1. DEFINITIONS DRAFT POLICY RELATING TO PARKING Designated parking area: means basement parking bays, pen parking bays and ther parking bays at the Mangaung Metrplitan Municipality s premises. Lading Zne: areas designated fr the purpse f lading equipment/gds. Disability Parking Bay: parking areas specifically designated fr disabled persns and nrmally marked and painted in yellw lines. Full-time Parking: use f parking cnsecutively fr a perid lnger than 20 days in a mnth. Reserved Parking Bays: parking areas specifically meant fr the use f designated vehicles r users such as mayral vehicles, emergency vehicles, etc. Temprary Parking: use f parking bay cnsecutively fr a perid lnger than 30 days in a mnth. 2. PURPOSE The purpse f this plicy is t regularize parking at and arund the Municipality s premises t ensure that a transparent and equitable prcess in the management f parking facilities, guiding fficials in the allcatin and cntrl f all designated parking areas and ensuring parity in the allcatin and usage theref. 3. APPLICATION The plicy is applicable t all parking facilities at the Municipal premises fr the Municipality s cuncillrs, emplyees and visitrs. 4. DISCLAIMER Althugh precautins will be taken in safeguarding the vehicles whilst parked in any parking facility, the Municipality shall nt accept any respnsibility r liability any theft, lss r damage t any vehicle r its cntents, r any ther persn that ccurred as a result f the vehicle being parked r driven in any parking facility. 5. PRINCIPLES Mangaung Metrplitan Municipality strives t prvide secured car parking facilities fr all staff, cuncilrs and visitrs, within the cnstraints f available spaces. The prvisin f secured parking will be achieved thrugh the fllwing: 5.1 Full time Parking Priritizatin and administratin f applicatins fr parking space: Plitical Office-Bearers will be given first pririty ver senir fficials and ther fficials, senir managers will be given pririty ver ther fficials and any ther fficial will be given pririty ver nn-municipal fficials. Instituting cntrl ver designated parking areas and ensuring cmpliance with this plicy: Nminal charges shall be applied fr the use f designated parking areas as determined and apprved by Cuncil frm time t time and as cntained in the tariff list f the municipality. Regular reviews f available space fr car parking: Based n the allcatin criteria f parking as cntained in this plicy, allcatin will be dne n the First Cme First Serve basis, and where apprpriate, re-allcatin will be dealt with n the Last In First Out basis. Parking permits will be issued in rder t cntrl and mnitr the number f full-time parking spaces allcated within the Municipal premises. 5.2 Temprary Parking Nminal charges shall be applied fr the use f designated parking areas as determined and apprved by Cuncil frm time t time and as cntained in the tariff list f the municipality. Charges shall be cmmensurate t the amunt f time f use. The time f use shall be equal t the recrded time f entry less recrded time f exit. Parking vucher will be issued t the driver f the vehicle at the pint f entry, and the parking vucher must be prduced by the driver at the pint f exit upn vacating the parking area. 6. TYPES OF PARKINGS AVAILABLE 6.1 Open Parking (General Public) This is generally temprary parking, designated parking area and is pen fr use by the general public subject t this plicy and Parking By-law. 6.2 Open Parking (Emplyees, Cuncillrs and Other Institutins) This is a full time, designated parking area and is nly restricted fr use by emplyees f the municipality, cuncillrs and ther institutins such as banks, ther gvernment departments,etc. 6.3 Basement Parking (Emplyees, Cuncillrs and Other Institutins) Similarly, this is a full-time, designated parking area and is nly restricted fr use by emplyees f the municipality, cuncillrs and ther institutins such as banks, ther gvernment departments, etc. 6.4 Disabled Parking Disabled parking is prvided specifically fr exclusive use by disabled persns. These parking bays will nrmally be lcated at the pen parking area fr general public. Disabled parking bays are marked and painted in yellw lines and have a specific disability symbl painted n the parking bay itself. 6.5 Lading Znes Lading Znes are specifically designated fr lading purpses and are lcated at the temprary designated parking area. 6.6 Reserved Parking Reserved parking bays are fr exclusive use by the Executive Mayr and the Speaker. There may als be instance f areas specifically designated fr ther special use such as emergency vehicles, etc. 7. CAR PARKING PROCEDURES 7.1 Open Parking (General Public) Any member f the general public may park at this designated parking area. Time based Mangaung Metrplitan Municipality Page 3 f 7
charges as apprved by cuncil hall be applied per vehicle. Upn arrival at the entry t the parking area, a parking vucher will be issued t the driver f the vehicle, and at the time f exit, the same parking vucher must be prduced by the driver, at which pint the time f use will be determined and an apprpriate applicable fee must then be paid t finally pass ut. Where members f the public use the designated parking areas fr the purpse f attending cuncil meetings r any ther special functin as rganized by the municipality, a special arrangement must be made with and prir apprval btained frm the FM. 7.2 Open Parking (Emplyees, Cuncillrs and Other Institutins) Only vehicles fr which applicatins have been apprved are allwed t use this designated parking area. Only vehicles which carry an fficial parking permit as issued by Mangaung Metrplitan Municipality will be allwed access t this parking area. All vehicles that are fficially allcated parking bays at this parking area must at all times display an fficial parking permit affixed at a visible psitin f the fnt wind screen. 7.3 Basement Parking (Emplyees, Cuncillrs and Other Institutins) Only vehicles fr which applicatins have been apprved are allwed t use this designated parking area. Similarly, all vehicles that are fficially allcated parking bays at this parking area must at all times display an fficial parking permit affixed at a visible psitin f the fnt wind screen. 7.4 Disabled Parking In rder t qualify t use Disabled parking, the fllwing set f cnditins shall: The vehicle must be driven by r being ccupied by ne r mre disabled persns; and The driver / ccupants f the vehicle must be in a psitin f a special disability tag that must be hung n the interir rear view mirrr hlder r put n the dashbard f the vehicle, immediately after parking, in such a manner that it will be visible enugh. Based n the abve criteria, disability parking shall be granted fr use free f charge t the maximum f 24 cnsecutive hurs, after which nrmal applicable charges shall apply. 7.5 Lading Zne Lading znes are exempted frm charges up t a maximum f thirty (30) minutes ver an abve the ne (1) hur free parking time, except where an extensin was previusly arranged with the Parking Office. 7.6 Reserved Parking Reserved parking may nly be used by thse wh are affrded their exclusive use. N bjects r vehicles shall be allwed t cause bstructin twards use f Reserved Parking areas. 8. NO PARKING AREAS / TOW AWAY AREAS N vehicles r bjects are allwed n r in frnt f N Parking / Tw Away areas. These areas will be identified by clearly marked signs. Any vehicle r bject fund t be parked n r in frnt f a N Parking / Tw Away areas shall be twed away and impunded and the assciated csts theref, including fines and penalties, shall be brne by the vehicle wner. Shuld the wner f the vehicle fail t reimburse the municipality fr the csts assciated with twing away the vehicle, including fines and penalties, within a prescribed time frame fllwing a written demand by the municipality, the municipality shall reserve the rights t institute ther apprpriate legal actin t recver all assciated mnies due by the wner f the vehicle. 9. APPLICATION PROCEDURE FOR FULL TIME PARKING All applicatin fr permanent parking shall be dne thrugh the cmpletin f an apprpriate applicatin frm btainable frm the Facilities Management. All applicatins shall be assessed n the basis as prvided fr in this plicy and applicants shall allw the municipality at least 30 wrking days t prvide frmal feedback n their applicatin. The applicant shall then be issued with a frmal parking permit which must be displayed n frnt windscreen f the vehicle at all times. An applicant may apply fr the maximum f tw additinal parking permits fr the same parking, hwever nly ne vehicle will be allwed t park n the allcated parking bay at a time. It is the respnsibility f the applicant t infrm the municipality f the changes as a result f new vehicle acquisitin r sld vehicles which were linked t an allcated parking bay. In such a case, the parking permit alteratin frm must be cmpleted. 10. DEPARTMENTS RESPONSIBILITIES 10.1 User department s respnsibility shall be t: Cmplete applicatin frms and frward them t relevant facility manager; Ensure that parking disks are displayed at all times; Mangaung Metrplitan Municipality Page 5 f 7
Ntify the facility manager when parking bays becme vacant; and Make prvisin n budget fr cst recveries 10.2 Facilities Management s respnsibility shall be t: Administrate parking facilities; Maintain the facilities, and Prvide security measures, where applicable. 10.3 Relevant department s respnsibility shall be t: Administrate parking facilities; Maintain the facilities, and Prvide security measures, where applicable. 11. OTHER SPECIAL CONDITIONS The speed is limited t 5 kilmetres per hur in all parking areas. If permit is damaged fr sme reasn, a new permit shall be issued at a nminal charge. The prvisins f this plicy als extend t temprary emplyees, interns / learner emplyees. When an emplyee leaves the emply f the Municipality he/she must return the access cards/discs and remte cntrls. Applicatin frms shuld be cmpleted by all intended users fr review and cntrl whenever circumstances change r when required fr audit purpses. Only users displaying valid fficial parking discs will be allwed t park in reserved bays Parking bays are fr the allcated persn s fficial use nly. Where an emplyee leaves the emply f the Municipality, the parking bay vacated will be returned t the FM pl fr re-allcatin t ther persns n the waiting list. Allcatin will nt be changed withut prir cnsultatin r request by users. N parking bay may be used fr strage f a vehicle withut prir permissin. Unauthrized parking vehicles shall be remved and wner theref will be liable fr the twing fees. 12. RECOUP OF COSTS All parking-related secndary csts will be recuped via a system f csts recvery frm all user departments where applicable. The secndary cst per parking bay will be a R100 per mnth t be reviewed annually. Leased-in bays will be recvered as a primary cst t the department utilizing these bays. 13. OFFENCES The fllwing are cnsidered ffences in terms f this plicy and are subject t a fine t be determined by cuncil frm time t time: Failure t display fficial parking permit; Failure t pay the apprpriate parking fees r late payment theref; Unauthrized parking at Lading Znes, Disability Parking Bays, Reserved Parking Bays, etc; Failure t display disability tag while parking at dedicated Disabled Parking Bay; Parking n r in frnt f N Parking Area / Tw Away Area.
