Port Ludlow Marina Best Management Practices per WAC 332-30-171 and DNR Lease 20-A73146 The Port Ludlow Marina is committed to preserving and enhancing the environment through proper Management of activities which occur at this facility. Port Ludlow Marina is located at 1 Gull Dr., Port Ludlow Washington. It is in Port Ludlow Bay of Jefferson County. In accordance with the Department of Ecology, United State Coast Guard regulations, the Federal Clean Water Act, and WAC 332-30-171, we have established these Best Management Practices which we hope will ensure the safekeeping of our harbor and marine environment: I. Bilge Water Management and Fueling Practices The discharge of contaminated bilge water is illegal. Do not discharge bilge water that is contaminated with oil, detergents, or bilge cleaners. The fine for discharging oil from your bilge can be as high as $20,000 per day/per violation. Use oil absorbent bilge pads or pillows in your vessel s bilge to soak up oil and fuel. Prevent oil contamination of bilge water. Do not drain oil into bilge. Fit a tray underneath the engine to collect drips. Put a couple of pads in the pan to make cleanup easier. Keep bilge area as dry as possible. Fix all fuel and oil leaks in a timely fashion. Disposal of oil soaked adsorbents is possible. Wrap in newspaper; double plastic bag it, and place into the dumpsters located on the West end of the Marina office, the head of B-Dock, and the head of the Fuel Dock. (See Attachment C) II. Fueling Operations All fueling must take place at the fuel pier. Avoid topping off your fuel tanks. Estimate the amount of fuel needed prior to filling your tank. Catch any spills with an absorbent pad. Do not use detergents on oil/fuel spilled in the water. Detergents disperse spills, but do not eliminate them. Never leave fuel nozzles unattended. Oil absorbent pads are available at the fuel dock store. Dispose of all used oil absorbent pads by wrapping in newspaper, double plastic bag them, and place into the dumpsters located on the West end of the Marina office. (See Attachment C) III. Hazardous Chemicals, Cleaners and Waste Hazardous or flammable chemical/materials shall not be stored in the dock lockers or on the pier. Disposal of used oil, antifreeze, paints, solvents, varnishes and automotive batteries into the garbage is prohibited. These materials are not to be discharged to the sanitary sewage or to marine waters. Do not dispose of these wastes in the Marina garbage dumpsters and DO NOT Page 1 of 5

leave these wastes on the dock. The Marina has a used oil collection facility for your use. Contact the Marina Office or call VHF Channel 68 for the appropriate handling of such materials See Hazard waste collection sites below. IV. Waste Oil Used oil is to be disposed of at the oil recycle station. You must retrieve a key at the Marina office. The oil recycle station is located on the North side of the Marina office. (See Attachment C) V. Spill Prevention and Response Carry oil absorbent materials on your vessel in case of spills. If a spill occurs, stop the spill or leakage source and contain the spill with oil absorbent pads. In an emergency spill in the water, contact the Marina Office or call VHF Channel 68 immediately for needed assistance in containing a spill. The Marina staff is trained on containing spills. If need be, the Marina staff will deploy a boom to contain the spill. The U.S. Coast Guard requires report of a spill immediately. Call the National Response Center at 1-800-424-8802 and the Department of Ecology at 1-800-OILS-911 or VHF channel 16. Information for reporting spills is posted in the marina office. Contact the DOE at 360-407-6300 Do not use detergents on oil spilled in the water. Detergents disperse spills, but do not eliminate them Oil and detergents are toxic to fish and other marine life. VI. Solid Waste Throwing garbage into the water or on the land is prohibited. Use Dumpsters located at the West side of the marina office, the head of B-Dock, or the head of the Fuel Dock. Recycling dispensers for aluminum, glass, newspaper, tin and plastic are available on the West side of the Marina office. (See Attachment C) VII. Sewage Management and Gray Water The discharge of sewage treated or not treated is illegal and is prohibited within the marina. Pump out facilities and port-a-potty discharge station is located at the Fuel Dock. (See Attachment C) The pump out and port-a-potty discharge the effluent into the Olympic Water and Sewer waste water facility. The Marina staff routinely inspects the system for leaks or failures. Shore-side restrooms and showers are available for your use and we encourage you to use them instead of on-board showers. (See attachment C) Boaters are required to minimize the generation of gray water onboard and to utilize shore side facilities. Use sink screens or strainers and dispose of strained waste in the garbage. Limit the use of soap/detergent for washing dishes. Use small amounts of phosphate-free and biodegradable soaps, if cleaners are used, no visible suds or discoloration of the water are permitted. Otherwise, use alternatives such as baking soda or vinegar as all-purpose cleaners. Contain discharge from onboard showers and dispose of it at the pump station. Laundry facilities are available on the East side of the Marina Office (see attachment C). Remember there is no legal discharge of any soaps/detergent/cleaners to our waters. For further gray water management opportunities, owners and guests are encouraged to: a) Use shore side sanitation facilities located on the East side of Marina office;(see Attachment C) b) Use shore side shower facilities located on the East side of Marina office. (see Attachment C); c) Fill out pump out logs or keep a record of your vessel pump out services. All pet droppings must be removed and disposed of in the Dumpsters, (see attachment C) VIII. Boat Repair Activity Painting, scraping and refinishing of boats, when in the water, is limited to minor touch ups. Minor repairs, as defined by the Washington Department of Ecology, is limited to the vessel s superstructure, deck and hull above the waterline and is 25% or less of the vessel s surface above the waterline. Extensive repair work and bottom cleaning must occur in a commercial, permitted, boatyard. Any minor painting, scraping, and refinishing must be contained and all debris collected so that no debris can enter the water. All paint mixing must be done with the can(s) placed inside secondary containment that will catch spillage. Paint cans used in the pier area shall be no larger than one-gallon in size. Boat repair or storage of equipment, supplies, etc. is not allowed on the dock. Locker boxes are provided at each slip. Waste Management Contingency Plan In the event the Port Ludlow Marina pump out is not available, you have 3 additional options. 1. Utilize the pump out facility at the Port Hadlock Marina. Port Hadlock is located approximately 8 miles to our North. Their phone number is 360-385-6368. 2. Utilize the pump out facility at the Port of Port Townsend. Port of Port Townsend is located approximately 12 miles to our North. Their phone number is 360-385-0656. 3. The Terry and Son s mobile vessel to vessel pump out service is under contract with the Washington State Parks and Recreation. If our marina pump out is out of commission and you are unable to get to Port Hadlock or Port of Port Townsend, Terry and Sons has a mobile pump out and will make arrangements to pump out your vessel.
