MINUTES OF DISCUSSION IN 54 th POWER SYSTEM OPERATIONAL COORDINATION MEETING HELD AT 11.30 HRS. ON 28.02.2009 AT OPTCL POWER TRAINING CENTRE CHANDAKA, BHUBANESWAR List of participants enclosed at Annexure-A No representative from WESCO, OPGC, RSP and Machhakund PH has attended the meeting. The meeting was chaired by Director (Engineering), OPTCL. Director (Engineering), OPTCL welcomed all the participants to the 54 th Power System Operational Co-ordination meeting. Sr. G.M (PS) gave a brief overview of system performance such as Voltage & Frequency profile, State maximum & minimum system demand, important events in OPTCL system and major incidents occurred in OPTCL system during the month of January 2009. Thereafter, GM (SLDC) took the agenda items for discussion. The review proceeded as follows: Item No.1-Confirmation of the minutes of 53 rd PSOC meeting held on 20.01.2009 at PTC, Chandaka, Bhubaneswar. Since Members have no comments for the minutes of 53 rd PSOC meeting, the minutes of the meeting was confirmed. Item No. 2- Review of Grid performance for the month of January 2009. 2 (A) - Frequency The one-minute instantaneous System frequency for the month of January 09 was reviewed. It was noticed that 98.57% of times, the frequency remained in the band of 49.0Hz - 50.5Hz (IEGC band) during the month as compared to 99.50% during December 08. The maximum and minimum System frequency during the month of January 2009 was 50.66 Hz and 48.81 Hz respectively. The monthly frequency profile, FVI & Standard Deviation for the month of January 2009 was reviewed. The frequency profile during the month of January 09 is noticed to be detoriated in comparison to the month of December 2008. 2 (B) Grid demand Grid demand for the month of January 2009 was reviewed. The maximum System demand of 2885 MW occurred on 19.01.09 at 19:00 Hrs and minimum demand of 1581 MW occurred on 16.01.09 at 15:00 Hrs. respectively. The hourly demand profile for the month of January 2009 was reviewed. It is observed that, the maximum demand during the month was decreased by 65 MW and the minimum demand has increased by 8 MW during the month of January 2009 in comparison to December 2008.

Item No. 2 (C) Voltage Profile of important Sub Stations in OPTCL System The maximum and minimum Bus Voltage at major 220 kv buses occurred during the month of January 2009 was reviewed. It is noticed that the maximum voltage occurred at 220 kv Narendrapur S/S, was 260 kv. The minimum voltage of 185 kv occurred at Candaka S/s. The maximum Voltage at Narendrapur S/S was due to under loading of transmission lines during off-peak hours and minimum Voltage at Chandaka S/s was due to load growth in the command area. It is expected that on commissioning of 4 th Auto at Chandaka Grid S/S the Voltage at Chandaka area will be improved. Item No. 2 (D) - Energy Generation During The month of January 09 Energy generated by different State generating stations including IbTPS, TTPS, CGPs and import from ISGS station during the month was reviewed. Item No. 2 (E) - DISCO Drawal During The month of January 09 The quantum of energy drawan by Discos during the month was reviewed. It is noticed that the cumulative drawal by the Discos up to the month ending January 09 except NESCO have increased substantially in comparison to the approved quantum prorated up to the above period. Item No. 2 (F) - Major Events in the month of January 2009 09.01.09- At 14:03 hrs, 4 th 135 MW unit of M/S Vedanta Aluminium Ltd, Jharsuguda was synchronized with OPTCL system through 220kV D.C. feeder at Budhipadar Grid 09.01.09- At 17:20 hrs 1 st 25 MW unit of M/S Visa Steel Ltd. was synchronised with OPTCL system through 400/220kV Grid S/s, New Duburi. 23.01.09- At 13:10 hrs, 75MW Unit-VIII of Balimela Extension Project was declared commercially operated. 24.01.09- At 17:42 hrs, M/S Meenakhi feeder connected with Machhkund Bus was charged from Jayanagr end. Item No. 2 (G) - UFR Operation in OPTCL System in the month of January 2009 There is no UF Relay operation occurred during the month of January 09. In the last meeting it was decided that a meeting will be held for deciding the installation of df/dt Relay in OPTCL system. Sr. GM (PS) stated that a meeting was held with CGM (O&M) and the issue of installation of df/dt relay in OPTCL system was discussed. After reviewing the power flow through different feeders a decision will be taken for installation of df/dt relay at different feeders.

[Action- C.G.M. (O&M)] Item No. 2 (H) - Important Grid incidents Major grid incidents for the month of January 2009 were reviewed. There are three major incidents recorded during the month. The incidents occurred due to failure of insulator, theft of antitheft charged conductor by miscreants and falling of tree. Necessary remedial measures required to be taken for failure of insulators and tree falling. [Action : CGM (O&M)] Item No. 2 (I) - Major Transmission Lines/ Elements Outage during the month of December 08. Outage of major Transmission Lines/ Elements during the month of January 2009 was reviewed. Item No. 3 Drawal of Machhakund Power. The power drawal from Macchakund PH during the month of January 2009 was reviewed. Installation of breaker in the railway feeder: Deliberations in the meeting Sr.G.M(PS) stated that a meeting was held between representative of APGENCO, Gridco Ltd., OHPC and SLDC on 17.02.2009 at OPTCL conference hall to discuss various issues, including renovation of Machhkund PH. APGENCO representative agreed to draw the backlog power of Gridco share from Machhkund PH. He has also assured for installation of breaker in the 132 kv Rly feeder soon. It was decided that the details of discussion will be taken up in the next meeting as, representative of Gridco Ltd was not present in the meeting Installation of CVT at Jayanagar S/s for displaying the Machhkund drawal data at ULDC Control room: Deliberations in the meeting GM (Telecom) stated that separate CVT for Machhkund data display is not required; rather access of PT secondary terminal of Machhkund feeder is required for the above purpose. CGM(O&M) may instruct G.M(O&M), Jeypore for necessary action in this regard.

Item No. 4 Review of Outage Programme of State Generators / Transmission elements for the month of February & March 09. Outage programme of EHT lines and S/S for the year 2008-09 has been finalized and being implemented. Tentative outage programme for State Generators for February & March 09 are as follows: Sl. Charging of 220kV Indravati Theruvali 4 th ckt. : It is learnt that one of the CT at Indravati end has failed. The ckt is expected to be charged during March 2009. 132kV Burla-Sambalpur LILO at Katapalli. : Director (Engg) stated that after completion of Phulnakhara line the contractor will engage his man for 132 kv Burla- Sambalpur LILO at Katapalli..

220/132kV Bolangir Grid S/S and 220 kv Katapalli-Bolangir line. : Director (Engg) stated that order for conductor has been placed and the work is under progress. Bolangir S/S work is under progress. Due to frequent theft of the line the work is getting delayed. 220/132kV Paradeep Grid S/S. Director (Engg) stated that oil filling in the transformer is about to finish. The S/S will be charged shortly. Another 50 MVA transformer has also reached. Item No. -7 Communication issues (I) Integration of NALCO & RSP CGPs with OPTCL Present status May be intimated. NALCO GM(Telecom) stated that NALCO has already intimated to return the RTU to OPTCL Director(Engg) stated that NALCO may be asked to return the RTU within seven days. [Action NALCO, G.M (Telecom)] RSP In the last meeting RSP representative stated that their internal RTU has already been installed. G.M (Telecom) stated that integration of RSP RTU is under process. Offer sought from AREVA to take up the work. [Action RSP, G.M (Telecom)] (II) Installation of communication equipment by CGPs/ Industries. The status of CGPs for providing SCADA/PLCC equipment and data display for the transmission elements at SLDC control room as stated by Telecom representative are as detailed below Sl. It is now under observation. 3 M/S Hind Metals, Meramunduli ABB engineers to rectify the problem. 4 M/s Bhushan Power & Steel Ltd, RTUs procured by Bhusan are not compatible to Jharsuguda our system. They need to be replaced. 5 M/S EMAMI Already commissioned, but still under observation.

G.M (Telecom) stated that ABB engineers are arriving today for investigation and rectification of the problem (1) to (3). The status of the transmission elements for which the data is not being displayed in the SLDC control room. Sl. Telecom will go to AREVA to request for sending a experienced executive. 3 Auto-I & II at 220kV Bhadrak Grid substation This is a new work and order to be placed for integration.. Future Requirements 4 Chandaka Auto-IV This is a new work and order to be placed for integration. 5 Paradeep Auto-I (100MVA) & II (50MVA) -do- [Action- G.M (Telecom)] (III) Display of DISCOM drawal data at SLDC Control Room G.M (Telecom) stated that at present 66 points have been integrated. For display of all data 95 more points are required to be integrated. Sr. G.M (PS) stated that display of discom data in the control room is highly essential to monitor drawal and issue instructions during contingency conditions. This work may be taken up on priority basis. Item No. 8- IT Related issues Functioning of EBC software: Sr. G.M (PS) stated that the required data has been accessed from the database through IT server and under examination. It is requested to provide the data already intimated to IT representative in excel format for easy handling. [Action: C.G.M. (IT)]

Maintenance of SLDC website: Sr. G.M(PS) stated that to resolve issues relating maintenance of SLDC website and identifying contact person from SLDC instead of IT side let there will be a meeting between IT and SLDC. AGM (IT) agreed to hold a meeting for discussion of the above issues. [Action AGM (IT)] Item No. 9- Other issues Induction of new members in the PSOC meeting It was resolved that CGPs with installed capacity of 100 MW or more to be included as member of the PSOC Committee. Sr. G.M (PS) will make a formal request to the CGPs complying the above criteria. [Action: Sr.G.M. (PS)] ICCL issues: ICCL representative stated that 5 Nos of interruptions noticed during last month at Choudwar grid. The disturbances are mostly occurred during revival of transmission lines after shut down. Due to heavy jerk, ICCL generating units are facing problem. Item No. 10: Issues relating to Discos: CESU CESU representative wanted to know the status of Kesura grid, Upgradation of Dhenkanal grid &.installation of 4 th Auto at Chandaka. Director (Engg.) stated that the work has already been started for Kesura Grid. Up-gradation of Dhenkanal Grid is under progress and installation of 4 th Auto at Chandaka is under progress. SOUTHCO SOUTHCO representative stated that (I) After diversion of Chikiti area load to Digpahandi Grid, Digpahandi is getting over loaded. To manage the situation; Sheragada feeder has been diverted to Aska Grid. Necessary action is required to be taken for up gradation of Digpahandi Grid. (II) Due to inadequate transformer capacity at Bhanjanagar Grid S/S, load restriction is being implemented on daily basis at Bhanjanagar area. Besides the above, 33kV Surada feeder is being fed from Aska Grid resulting low voltage problem at Surada area. The problem is

likely to be aggravated during summer season. It is requested to take immediate steps to install another 20 MVA transformer at Bhanjanagar S/S or to augment the existing 12.5 MVA transformer to 20 MVA capacity. (III) To address the above problem it is suggested to shift one of the 40MVA transformer from Aska grid to Bhanjanagar Grid since adequate spare capacity is available at Aska Grid. Director (Engg) stated that it is not feasible to shift the 40 MVA transformer from Aska grid which, may arise public resentment. However, up-gradation of Bhanjanagar Grid will be considered as soon as the transformer will be received by OPTCL. NESCO NESCO representative stated that the Voltage profile at FACOR, Bhadrak is remaining low and frequent interruption noticed in the above feeder. Director (Engg) stated that 2 nd 100 MVA Auto is going to be installed at Bhadrak Grid soon. Powergrid also agreed to install 2 nd 160MVA Auto at Kuchei S/S. On commissioning of the above, Voltage profile at Bhadrak and FACOR area will be improved. Item No:11 : The date and venue of 55 th intimated soon. Operational Coordination meeting shall be Sr.G.M.
