Origin In 1979 while sitting in the town of Bergen in Norway, an Indian NORAD fellow was inspired by sunrise & sunset almost from same location and came back with the idea of setting up an organization which will bring new technologies in Indian electronics manufacturing & renewable energy sector & which will help to end the shortage of power in India & improve thelifestyleof the Indian people. Alternate approach: Best Practices Germany 1000 Rooftop Programme (1991 1995) Only German producers (local content Capital Grant of 70% of investment provided(50% by the federation and 20% by Federal States) Grid connected PV installation with 1 5 kwp rooftops of single and two family houses were eligible. Alternate approach: Best Practices South Korea South Korea enacted the Renewable Portfolio Standard 2010, Generators >500 MW to generate a minimum of 2% from Renewable sources in 2012. Target is increased by 1% every year and eventually reaches 10% by 2022 Defaulting Generators to fulfill their targets by purchasing RECs on Power Exchange Benefits under proposed mechanism: Generating sources is recorded on monthly basis Cash flow situation of Developers improves by active participation from Generators Provides a fillip to the Market based mechanism for promotion of investments in Renewable energy based projects Distribution licensees avoid the hardship of allocation of funds for purchase of RECs Turkey Domestic Manufactured cells & inverters were given more than 10% additional tariff. RECs for Solar Water Heating: Australia Australia Key Features of Australia s REC Program has boosted compliance with Solar MRET Regulations adopted in 2001 enable solar water heaters generate RECs for compliance with Australia s Mandatory Renewable Energy Target (MRET) which requires 2% of electricity generation by renewable through 2010. RECs anticipated over 10 years are credited to SWH system buyers upon registration of their projects with National Registry. Australia s Solar Water Heating REC program has boosted Australia s solar water heating marks considerably, especially during the first few years of the program when REC prices were higher which in turn Bergen Group India 16
