Excellence center in Battery Energy Storage System Renewable Power Smoothing Les Cèdres - La Reunion, Indian Ocean 9MW / 9MWh Solar Plant with Energy Storage Microgrid Amdjarass, Chad 1MW / 3MWh Microgrid Frequency Control WEST BURTON (UK) - EDF 49MW / 36MWh Enhanced Frequency Response GRESS, Martinique Island 14MW / 5MWh Wind farm with Energy Storage Ollagüe, Chile 250kW / 750kWh Microgrid STEAG (Germany) 6 x 15MW / 23MWh Primary frequency regulation 7/18
Ollagüe Target Bring Affordable and Sustainable Renewable Supply here Ollagüe, Chile, 3 700 m.a.s.l. 200 inhabitants, electricity supplied by diesel only 8 am 1 am to support local economic, human and social development With ENEL data 8/18
Ollagüe Target Barefoot college initiative 2 Ollagüe women trained to install and maintain small PV plus Storage systems 40 W Solar Home Systems distributed among families, only for lighting REN plus Storage plant 200 kw PV, 30 kw Wind 250 kw / 750 kwh NaNiCl BESS Metering and Billing system Pre-payment mechanism Differentiation of day and night tariffs Final handover to local community Community able to manage the system (technically and economically) 2013 2015 2017 2018-2019 With ENEL data 9/18
Ollagüe REN plus Storage Plant - Results MWh Solar Wind Diesel Load 200 kw PV Field 30 kw Wind Turbine Wind 8% Diesel Genset 43% 250 kw / 750 kwh NaNiCl BESS Solar 49% With ENEL data 10/18
Ollagüe Metering and Billing System - Results Daily Consumption POD 20 (College): three-phase meter and keypad Night Consumption POD 96 (Restaurant): mono-phase meter and keypad 28 users (out of 123) sum up to 70% of registered consumptions (mainly public administration and commercial activities) Higher energy availability implied a sudden increase of electricity consumption, mainly due to heating during winter With ENEL data 11/18
Ollagüe Social Impact Health and Safety Public lighting impacts positively on safety Houses heating improves wellness and health Conservation of food and medicines for the families Economic Opportunities Development of existing and creation of small businesses: 1 new hostel, better offer for restaurants due to possibility of a refrigerator, 6 new SME New plan of Municipality for building new houses With ENEL data 12/18
Ollagüe Lessons Learnt Worked Well To Be Improved 24/7 electricity supply Reliability of REN + storage system Pro-forma invoices made people more aware of their consumptions Positive impact on people s safety, health, economic opportunities During plant design phase, a possible consumption increase was not taken into account Logistic issues for maintenance and spares due to isolated location Much simpler metering technology would be needed EGP technical competences are still required by local plant supervisors for plant O&M With ENEL data 13/18
Chad Target Smart Microgrid, Energy and Power Management System here Amdjarass is a village of 500 inhabitants located in the northeast of Chad (990 m.a.s.l.) 70 km from the border with Sudan. It is located in a desert and hilly region of Chad. This village is very isolated (over 50 km from any other villages) with very complicated road access. electricity supplied by two diesel groups only from 6 pm to 1 am 14/18
Chad Target President of Chad initiative Build a hybrid power system with wind turbines, diesel generators and battery storage, all interconnected through a grid of 15kV in order to create an isolated microgrid, able to provide continuous energy supply for the Amdjarass village Microgrid 4 x 275 kw Wind turbine (400 kwp) 2 x 250 KW Genset 3,3MWh battery Feed the village with Green power The project also includes the high voltage substation in order to distribute the power to the village located at 10km from the power production site. Final handover to local community The plant is stand alone (not connected to the national grid) providing to area inhabitants the availability of electricity 24 hours a day. 2015 2017 2017 2018 15/18
Chad Microgrid PMS & EMS Gen-set Battery & conversion (ESS & PCS) Wind Generators Load Peak Demand: 575 kw Site HV Substation 10km Village HV Substation 3300 kwh Lithium ion BESS 16/18
The energy and power management system has to control - The energy flux in the installation: Energy Management System (EMS) - The electrical generators of the installation: Balancing between the wind power production, the storage and the load Genset automatic start/stop operation and control mode (P or U control according to battery SOC) Voltage and frequency of high voltage grid (15kV) More short circuit current power available to ensure resiliency of the grid More resiliency thanks to the battery storage system in case of wind variation Quality of the electricity (Voltage control, flicker, harmonics,..) delivered to the consumers The Power Management System (PMS): Power regulation of the wind turbine Batteries charge / Discharge management and adjustment Storage SOC management 17/18
Chad Social Impact Health and Safety Pumping station working 24 hours a day (houses with running water) Houses air conditioning + fridges Hospital will be connected to the microgrid Decrease of the pollution from the former individual LV Genset Noise suppression of household's Gensets Opportunities Using of Green energy One hotel is going to be erected Connection of the school and administration offices Greater openness to the world through the purchase of TV 18/18
Chad Lessons Learnt Worked Well To Be Improved 24/7 electricity supply Reliability of REN + storage system The Gensets are now mainly used as a backup Logistic issues for maintenance and spares due to extreme remote area Need to improve for the maintenance staff, the knowledge on power electronics and control system Positive impact on people s safety, health, economic opportunities 19/18
