The proposed Rate Schedule "R-TOU-P" for Pepco and Delmarva Power is consistent with the Final Report filed in this proceeding by the Rate Design Work Group Co-Leaders on February 9, 2018 (ML#218934), as well as the associated Maryland Public Service Commission letter orders issued in this proceeding on May 7, 2018 and June 12, 2018. The Companies request that these rates he accepted by the Commission with an effective date of April 1, 2019. The Residential Time-of-Use Pilot Program will run for two years and will have on-peak and off-peak rates for both electric distribution delivery and electric supply or Standard Offer Service (SOS) charges. The SOS charges will be set in a future filing following the SOS auctions. Customers will have the option to remain on the pilot rates and time periods for a full year following the end of the pilot. Any customer that does not make the decision to switch to a new retail supply option or SOS by April 1, 2022 will be placed on SOS by default unless the Commission allows the continuation of the pilot rates. Availability This rate is available to existing Residential Standard Offer Service customers, who have been selected by Delmarva Power and who affirmatively elect to participate in the pilot program or those who voluntarily decided to opt-in to the rate. ^ ' The following customers are prohibited from being enrolled to this rate: customers with less than 12 months of interval data at their cu^ent premise, and customers who have a medical certification on file with the Company. In addition, the following customers are excluded from being enrolled to this rate for operational reasons: customers without activated advanced metering mirastructure (AMI) capable of registering interval usage; customers currently engaged in aggregate net energy metering under the Aggregate Net Energy Metering "Rider ANEM"; or the community solar pilot program under Community Solar Pilot Program Schedule "CS" and the Communitv Net Energy Metering Pilot Program "Rider CNM". B. Pilot Term The rate will be effective with the customers' first bill cycle falling on or after April 1 2019 and remain for three years, or until the customer decides to opt-out of the rate, at which time they will be pla9ed on Residential Service Schedule "R". Customers who choose to opt-out of the pilot program prior to the completion of the two years, shall not be allowed to return to the pilot rate. C. Monthly Rate 46a. The monthly charges and rates under this Service Classification are shown on Tariff Leaf No D. Standard Offer Service Customers in this Pilot Service Classification who has not exercised their right to purchase its electric supply service from an Electricity Supplier shall be provided Standard Offer Service in accordance with the provisions of Rider SOS, subject to the Company's enrollment rules and tariff provisions. E. Billing Months and Rating Periods Summer (June 1 through September 30) On Peak hours will be between the hours of 2:00 pm and 7:00 pm, excluding weekends and holidays. GROSS RECEIPTS TAX A surcharge of 2.0408% is applied to the transmission and distribution components of the customer's bill to recover the amount attributable to the Gross Receipts Tax. GENERAL TERMS AND CONDITIONS This schedule is subject in all respects to the Company's "General Terms and Conditions for Furnishing Electric Service" and the Company's "Electric Service Rules and Regulations."
