Woodlane Car Parking Policy 2012/2013 This Car Parking Policy applies to all employees and students of University College Falmouth (Falmouth), FXU and Falmouth Exeter Plus, as well as all visitors and external individuals and organisations who use the car parks at the Woodlane Campus. This policy comes into force on Monday 1 October 2012, and is operational between 8am on a Monday and 8pm on a Friday all year round (with the exception of bank holidays). In accordance with Government Policy, Falmouth, FXU and Falmouth Exeter Plus are committed to reducing our reliance on the private car within the context of our operations. To assist this, a Travel Plan has been developed which aims to reduce our collective reliance on the private vehicle through a number of mechanisms, initiatives and targets aimed at reducing the impact that travel and transport has on the environment. The continuation of car parking charges and this Car Parking Policy are at the core of this Travel Plan. Revenue generated by these parking charges is used to fund other initiatives designed to encourage staff and students to use alternative forms of transport. We are required to ratify our Travel Plan with Cornwall Council on a yearly basis to demonstrate to the Council that we are proactively reducing reliance on car usage. Any queries with regards to this policy should be directed by email to carparking@fxplus.ac.uk 1.0 General Car Park Information 1.1 Parking at the Woodlane Campus is primarily for the use of permit holders and pre-arranged visitors of the Directorate for whom car parking spaces are reserved. 1.2 Falmouth / FXU / Falmouth Exeter Plus permit holders will be able to access car parks at both the Tremough and Woodlane Campuses. 1.3 The car park barriers at the Woodlane Campus are in operation continuously all year round. 1.4 For Open Days and other planned exceptional occasions, restrictions may be modified by prior negotiation with Falmouth s Head of Estates. 1.5 Inconsiderate parking in residential areas causes tension in the local community; staff and students are politely requested to park compliantly on campus, or utilise the subsidised public transport provided. 1.6 In the context of the above, parking is seen as a privilege and not a right. All staff and students are strongly encouraged to consider their personal and corporate contribution to the reduction of car parking demand. Woodlane Car Parking Policy 2012/2013 Page 1
2.0 Allocation of Parking Permits 2.1 Paper permits will only be issued to car sharers and electric vehicle users. These permits will need to be displayed - this will be monitored on a regular basis. 2.2 All remaining permit categories (Section 3, Categories a, b, c, d and g) will not receive a paper permit instead access through the car park barriers will be via your staff/student ID card. 2.3 For motorcycles/scooters/moped users, there are no eligibility criteria to be met however the necessary forms require completion (with payment) to allow access through the barriers. Permit application forms may be found under the Travel and Transport tab of http://www.fxplus.ac.uk/find/traveltransport 2.4 Permit applications are required to be submitted annually. The granting of a permit will be made shortly after application, and issued strictly in accordance with the approved eligibility criteria (see Section 3.0 below). 2.5 The granting of a permit for the current year does not imply automatic qualification for future applications. 2.6 The granting of a permit does not guarantee that a parking space will be available on all occasions. 2.7 Permit applications made after September 1 2013 will not be accepted. 3.0 Parking Permit Eligibility Criteria 3.1 Applications will be considered alongside the following criteria, and the issue of permits will be made in this order of preference. (a) Students and staff with a disability who are Blue Badge holders. (b) Staff and students living outside a five-mile radius of the Campus (Zone A please refer to map found under the Travel and Transport tab of http://www.fxplus.ac.uk/find/travel-transport ) (c) Students and staff with a temporary disablement will be given consideration, but permit issue and parking will be subject to availability and confirmatory medical letter. Normal fees apply. (d) Staff and students who live inside the five-mile radius but more than one mile from a Zone A bus route. Woodlane Car Parking Policy 2012/2013 Page 2
(e) Students and staff who car share. Priority will be given to those car sharers who all live outside Zone A. Only one permit will be made available to each pod of car sharers. (f) Staff and students who use an electric vehicle to travel to their respective campus. (g) Students who live within Glasney Village will qualify for a permit for the designated student Long Stay car park. Applications may be made for a parking permit in exceptional circumstances please send supporting statements by email to carparking@fxplus.ac.uk. These applications will be decided by a panel of Senior Managers from Falmouth Exeter Plus and University College Falmouth. 4.0 Disability Parking 4.1 Disability parking bays are located conveniently for access to buildings. An application is required through the standard procedure but allocation to a Blue Badge holder is automatic and without charge, subject to availability. 4.2 Blue Badge holders must display their blue badge at all times. 4.3 Blue Badge holders are permitted to park within the disabled bays, but also in any designated parking bay within the remaining car parks (excluding reserved visitors parking areas).blue Badges must be displayed at all times. 4.4 Abuse of disabled parking spaces by unauthorised users is not tolerated 5.0 Essential Users of Tremough Campus Car Parks who are based at the Woodlane Campus 5.1 It is recognised that there may be occasions whereby staff and students from the Woodlane Campus are required to attend Tremough Campus for business, and where: a. They do not qualify for a permit (i.e. they do not fulfil the eligibility criteria) ; and b. Other means of transport (including public, car sharing, other campus registered vehicles) are not available or appropriate. 5.2 Schools, Courses and Departments from the Woodlane Campus who may have essential use of the Tremough Campus may apply for an Essential User permit conditions apply. The necessary form may be found under the Transport and Travel tab of http://www.fxplus.ac.uk. Schools, Courses and Departments must submit the details of their staff/students who require occasional access to the Tremough Campus car parks, alongside the necessary payment. The Schools, Courses and Departments will then be given one ID card for their Essential Users to gain access through the barrier system. a regular statement of usage to ensure maximum transparency and that all members of the group gain fair access to the Essential User Permit 6.0 Visitors Parking 6.1 Visitors of the Directorate are able to access reserved visitors parking visitor names must be given to Woodlane Reception with at least 48 hours notice (two working days). Spaces are subject to availability. 6.2 No guarantee for visitor parking can be made for reservations of less than 48 hours notice or where no reservation has been made. 6.3 Reception or other members of staff are not required to accept discourtesy from visitors or hosts when parking is not available, or in any other circumstances. 7.0 Permit Fees 7.1 For parking permits allocated by the eligibility criteria, the annual fee structure is below: Blue Badge holders Students (not living in Glasney Village) Staff earning less than 10,000pa Staff earning between 10,001 and 20,000pa Staff earning between 20,001 and 40,000pa Staff earning more than 40,000pa Motorcycles Green cars** Electric vehicles Car Sharing Essential Users Annual permit 2012/13 Free (but need to complete form) 100 pa or part thereafter 140 pa or part thereafter 280 pa or part thereafter 15 pa or part thereafter 35 pa or part thereafter 35 pa or part thereafter 280 pa **A vehicle is classed as a Green car where it emits 110g of carbon (or less) per kilometre. A Green car permit will be charged at the base rate of 70 irrespective of salary, where the present eligibility criteria is met. In addition, vehicles up to 5 years old (first registered on or after October 1 2007) with carbon emissions up to 120g/km can be reviewed on an individual basis. Replacement paper permits for car sharers and electric vehicle users will cost the value of the permit. It is therefore your responsibility to look after this permit and not lose it. 7.2 All permits are non transferable. Temporary staff or new starters will be able to pay on a pro rata basis. 7.3 Pro rata prices will be calculated from the first of the month; part months will incur a full month s charge. 7.4 Refunds will be based on the number of full months left on the permit, i.e. if an individual rescinded their permit on 15 March 2012, they would be entitled to a refund of 6 months pro rata. 7.5 Individuals who pay through monthly salary deductions, and who leave during the academic year will be able to stop their payments by notifying their respective HR department, or by emailing carparking@fxplus.ac.uk who will then make the necessary checks.
