Why Clean Trucks? Public concerns about air pollution and health risks have slowed port development Trucks are a major source of air pollution Health risks need to be reduced so the Port can continue to support trade and the economy The Ports Clean Air Action Plan will reduce pollution from Port sources 45% by 2012 5
Clean Truck Program Effective October 1, 2008, trucks will be allowed access to the Port, only if: They operate for a trucking firm (Licensed Motor Carrier) with a Port-approved concession and They are registered in Port s Drayage Truck Registry 6
Clean Trucks Schedule October 1, 2008: Model Year 1988 and older trucks banned unless equipped with newer engine January 1, 2010: Prohibit entry to trucks with Model Year 89-93 engines, and MY 94-03 trucks not retrofitted January 1, 2012: Prohibit entry to any truck that does not meet 2007 EPA engine emission standards 7
Clean Trucks Fee Loaded containers moved by trucks with 1989-2006 engines will be assessed a $35 per TEU fee The temporary fee will help provide financial assistance to truckers for the one-time transition to new, clean trucks The fee will be charged to cargo owners 8
More on fees Unlike PierPass, the Clean Trucks Fee will be charged on domestic cargo (for example, Mainland trade destined for Hawaii, Guam and Alaska) Clean Trucks Fee also applies to cargo trucked to rail yards outside the Port
Fee Exemptions Diesel or Alternative Fuel Truck (Engine year 2006 or older) FEE APPLIES $35 per loaded TEU Diesel Truck (Engine Year 2007 or newer) purchased with Clean Trucks Program funds FEE APPLIES $35 per loaded TEU Scrappage of old truck required Diesel Truck (Model Year 2007 with a 2006 Engine) purchased without Clean Trucks Program funds FEE APPLIES $35 per loaded TEU
Fee Exemptions (cont d) Diesel Truck (engine year 2007 or newer) purchased without Clean Trucks Program funds 100% EXEMPT if truck is purchased before 10/1/2008 50% EXEMPT ($17.50 per loaded TEU) if purchased on or after 10/1/2008 and proof of scrappage of old truck is provided FEE APPLIES ($35 per loaded TEU) if truck is purchased on or after 10/1/2008 and proof of scrappage of old truck is not provided

Drayage Truck Registry (DTR) DTR launched September 2, 2008 Trucks already in emodal s Trucker Check can be added to DTR by trucking companies Trucking firms responsible for entering and maintaining truck data Only trucks in DTR will be allowed access 15

Applications for Financial Assistance Clean Truck Center open since July 1 Assisted 3,000+ truckers Received 350 applications for new trucks Applications are being processed 500 Clean Trucks already on order Sales and Leasing Office opens next week in Long Beach 18

PortCheck PortCheck is the new organization being created to collect the Clean Trucks Fee from cargo owners PortCheck will operate like PierPass collect fees from cargo owners via an on-line, internet system. All cargo must be claimed by cargo owner before it can be moved 20
More on PortCheck Fee will be based on EPA compliance status of the engine, whether port funds paid for the truck and other factors A $100 day pass will be provided non-frequent truckers, paid by the trucking company or broker 21
Cargo owner action items If you are not already registered with Pier Pass, go on line and register now so you can claim your cargo come October 1. Book cargo only with trucking companies with a Port-approved concession Make sure trucks used to move your cargo are registered in DTR 22
