Immediate compliance Product availability Immediate installation Lower overall emissions VST ENVIRO-LOC Easy retrofit Processor location flexibility Low cost ownership 3
Immediate Compliance Step 1 Install VST EVR hanging hardware components TODAY: Hose Breakaway Nozzle Install all the VST EVR components at one time or install them incrementally as pre-evr components wear out. See CARB compatibility letter #07-09 dated 11-27-07 www.vsthose.com 4
Immediate Compliance Step 2 Install the remaining VST EVR equipment starting NOW through April 1, 2009. VST ECS Membrane Processor For specific regulatory details contact your local AQM. 5
Immediate Compliance Step 3 Install Veeder-Root ISD. For specific regulatory details contact your local AQM. ISD Deadline Throughput Deadline Less than 600,000 ISD not required Greater than 600,000 but less than 1.8 million Sept. 2010 Greater than 1.8 million Sept. 2009 6
Immediate Compliance When you install a VST EVR Total Balance System, you immediately meet the CARB regulations for system back pressure, including the installation of ISD flow meters and vapor shear valves. EVR Nozzle EVR Breakaway EVR Hose EVR Membrane Processor 7
Easy Retrofit VST curb and whip hose are large diameter (low back pressure), which provides maximum flexibility in retrofitting any balance dispenser. The VST front-end hardware will fit on any existing balance dispenser, so there s no need to modify a balance dispenser. The VST balance system does not trigger major modifications to the GDF; therefore, the components can be installed incrementally. 8
Easy Retrofit There are multiple mounting options for the VST ECS Membrane Processor, providing installation flexibility. ISD can be phased in at a later date. For specific regulatory details, contact your local AQM. Throughput Less than 600,000 ISD Deadline Deadline ISD not required Greater than 600,000 but less than 1.8 million Sept. 2010 Greater than 1.8 million Sept. 2009 9
Throughput VST s EVR equipment may be installed at facilities with gasoline throughputs greater than 600,000 gallons per year as long as an EVR Phase II system with ISD is installed by the ISD deadline. Go to www.vsthose.com to see CARB letter dated 12-11-07. For specific engineering details, see the Executive Order at www.vsthose.com. ISD Deadline Throughput Deadline Less than 600,000 ISD not required Greater than 600,000 but less than 1.8 million Sept. 2010 Greater than 1.8 million Sept. 2009 10
Low Cost of Ownership The VST EVR front-end hardware sill fit on any existing balance dispenser, so there s no need to modify a balance dispenser. The VST EVR balance system doe not trigger major modifications to the GDF; therefore, the components can be installed incrementally. Installing the system in stages allows you to better control your cash flow by spreading out compliance upgrade costs. 11
Low Cost of Ownership The VST hanging hardware system is a robust, but simple design, with no A/L monitoring so there are fewer alarms and therefore lower maintenance costs. VST will offer a high-quality, re-built nozzle program. There will be all news parts in the casting Same extended warranty as a new nozzle 12
Low Cost of Ownership The VST EVR Total Balance Solution does not require expensive vapor pumps: Eliminating initial equipment cost Eliminating installation cost Eliminating maintenance cost Eliminating replacement cost Eliminating energy cost ($200.00 per month to operate) Hanging hardware components are easily replaced by owner/operators, saving an expensive service call. 13
Low Cost of Ownership Membrane has an unlimited capacity for maintaining the UST pressure: No limit to the number of fueling positions Overcomes bad fuel drops Compensates for winter/summer fuel (change in Reid Vapor pressure) Manages barometric pressure fluctuations Eliminates vapor emissions created by UST temperature fluctuations The VST ECS Membrane Processor is very efficient and runs only minutes per day. Some days it doesn t run at all. 14
Processor Location Flexibility The processor can be mounted: On the ground On the roof On a canopy 15
Lower Overall Emissions Because the VST EVR balance system is so efficient, the GDF will experience lower overall emissions. CARB testing demonstrated the system to be >98.5% efficient. Nozzle spillage is 90% below CARB requirement. 16

CONTRACTORS 19
Contractors Who are they? VST permits only factory-trained Authorized Service Contractors (ASC s) to perform work on the VST EVR system. Where do I find them? VST ASC s may be found on the VST website at www.vsthose.com. 20
Contractor Training? If you want to become a VST ASC, go the VST website for a list of the locations throughout California who offer the training. Contractor training will begin January, 2008. 21
Existing Inventory VST recommends that distributors and users begin managing the inventory of their non-evr equipment by converting to EVR equipment as rapidly as possible. Reduce obsolete (pre-evr) inventory exposure. Pre-EVR components are permitted until April, 2009 or when EVR components become commercially available. Pre-EVR components lose value every day. 22
Warranty 15 months from date of shipment for: Hanging hardware (nozzles, hoses, breakaways) ECS membrane processor 23
