Date: July 19, 1999 Copy of Memorandum To: From: Copies: Subject: Steve J. Benak, District Construction Engineer Frank M. Kreis, District Bituminous Engineer Philip Gainer, Aubrey Graves, A. M. Cook, Jim Musselman Asphalt Rubber Membrane Interlayer (ARMI) The purpose of the memorandum is to document those construction techniques that will improve the quality of the ARMI. ARMI has been used extensively in the district and has proven to be effective in controlling reflective cracking and serving as a moisture barrier. Pre-Paving Discuss the placement of ARMI at the Pre-Paving conference, specifically addressing material certifications and samples; spread rate of the asphalt rubber binder; distance between the distributor and ship spreader; rolling; correction of defective areas. Notify the District Bituminous Engineer (DBE) in advance to allow us ten working days to sample and complete testing of the No. 6 stone. Contractor provides certifications to DBE for the ground tire rubber (gts), AC-20 asphalt cement and the asphalt rubber binder (ARB-20) Construction Project Engineer establishes the application rate for the ARB-20 placed on: Concrete surface 0.70 gal/sy Milled surface 0.65 gal/sy Severely cracked oxidized, brittle surface 0.70 0.75 gal/sy Newly placed leveling or overbuild 0.60 0.65 gal/sy Adjust the application rate as necessary. Excessive Asphalt Rubber Binder or puddling will cause rutting and shoving. Maintain a minimum of 300 ft. between the application of the asphalt rubber binder and the application of the cover material. Lengthen this distance to eliminate pick-up. The hot mix asphalt will actually create the cohesion between the asphalt, crack relief stone and the asphalt rubber binder (ARB). Use paper or squeegee device where the contractor starts and stops the application of ARB. Puddling or excessive material will cause rutting. Require the contractor to have a spot crew to correct defective areas (fat spots, improperly covered spots with aggregate, excessive free aggregate).

Include a traffic roller with the steel wheel roller for the compaction effort of the asphaltic overlay. Project personnel should verify certifications and perform rotational viscosity test on each distributor load. Apply the asphalt rubber binder 3 to 6 wider than the width of hot mix overlay. Crack relief aggregate should be free on contamination and excessive moisture. The application rate of the crack relief aggregate should be set at the lower limit of the range established in 341-5.3. Adjust the application rate upward as required. If the contractor attempts to place loads in transit, which are caught in the rain, stop paving operations until the rain has stopped. Standing water or puddled water will significantly impact the cohesion of the ARMI with the asphalt overlay. North Florida aggregates are highly absorptive and are significantly affected by rain. (A traffic roller can be used to help dry the crack relief layer). Post-Construction Contractor cores the asphalt overlay (nuclear density control strip) and project personnel measures core thickness and checks cohesion of the overlay and ARMI. Project personnel checks the spread rate of the asphalt overlay to ensure 1 ½ (150 lbs/yd 2 ) to 2 (200 lbs/yd 2 ), as required in the plans.
