, and Wilsonart laminate. All worksurfaces shall be covered in Wilsonart laminate and trimmed on the exposed edges. All drawers shall have full extension ball bearing slides, commercial handles, and Southco latches. 3. OVERHEAD CABINETRY: Custom interior overhead cabinetry shall be installed above the workstations. Overhead cabinetry shall be constructed from cabinet grade plywood, aluminum, and Wilsonart laminate. Cabinet doors shall swing up or hinge on the side and have whiteboard laminated doors. Swing up cabinet doors shall be supported by gas struts. All cabinetry shall have commercial handles, and Southco latches. 4. BULKHEAD WALL: A custom bulkhead wall shall be fabricated and installed separating the work area from the rear cargo area. This wall shall have soundproofing insulation and be sealed fume free between the two areas. The

8 work area side shall be made from cabinet grade plywood, aluminum, and covered in the same carpet as the interior walls and ceiling. 5. EQUIPMENT RACKS: Two custom 19 equipment racks shall be install in cabinets built into the bulkhead wall. The cabinets shall have sealed rear doors for service access from the rear cargo area. The equipment racks shall be mounted on vibration isolators at top and bottom. The equipment racks shall have RU racking heights and front/rear mounting rails. 6. STORAGE CABINET: A custom storage compartment shall be fabricated and installed on the curb side next to the racks for storage with access from the work area. Storage area cabinet shall use the same materials as overhead cabinets and workstations. 7. PARTITION DOOR: A custom partition door shall be mounted on a bulkhead wall between the cab and work areas of the vehicle. The partition door shall be an overhead track sliding door with maximum allowable space for passage from cab to work area. Partition door shall have a system to keep the door secure during transport in an open or closed state. 8. WIRING DUCT: A custom fabricated wiring trough shall be mounted along the ceiling for passing additional temporary or permanent cabling from the curb side to the street side of the vehicle. The duct shall be of a semi-open design without the need to remove a cover for installing cabling. 9. SEATING: Two Herman Miller Aeron chairs shall be mounted at two of the workstations on 10 sliding bases. 10. CARGO SECUREMENT: Four L-style aluminum securing tracks shall be installed in the rear cargo area. Twelve adjustable 1 ratchet straps shall be included. 11. LIGHTING: Seven Whelen 8 interior recessed 12 volt red/white dimmable LED lights flush mounted on the ceiling and wired to the distribution panel with separate white/red/dim switches. Undercabinet white LED strip lighting shall be installed at the workstations and wired to the distribution panel including a switch. 12. SAFE: One Sentry Security Safe shall be permanently installed. 13. SAFETY: Carbon Monoxide detector and 5lb ABC fire extinguisher shall be installed for easy access.

9 HEAT & VENTILATION 1. AIR CONDITIONING: One Dometic 15,000 BTU low profile roof mounted heat pump unit shall be installed on the roof to heat/cool the interior work area and wired to the distribution panel. A remote thermostat and controller shall be mounted to the interior wall. 2. HEAT: Two King Electric 5120 BTU forced air heaters shall be installed in the work area inside the vehicle and wired to the distribution panel. The heaters shall have independent thermostats mounted on the interior wall. ELECTRONICS 1. INFOTAINMENT: An Alpine head unit shall be mounted in the factory location in the dash. The head unit will interface the rear view camera for display, provide GPS navigation, AM/FM/CD stereo, and aux input capabilities. Four flush mount speakers for cab and work area listening are included. 2. CELLULAR REPEATER: A Wilson Electronics cellular repeater system shall be installed in the work area with a NMO mount antenna on the roof of the vehicle. 3. MONITORS: Two LG 26 LED flat screen monitors shall be located at two of the workstations. The input of the monitors shall be wired to the equipment racks. WARNING SYSTEMS 1. FRONT: Strobes: Four Whelen Vertex hideaway LED strobes mounted inside the factory headlamp housings and wired a cab overhead switch. Headlight Flasher: A Whelen wig-wag headlight flasher shall be installed under the hood and wired to a cab overhead switch Siren: A Whelen siren speaker shall be mounted under the hood and wired to the siren controller. 2. REAR: Strobes: Four Whelen Vertex hideaway LED strobes mounted inside the factory taillamp housings and wired a cab overhead switch.

10 3. CONTROL: Warning Lights: Three rocker switches shall be mounted in the cab overhead factory valence for control of the front and rear warning lights independently. Siren: A Whelen Alpha siren controller shall be mounted under the seat in the cab and wired to three switches in the factory overhead valance. The switches shall control the siren power, tone, and air horn. Safety: The warning light and siren controls shall interface the vehicle systems (i.e. horn, parking brake, etc.) as required by local regulations for emergency operations.
