1. Background of newly added project roads Due to many years operation, the existing roads in the urban area of Baiyin District have been partly collapsed and severely damaged, which severely affects the urban traffic and needs maintenance or restoration. Through road investigation and analysis and determined by Baiyin Bureau of Real Estate and Urban and Rural Construction, surfaces of the 6 road sections will be repaired. See Table 1 on the project information. Description of newly added project roads 2.1 Chengxin Avenue Chengxin Avenue built in 2001 is 2653 meters long and 80 meters wide, including 30 meters wide of main traffic lane, 6.5*2 meters wide of non-motorized vehicle traffic lane, 28 meters wide of sidewalk and 4.5*2 meters wide of lane separator. Due to increased construction vehicles, motorized vehicles and heavy-duty vehicles, forestation water penetration, pipeline damage, raised underground water level and etc., partial roadbed of Chengxin Avenue is collapsed and the road surface is damaged. It is planned to overhaul and resurface the road with full length of 690 meters from No.109 National Highway and Chang an Road sector, with reconstruction road area of 30300 square meters, mat coat of 15050 square meters, curb of 4740 1
meters and project budget of 6.4216 million yuan. Figure 1 Reconstruction schematic diagram of Chengxin Avenue 2.2. Gongnong Road Gongnong Road is 2386 meters long, and the main traffic road is 12 meters wide, which was reconstructed in 2003. Since various construction vehicles, motorized vehicles and heavy-duty vehicles pass through Gongnong the Road surface collapsed and suffered severe damage, which affect the urban traffic. The planned road overhaul area is 60900 square meters with 3770 meters of curb, 2 road lamp switching boxes, 1000 meters of cable and 122 sets of lamps are replaced. The project budget is 9.5599 million yuan. Figure 2 Reconstruction schematic diagram of Gongnong Road 2.3 Road surrounding Western Railway Station Plaza Road surrounding the Western Railway Station Plaza will be reconstructed into circular forms. The road length is 465 meters, and the road width is about 18 meters. The road was reconstructed in 1996 and has been operated for 15 years. Due to rising of the underground water level and unsmooth drainage system, the road is severely damaged and collapsed and needs overhaul and maintenance. Reconstruction area surrounding Beijing Road and the Western Railway Station Plaza 2
is 8300 square meters with improvement of 465 meters of road marked line, marks and the drainage pipeline network. In addition, 33 sets of road light will be installed. The project budget is 2.8881 million yuan. Figure 3 Reconstruction Road diagram Surrounding the Western Railway Station Plaza 2.4 Gongyuan Road The Gongyuan Road is 3560 meters long. The main traffic road is 14-21 meters wide and the non-motorized road is 3*2 meters. The total length from Chengjian Cross to No.109 National Highway is 1210 meters; aperture from No.109 National Highway to the Express Highway is 1300 meters long, which was built in 2002. The construction vehicles, motorized vehicles and heavy-duty vehicles are so many, and the southern section of the Gongyuan Road is severely collapsed and damaged. Overhaul area of the entire road is 40200 square meters. 9860 meters of curb and 2 sets of road lamp switching boxes will be installed. 3000 meters of cables and 204 sets of lamp will be replaced. 2.5 The Western Section of Yejin Road The Western Section of Yejin Road (Kangle Street-Panxuan Road) is 900 meters long. The main traffic road is 12 meters wide, which was reconstructed in 2003. Since the construction vehicles, motorized vehicles and heavy-duty vehicles pass through Yejin the road is collapsed and damage is severe, and the road needs overhaul and maintenance. It is planned to overhaul the western section with area of 27300 square meters, and the project budget is 4.3244 million yuan. Figure 5 Reconstruction diagram of the Western Section of Yejin Road 2.6 Dongshan Road Dongshan Road is 1190 meters long, and the main traffic road is 15 meters wide, which was expanded and reconstructed in 2001 and has been operating for 10 years beyond the service life; plus damage and leakage of the aging pipeline network and severe collapse and damage of Dongshan the road shall be overhauled. The overhaul road area is 35500 square meters, and the project is 5.9718 million yuan. Figure 6 Reconstruction schematic diagram of Dongshan Road 4
3. Land Use by newly added project Intermediate or overhaul project of the newly added road in Baiyin District is the reconstruction project of the existing road surface. Reconstruction and maintenance of the original road does not require increasing width of the road and will not involve land acquisition and resettlement. In addition, it is unnecessary to move ground attachment, such as street trees on both sides of the road and the power supply and telecommunication facilities. The construction materials are prepared at the material field base and will be transported to the construction site, so no land or road will be occupied temporarily. To minimize influences on the urban road traffic, section construction method (200 meters to 300 meters for 1 section) will be carried out to ensure that shops along the street can perform business during the construction period. Meanwhile, the road will kept semi-opening during construction period. The construction of each road section will be controlled within half a month to reduce influences on shops and local traffic. 4. Conclusion The newly added project in Baiyin District does not involve any land acquisition and resettlement impacts. No involuntary temporary land occupation is expected. Measures will be taken to minimize construction disturbance on business and local traffic as well. 5
