SREC-II Market Sectors A B C Managed Growth (MG) Market Sector Generation Units with a capacity <=25 kw, Solar Canopies, Emergency Power Generation Units, Community Shared Solar Generation Units, low or moderate income housing units. Building Mounted Generation Units, ground mounted Generation Units with a capacity > 25 kw with 67% or more of the electric output on an annual basis used by an on-site load. Generation Units on Landfills or Brownfields, or Generation Units with a capacity of <= 650 kw with less than 67% of the electrical output on an annual basis used by an on-site load. Unit that does not meet the criteria of Market Sector A, B, or C. Note: Factors fixed at time of SQA. DOER will review factors by 3/31/2016. Net metering capacity limits Net metering capacity is limited to a percentage of total electricity capacity required Limits are broken up by IOU territory and Public vs. Private designation 3 phase facilities under 25 kw and 10 kw single phase are not subject to net metering limits 13

Public vs. Private Net Metering Net metering capacity limits are split between Public and Private allocations Public Facilities owned by municipal or other governmental entity and the entity is assigned 100% of the net metering credits. Private Any facility that does not fall under the definition Public 14

Net metering and S.2214 Unitil and National Grid were maxed out for Public projects before passage of S.2214. All other IOU territories still had capacity, to a certain extent. Capacity limits can be found here: Mass ACA S.2214 passed on 7/31/2014, incrementally increasing the net metering limits from 3% to 5% for Public projects and 3% to 4% for Private projects S.2214 increases the aggregate capacity limit by approximately 330 MW to almost 1,000 MW 15

H.4185 (failed bill) H.4185 would have removed the net metering capacity limits and put in law Gov. Patrick s 1,600 MW by 2020 goal in exchange for: No managed growth restriction A min. electric bill for all ratepayers A reduction in the value of the net metering credit Limiting the size of behind-the-meter projects to 100% of the on-site load A shift from an SREC incentive to a declining block incentive 16

Net metering next steps Stakeholder task force to convene no later than 10/1/2014 Must submit report to the Telecommunications, Utilities and Energy (TUE) Committee by March 31, 2015 Will need to pass new net metering legislation to achieve 1,600 MW target 17
