Four laning of Ahmedabad-Godhra section of NH-59 basis under NHDP Phase-III National Highway Authority of India M/s Essel Ahmedabad Godhra Toll Roads Limited 1. Executive Summary The project consists of construction of four-lane road from km 4+200 to km 121+771(design chainage), comprising of existing alignment, new alignment for the by-passes and realignment. The total length of the project is 117.571 km. Major built up areas along the alignment are Kathwada, Singarwa, Kathlal, Balasinor, Sevaliya, Timba, Thasra, and Godhra. The proposed alignment follows existing alignment to a major extent and deviates from the existing alignment at five locations. The alignment traverses mainly through plain terrain except a few stretches with rolling terrain. The major part of the proposed alignment passes through rural areas. The land use on both sides of existing carriageway mostly falls under the category of agriculture with a few exceptions. Five by-passes have been proposed and they are Kanbha (3.20km), Kathlal (4.57km), Balasinor (4.45km), Sevaliya, and Timba Road (9.39km), Godhra (7.37km). Construction of service roads at urban and semi urban areas, truck lay byes and toll plazas are also included in the project. Independent structures are proposed for each two lane carriage way for major bridges, rail over bridges, grade separators and minor bridges. Major bridges at eight locations are in the scope of project. Out of eight locations at five locations new bridges for both carriageways and at three locations one bridge for single carriage way are to be constructed. Seven existing bridges are to be retained. Rail over bridges has been proposed at two locations with four structures. Two grade separators have been proposed at two locations in project highway with four structures and one grade separator structure has been proposed along state highway. Minor bridges at twenty three locations are proposed with forty six structures, eighty two pipes culverts, nineteen slab culverts and eight box culverts are either to be widened, re-constructed or newly constructed as per Schedule B of Concession Agreement. Other facilities like bus shelters, vehicular under passes, cattle, or pedestrian under passes are also included in the scope of work. There are eight major intersections and fifty minor intersections. Fifteen types of typical cross sections are specified for the road way. Total land requirement is 696.05 hectare, 588.10 hectares of land has to be acquired or transfer for construction of by-passes and widening of existing 2-lane to 4-lane. 196.52 hectares of forest land is falling within the right of way. Width of proposed right of way is 60m except at the locations of toll plazas and from Km.4+200 to 7+200.At Toll Plaza location Right of Way width is 90mts and between 4+200 to 7+200 the Right of Way width is restricted 45 mts. The balance land acquisition process is in progress. The Concessionaire has achieved financial close and complied all conditions precedent stipulated in the Concession Agreement. 27 th December 2010 is taken as appointed date on mutual consent. Mobilizations of Independent Engineer, Concessionaire SPV, Total Programme Management Consultants, Safety Consultant, EPC, and the Contractor have been completed. Required plants and machineries have been mobilised and are fully in operation. The detailed design of Highway and Structures has been completed by TPMC and same concurred by IE. 115 pipe culverts, 28 box culverts, 2 Slab Culverts, 15 PUP, 4 VUP, 29 Minor Bridges, 8 Major Bridges, 2 ROBs and 3 flyover designs have been concurred / concurred with comments by the Independent Engineer and GFCs drawing issued for construction. The pavement of the Project Highway is flexible type except at Toll Plazas and a few isolated locations. At toll plaza locations and between km 4+780 to 5+020 rigid pavement has been adopted. The contractor has completed the construction: MAIN CARRAGEWAY 228.13 km (2-lane) Bituminous Concrete, 228.13 km (2-Lane) Dense Bituminous Macadam, 71.70 km (2-Lane) Profile Corrective Course, 171.85 km (2-Lane) Wet Mix Macadam, 171.89 km (2 lane) Granular Sub Base, 164.84 km Sub Grade (2 lane) and 163.89 km (2 lane) Embankment, Casting of Kerb is 246.505 km and Strom Water 39.79 km Median Drain 21.77 DLC & PQC 1.87 & 1.87 respectively. 5

Toll Operation commenced from the 02-11-2013. The Concessionaire has achieved Mile stone I and Mile stone II and Mile Stone III as per schedule G of the Concession Agreement. Achieved total financial progress up to 31 st January 2014, is 98.80% & Details of financial and physical S Curve are appended. 2. Progress 4.1 Progress of Pre-Construction Activities:- The preconstruction activities like mobilization of plants and equipments, construction of camps, construction of laboratories, erection, and commissioning of plants have been completed. Marking of centreline, erection of GPS pillars, benchmarks are also completed based on the topographic survey conducted by Concessionaire. TBM and GPS coordinates are concurred with comments by Independent Engineer. Monthly TBM checking from km 04+200 to km 121+770 is on-going process. The Total Project Management Consultants have completed all prerequisites for design of highway and structures. The designs of highway and structures have been completed. The design status of structures for which approval required from other government instrumentalities, is as follows Railway authority has approved the GAD, Design and Drawings of ROB @ km 41+296 Railway authority has approved the GAD of @ km 92+075. The Revised GAD Narmada Canal Bridge approved by SSNL vide letter No NPMCDN-1/ NHAI/AB/749 dt 29.04.12. The GADs for minor bridges at km 84+740 and km 107+917 have been approved by concerned Irrigation Authorities in December 2011 work of these structure are in progress. The status of design submission, review, concurrence, and issue of good for construction drawings for highway and structures are given in Table 4.1 & 4.2. The agreement between the Authority and BORL for carrying out the protection work at the crude oil pipe line locations has been executed. It is decided that the cost of protection shall be disbursed as per article 11.2 of Concession Agreement in the meeting held at NHAI HQ at New Delhi. The contractor has started the Clearing and Grubbing, constructions of Embankments, Sub Grade, Granular Sub Base, Wet Mix Macadam, casting of Kerb, Dense Bituminous Macadam, Bituminous Concrete, Truck Lay Bay, Bus Bay, Both Toll Plaza Building, Pipe & Box culverts, Pedestrian under passes, Vehicle under Passes, Minor Bridges, Fly Over, Major Bridges, casting of Precast Girders and RE panels. The summary of progress of Highway and Structure is given in Table 4.3 & 4.4 respectively. The constructions of Toll Plazas at km 37.300 and at km 110.436 have completed. The construction of tunnel at km. 110.436 and km 37+300 is completed. Construction of administrative buildings at both locations is completed. Construction of vehicle rescue post and medical Aid post at km. 110.436 has completed. Commencement of construction of vehicle rescue post and traffic aid post at km 37.300 is being delayed due to non availability of land. Construction of truck lay byes, bus shelters are mostly completed. Lane marking, installation of sign boards, kerb painting etc are also completed in the completed stretch. Median plantation has started and completed 97%., Construction of 213 numbers water harvesting structures have completed and the work of balance numbers are in progress. Four laning of Ahmedabad-Godhra section of NH-59 basis under NHDP Phase-III National Highway Authority of India M/s Essel Ahmedabad Godhra Toll Roads Limited 4.6 Construction Programme The detailed Engineering, Procurement, and Construction time schedule with respect to the project completion schedule is reviewed and concurred by the Independent Engineer. 4.7 Mobilization of Plant and Equipment Contractor has mobilized good number of plants and equipment s at project site to perform the construction activities. Four of RMC plants, two WMM plants, and two stone crushers and three Hot Mix plants have been mobilized. The Contractor has demobilized three RMC Plants one Stone Crusher and two Hot Mix Plant after 90% completion of the Project. Status of Contractor s Plant and Equipment mobilization is shown in Appendix- X 5. Quality Control and Materials 5.1 Testing of Materials The contractor has established four fully equipped site laboratories at camps 1, 2, 3, & 4. Testing of all materials is being conducted in these laboratories. The Contractor has closed the laboratory in Camp 1,3 and 4 and shifted major equipments to other labs. Quality assurance procedure is concurred by the Independent Engineer. Quality control tests are conducted as per the frequency requirements stipulated in MOST&H Specifications. Manufacturer s test certificates are also obtained for equipment s and manufactured materials. Details of the quality control test conducted in the month of May 2014 are appended in Appendix- V, VI and VII. 5.2 Testing and Approval of Plants and Equipments All plants and equipments used for testing, and production of materials confirms requirements of the specification and quality assurance procedure. 5.3 Construction Methodology The detailed construction methodology for all the items of works including machineries proposed to use and sequence of operations, and machinery requirement are approved by TPMC as per specification. Submission, review, and concurrence of construction methodology by Independent Engineer are ongoing process. 5.4 Crushed Stone Aggregates The source approval of Danadara and Sadbhav quarries has been accorded by TPMC and reviewed by IE. Sampling and testing of aggregates produced from the Danadara crushers using rubble from the quarry are being carried out on routine basis as per specification requirements. 5.5 Fly Ash Samples of fly ash are collected from the Wanakbori Thermal Power Station and tests for the verification of physical and chemical properties have been carried out. Construction methodology of embankment construction with fly ash is concurred by Independent Engineer. The Contractor has completed all formalities for the procurement of fly ash from the Thermal Power Station work under progress with fly ash. 5.6 Borrow Areas (Soil) Testing of borrow area material for Embankment/Sub grade are on-going process for approval. 93 borrow areas which conform to specifications requirements have been recommend by TPMC and same was concurred/ concurred with comments by IE up to the end of May 2014. 16
