2017 Electric Vehicle Strategy Public Workshop

Outline Background EV Strategy Overview Next Steps

BACKGROUND

Background The City is committed to improving health and sustainability of the community through improved regional air quality and reduced GHG emissions that contribute to climate change General Plan Environmental Resources Goal 6.1 The City shall continue to collaborate with its State and regional partners to support rapid adoption of zero-emissions and low-emission vehicles, including standardizing infrastructure and regulations for public electric vehicle charging stations, streamlining the permit process for private electric vehicle charging stations (including home charging stations), developing guidelines and standards for dedicated and preferential parking for zero- and low-emissions vehicles (including charging stations for plug-in-electric vehicles, where necessary). General Plan Mobility Policy 1.5.5

Background City Fleet Sustainability Policy 30% alternative fuel goal EV Parking Program Sacramento Area PEV Collaborative

Current efforts

VW ZEV Investment $44 million secured for Green City initiative in Sacramento Electrify America, a subsidiary of VW, is leading the investment Source: Electrify America (06/29/2017). EV STRATEGY

Purpose Advance EVs and ZEVs in Sacramento Provides goals, targets, and actions Initiation by 2020 Full implementation by 2025

Role of EVs Move more people in fewer, cleaner vehicles Priorities for People Movement Walking and cycling Public transit Shared vehicles, taxis, commercial transit ZEV Opportunity Singleoccupant vehicles

Benefits of EVs Cleaner transportation Cheaper to operate and maintain Water Related, <1% Industrial, 1% Wastewater Treatment, 1% Waste, 6% City of Sacramento 2005 GHG Emissions Municipal Operations, 2% Residential Energy, 18% ~ 4.16 MMTCO 2 E* *MILLION METRIC TONS OF CARBON DIOXIDE EQUIVALENT On-Road Transportation, 48% Commercial and Industrial Energy, 24% Source : City of Sacramento (2012). Climate Action Plan.

Access and barriers EV Chargers in Disadvantaged and Low- Income Communities Approx. 430 chargers and ~2,000 EVs

Vision Establish Sacramento as the ZEV Green City Capital of California, with a robust ZEV system that provides significant improvements in local air quality, mobility, and access

Framework Topics: 1. Community charging and infrastructure 2. Electrify America Green City Initiative 3. Public Charging City facilities 4. Fleets 5. Economic development and innovation 6. Other programs, partnerships, and engagement Goals Performance Targets Actions

Example Performance Targets Metric Current Target Public or workplace chargers by 2020 - L2s, DCFC, and high power 430 2,200 DCFC - subset of total chargers above 7 100 HHs with EVs 1.2% 10% Annual City fleet light duty replacements to be ZEV 12% 50% by 2018 75% by 2020

To achieve these targets... 7 years to implement 20,000 new EVs by 2025 ~3,000 annual EV sales (11% of estimated annual car sales in Sacramento)

1. Community Charging and Infrastructure Support chargers expansion Foster new ZEV uses Public charging for those who need it most Source: http://www.berkeleyside.com/2016/09/22/curbsideelectric-vehicle-charging-stations-start-to-appear-in-berkeley

2. Electrify America Green City Initiative Engage stakeholders Support implementation New ZEV opportunities

3. Public Charging City Facilities Improve EV Parking Program Maximize benefits Obtain real-time EV charging data Interactive EV Parking Map www.cityofsacramento.org/ev
