American Recovery and Reinvestment Act (ARRA) The Energy Efficiency and Conservation Block Grant (EECBG) from the federal Department of Energy (FOA: DE-FOA-0000013) which is the DOE application that is due on June 25, 2009 The Federal Government passed a $787 billion stimulus package in February 2009, called the American Recovery and Reinvestment Act (ARRA). The ARRA includes $300 million in grant funds under the Diesel Emission Reduction Act (DERA) of 2009. A portion of these funds is targeted at the replacement of older trucks. Solar Projects AB811 Solar Power Partners Energy Partner Programs Assembly Bill (AB) 811 allows local government entities to offer sustainable energy project loans to eligible property owners. Through the creation of sustainable energy financing districts, property owners can finance renewable onsite generation installations and energy efficiency improvements through a voluntary assessment on their individual property tax bills. The assessment district approach adds a new and potentially powerful option to the clean energy finance landscape
