American Recovery and Reinvestment Act (ARRA) The Energy Efficiency and Conservation Block Grant (EECBG) from the federal Department of Energy (FOA: DE-FOA-0000013) which is the DOE application that is due on June 25, 2009 The Federal Government passed a $787 billion stimulus package in February 2009, called the American Recovery and Reinvestment Act (ARRA). Solar Projects AB811 Solar Power Partners Energy Partner Programs Assembly Bill (AB) 811 allows local government entities to offer sustainable energy project loans to eligible property owners.
