I. Solid Waste Collection Space Standards These are the City s standards and guidelines to provide adequate facilities for waste and recycling collection in commercial and multifamily projects. Compliance with these standards and guidelines provides a number of benefits, including: A higher rate of recycling through adequate space for recycling and food waste containers; Improved aesthetics through appropriate enclosing of unsightly waste containers; and Safer and more functional waste collection service. This document has been developed to provide assistance to property owners developing property within the City limits. This document contains: Waste generation forecasts Container and truck sizes Waste truck turning templates for site planning Minimum dumpster enclosure requirements II. Determine how much waste your project will generate The following table is an approximate guideline for total (garbage, food waste, and recyclables) waste generation by use. Proportions will vary in commercial projects. Remember, the figures above are for total waste; in residential projects, about 25% will be food waste, 37% recyclables, and 37% garbage. Waste can be picked up once a week, or more frequently. However, weekly pick up is less expensive per run than multiple pickups per week. Discuss pricing specifics with the hauler. Containers are available in the following sizes: 64 gallon cart (about 1/3 cubic yard) 96 gallon cart (about ½ cubic yard) 1 cubic yard on rollers 1.5 cubic yard on rollers 2 cubic yard on rollers 3 cubic yard on rollers 4 cubic yard on rollers 6 cubic yard not on rollers 8 cubic yard not on rollers Roll-off containers (10-50 cubic yard) are also available for larger commercial sites Various compactor options are also available. Wildlife resistant container options are available for some sizes Based on the above anticipated waste generation, pick up frequency, and design standards/guidelines outlined below, determine how many and what size dumpsters will be required. III. Design Standards The following design standards must be complied with: Separate garbage, recycling and food waste dumpsters must be provided, and located in the same enclosure. All trash containers shall be maintained inside of a minimum six foot high enclosure designed to extend a minimum of one foot above the height of the container and shall provide a 100% sight-obscuring fence or wall and appropriate landscape screen (Type 1 landscaping, minimum 3 to 5 feet wide) on all sides abutting adjacent properties, the street or public areas, except for vehicular access side (IMC 18.12.130 Additional Landscape Requirements for fences, hedges, trash enclosures and mechanical equipment). Enclosure pads shall slope toward an opening to allow drainage. The pad shall not exceed a 3% grade and shall be concrete. Dumpsters and trash compactors shall be located away from storm drains (at least 15 feet). Cover dumpsters, or keep them under cover, to prevent the entry of stormwater. All trash compactors shall be connected to sanitary sewer (separated from storm drains). For dumpsters on rollers, the area at the front of the enclosure, where the dumpster will be pulled out for servicing, shall not exceed a 3% grade, to prevent runaway dumpsters. For stationary dumpsters, any cross slope in front of the enclosure shall not exceed 10%. Waste truck accessibility to the dumpster enclosures is limited by the attached turning templates. Dumpsters on rollers may be rolled out to the front of the enclosure, while stationary dumpsters must be picked up from within the enclosure. Gate doors at the fronts of enclosures shall open with a 180 degree swing, and include gate stops (see attached detail). Any roofed structure over enclosures for stationary dumpsters shall have a vertical clearance of 14. Dumpster enclosures shall not be located in required setbacks. The enclosure must be lockable. The gates shall be constructed with commercial grade hinges, poles, and hasps. Precast curb stops shall be placed around the entire inside perimeter of the enclosure except where doors are located. 6/5/2014 Page 3 of 7

The attached enclosure standards offer two alternatives (wide and deep) for various dumpster sizes. Enclosures shall comply with the attached diagrams, but alternative configurations may be approved by the City (it is anticipated that there will be circumstances where an alternative design is appropriate based on various site constraints). Enclosures for compactors should be custom designed based on the parameters of the compactor. If waste chutes are used they must be designed with: o three separate chutes, one each for recycling, garbage, food waste; or o two chutes (recycling and garbage) with food waste collection on each floor and in the same room as the waste chute access; or o one chute which switches between recycling and garbage with food waste collection on each floor and in the same room as the waste chute access. IV. Design Guidelines Waste locations should be convenient for residents/businesses. In general, waste enclosures should be provided within 250 of each resident/use, unless other site planning factors preclude this. In locations where wildlife is an issue, wildlife resistant carts and steel lidded dumpsters may be necessary.
