Clean Trucks Program Ban 1988 model year trucks and older beginning October 1, 2008. Only trucks working for LMCs with Port-approved concessions allowed access $35 per TEU fee to fund replacement trucks Progressive ban on old, polluting trucks to cut air pollution 80% by 2012
Truck ban milestones October 1, 2008: All trucks Model Year 1988 and older will be banned January 1, 2010: All 1993 engines and older will be banned from Port terminals along with unretrofitted 1994-2003 engines January 1, 2012: All trucks that do not meet the 2007 federal clean truck standard will be banned from Port terminals
Concession Agreement Be a Licensed Motor Carrier Operate trucks consistent with Clean Trucks Program Tariff Adhere to truck routes specified by local and state authorities or the port Comply with safety and TWIC security requirements (enroll drivers at Terminal Island office, Pier S Ave. and New Dock St.)
Concession Agreement Tag vehicles with RFIDs to verify compliance Provide parking and maintenance plan Post a decal or placard on the vehicle with a phone number for the public to report concerns Make available health insurance such as Port s Healthy Drivers Program (1-800-985-8608)

Concession Application Simple, 3-page application Submit application and $250 fee Processing will take at least 30 days Submit no later than September 1 to assure approval by October 1
Concession Application Enter trucks and drivers in Port s Drayage Truck Registry (DTR) After Port approves application, sign and submit Concession Agreement After approval of Concession Agreement, you have 30 days to submit parking, maintenance plans and insurance documents, and pay $100 per truck annual registration fee
Clean Trucks Fee $35 per loaded TEU assessed to BCO (Beneficial Cargo Owner) No fee on containers shipped by train The fee to generate $1.6 billion to finance replacement trucks
Clean Trucks Fee Exemptions 100% exemption on cargo drayed by alternative-powered trucks not funded by Clean Trucks Program 50% exemption on cargo drayed by non- CTP-funded clean diesel trucks To qualify, non-ctp-funded clean trucks put into service after 10/1/08 must show that pre-2007 truck was scrapped
Non-container Trucks For terminals without RFID readers, an Alternative Compliance Plan is required. Dedicated use trucks are exempt (e.g., certain auto haulers, etc.)

Healthy Drivers Program LMCs are required to make available health insurance to drivers Port has created Healthy Drivers Program to help drivers find affordable insurance Blue Shield PPO, Health Net HMO, Patriot Health Mini Medical and Healthy Families Call 1-800-985-8608 and speak to English and Spanish-speaking representatives
Truck Replacement Financing Lease to Own Trade in and scrap old port drayage truck $500-$600 a month for diesel truck; $500- $1,000 a month for alternative fuel truck Pre-paid preventative maintenance At end of 7-year lease, pay 50% of balance to purchase
Financial Assistance Grant to Purchase Trade in and scrap old port drayage truck Grant covers up to 80% of new truck cost Retrofit Engine year 1994 to 2003 Call 1-888-KLN-TRUX (888-556-8789) to prescreen
