Fuel Index Adjustment RATE CONSIDERATIONS - Haul Rates and Machinery Rental Rates Only A fuel index has been established with diesel fuel benchmarked at $1.00 ( this is based on the average monthly price of Diesel fuel from April 2005 - March 2006 as published by MJ Ervin & Associates for Charlottetown.) On a month to month basis fuel will be monitored for increases/ decreases from the bench mark fuel price of $1.00. Adjustments will be made based on 8% incremental changes in fuel prices as follows: % Diesel fuel increase / decrease Price change +/- Equipment rental rate increases. 0.0-8.00 0% 8.01-16.0 2.0% 16.01-24.0 4.0% 24.01-32.0 6.0% 32.1-40.0 8.0% 40.1-48.0 10.0% Fuel index increase will be based on increases for retail diesel prices as posted at the first of each month by The Island Regulatory and Appeals Commission. Section C -Machinery Rental rates INTRODUCTION Theses rates were agreed upon with a committee of the Prince Edward Island Road Builders and Heavy Construction Association and a committee from the Prince Edward Island Department of Transportation, Infrastructure and Energy Rental rates in the schedule, unless otherwise stated, including depreciation, interest, *liability insurance, repairs, maintenance supplies, fuels, lubricants, overhead, profit and operator s wages. All rates are hourly operated rates unless specified as non-operated Equipment rental rates listed in this document are to be adjusted for the equipment model year based on the schedule below. Attachments are deemed to be one of the same model year as the basic unit. Equipment less than 10 years old: 100.0% Equipment from 10-20 years old: 97.3% Equipment older than 20 years old: 90.0% * Equipment must have adequate insurance to save the Province of Prince Edward Island from all claims arising from the use of the equipment. Contractors must complete a Government Certificate of Insurance and provide all pertinent information to the Department prior to being hired. See Section C-A: Machinery Rental Requirements Allowances for owner modifications which increase capacities or horsepowers will not be considered, and only the manufacturer s specifications will apply for categorization into the rate structure. For machines hired with more than one attachment, payment will only include the attachment used for the purpose intended. Rental rates in this book are the maximum rates permitted. Rates lower that the hourly rate may be negotiated by the Department of Transportation, Infrastructure and Energy. Standby rates, if and when applicable, will be 50% of the regular operated rate. All rates are subject rate adjustments when the Department s Inclement Weather policy for rentals is in effect or the work week is shortened due to a holidays and will be prorated accordingly. The fuel index, as established in FY 2006-07, will continue with diesel fuel benchmarked at $1.00. The fuel index will be based on 8.0 % incremental changes in fuel prices as posted at the first of each month by The Island Regulatory and Appeals Commission. HST tax will be included as a component of the monthly increase/decrease. The fuel index will be applied to 25% of the rate structure. The Department will provide the following additional information in the rates publication as it relates to backhoes: When a backhoe is called out to work, the Contractor will be paid for actual hours worked with a minimum of three (3) hours guaranteed at the hourly rental rate as identified in the standard rates publication. The Department will pay all transportation charges from and to the Contractor s shipping and receiving points provided, however, unless otherwise agreed, the Department shall not pay transportation charges greater than those necessary to return the equipment to the point from which it was originally shipped to the Department. The Department will be the sole authority on determining the size and type of the unit required to carry out its work. Should the Contractor choose to provide an alternate piece of equipment to perform the work (ie excavator for a backhoe or a tandem truck for a single axle) or a larger unit than is required (ie a 90 hp for a 75 hp backhoe), the rate paid, will be at lower rate. New for 2014 For hours worked in excess of 6 hours a day, the rate shall be 97% of the hourly rate x all hours worked that particular day. For hours worked in excess of 30 hours a week, the rate shall be 92% of the hourly rate x all hours worked that particular week. The Construction Equipment Association maintains a website www.coneq.com which has an extensive model reference section; more than previously provided by the Department.
