JAIPUR METRO A Brief Note on the Project Smt. Vasundhara Raje, Hon'ble Chief Minister, Rajasthan will inaugurate Jaipur Metro Rail Project (Phase 1A) on 03.06.2015. Shri Rajpal Singh Shekhawat, Hon'ble Minister, Urban Development & Housing, Government of Rajasthan will preside over the opening ceremony to be held at 11 AM at Mansarovar Metro Station. After the opening ceremony, Jaipur Metro will commence its regular operations on the same day 2 PM onwards from all its 9 Metro stations. Here is a project brief. 1. Background Jaipur Metro Rail Project has been planned keeping in view the urban transport demands of the city for the next many decades. Planned to provide an affordable and reliable system of public transport, the project intends to spur economic development of the city while preserving its rich heritage and culture. Thus, the launch of Jaipur Metro is a significant step in making Jaipur a smart city. The city of Jaipur had a population of 31 lakh in 2011, which is projected to grow to 81 lakh in 2031. Based on the traffic and transportation studies by M/s. Wilbur Smith and the DPR prepared by DMRC, Jaipur Metro Rail Project is planned to come up in phases, as indicated below:- Phase Length (kms) Cost (Rs. in crores) Phase I (1A + 1B) 12.07 3,149 Phase II 23.80 10,394 Created as SPV for implementing the project, Jaipur Metro Rail Corporation is a wholly owned company of the State Government. Currently the Central Government and the State Government are in the process of discussing and finalizing mutually agreed terms of converting this SPV into a JV of GoI and GoR. Meanwhile, entire funding of the project has been done by the State Government and its agencies. Page 1 of 10

2. Project Details For effective execution of the project in its initial stages, the total work of Phase-1 was divided into two parts: Phase-1A and Phase-1B. Work of Phase-IA from Mansarovar to Chandpole covering a length of 9.63 kms, including the technical and management consultancy, was awarded to DMRC on deposit terms. This is the Metro line that is getting flagged off on 3 rd June, 2015, and has been named as Pink Line, as it takes you to the Pink City. With an innovative and participative land acquisition mechanism set up for Jaipur Metro, the land acquisition has been very smooth and most expeditious. The Empowered Settlement Committee set up for the purpose worked out mutually agreed rehabilitation package for each and every project affected person. Because of speedy land acquisition and project implementation, there have been no cost over runs. Page 2 of 10

The project is fully funded by the State Government and its agencies, namely, Jaipur Development Authority, Rajasthan Housing Board and Rajasthan State Industrial Development & Investment Corporation Ltd. In terms of planning, Jaipur Metro is set to become a good example of multi-modal integration, as it is also connecting the Railway Station and the Inter-State Bus Terminal; and Metro feeder services are also being launched by JMRC. Civil structure of Jaipur Metro has many innovative and path breaking features, including a double-decked elevated corridor common for Metro & BRTS. Also, all the Metro stations are supported by a single row of piers to make the overall structure lighter and more open. As an effort to reduce energy consumption, the procured rolling stock uses regenerative braking system which in turn will lead to 30% energy saving. A rain water harvesting system has been built into the design, whereby entire length of the viaduct will act as catchment for the rain water harvesting structures created under alternate spans to recharge the ground water level. Provision has been made for free drinking water at all the Metro Stations. Upto 30% of Jaipur Metro's operation and maintenance staff, including train operators and station controllers, are women. Fare Structure An innovative fare structure, with differential fares for peak and offpeak hours, has been introduced. Fares have been fixed in multiples of Rs. 5 and a flat discount of Rs. 5 has been offered for off-peak hours. Automatic Fare Collection system has been installed to collect and manage the fare revenue. Upto 15% discount has been offered on Smart Cards to encourage their usage. These can be recharged using the website of Jaipur Metro or the Ticket Vending Machines installed at all Metro stations. Two types of Tourist Cards, One-day Tour Card and Three-day Tour Card, have been introduced, which can be used for unlimited number of trips during the day(s) of their validity. For details refer to Annexure-1. Security The responsibility of security of Jaipur Metro has been entrusted to Rajasthan Police. A strength of 789 police personnel has been sanctioned for security and policing of Jaipur Metro. Latest security equipments have been provided at all Metro Stations. Operation and Maintenance Operation and maintenance of the Metro will be handled by Jaipur Metro Rail Corporation with the help of 400 O&M staff directly recruited by JMRC and trained at DMRC Training Institute at New Delhi. DMRC will provide its technical resource support, wherever required. Emergency Management Jaipur Metro has taken various steps to ensure that at the time of emergency, all basic support systems are in place. A Standard Gauge self-propelled Rail-cum-Road Vehicle (RRV) and one four-wheeled Tower Wagon (SG self-propelled rail vehicle) is available. To take care of any medical help required during any accident/incident, Jaipur Metro has signed a MoU with well-equipped Metro Manas Arogya Sadan Heart Care & Multispecialty Hospital, Mansarovar to provide their emergency medical services during any incident. A MoU has also been signed with NHRM for 108 Ambulance services. Although Metro system is a failsafe system, still as a precautionary measure Jaipur Metro has, through New India Assurance Company Limited, put in place a free accident insurance scheme for its passengers, including visitors (i.e., non-passengers visiting Metro Stations). Feeder Services To provide the first and last mile connectivity and achieve multi-modal traffic integration, as also to enhance ridership of Metro, Jaipur Metro Rail Corporation has conceived and set up an innovative feeder service. JMRC invited bids from private sector to provide, own, operate and maintain smaller sized, four-wheeled and three-wheeled, vehicles that can operate within 10-12 kms and 5-6 kms periphery, respectively, of the Metro Stations. The company selected by JMRC will provide, own, maintain and operate 80 4-wheelers and 100 E-rickshaws, with no cost to JMRC. Instead, JMRC will be getting a licence fee from the operator. Having regard to the fares prevalent for other modes of public transport in Jaipur city, fare structure of Metro feeder services has been decided as under:- Tata Magic/Mahindra Maximo E-rickshaw Fixed fare of Rs. 10/- per passenger Fixed fare of Rs. 7/- per passenger. However, in the first 3 months, as an introductory offer, the fixed fare shall be Rs. 5/- only. All Metro feeder services shall start and terminate their journey at Metro stations only, with stops en route at convenient locations., Parking services Jaipur Metro Rail Corporation has provided parking facilities for passengers at most Metro Stations. The parking facilities have a total area of 24,000 sq. mtr., which can accommodate about 2500 vehicles (cycles, scooters and cars). Annexure-1 Fare Structure & Fare Products of Jaipur Metro The fare rates of Jaipur Metro are cheapest in comparison to any other mode of public transport in Jaipur city. The fare structure is easy to understand and use for a common man as the fare is charged by the number of stations travelled and in multiples of Rs.5/-. Jaipur Metro fare structure is also unique in comparison to other Metros as different fares have been fixed for peak and off-peak hours. Contactless Smart Token This token will be issued from Ticket Office and Ticket Machines at all the Metro stations for a single point-to-point journey. Page 8 of 10

2. Contactless Smart Cards 2.1 Daily Commuter Card: This card will be issued from the Customer Care Centre and/or Ticket Office at all the Metro stations. Main features of a typical Daily Commuter Smart Card are given below: Figures in Rs. At Metro stations, Metro card will be recharged through cash or a debit or credit card of any bank. 2.2 Combo Card: JMRC has already entered into a MoU with HDFC Bank and accordingly co-branded Combo Cards will be issued by HDFC Bank which will be used on Jaipur Metro system just like Daily Commuter Smart Cards issued by Jaipur Metro. 2.3 Tourist Card: There will be two types of Tourist Cards, one-day tour card and three-day tour card, as under: Amount in Rs.
