1 of 9 AVAILABILITY Available to all farms, residences, churches, educational facilities, and other commercial and industrial customers for area and protective lighting served directly from existing secondary distribution lines of the Company. Service hereunder shall be subject to the additional terms, conditions and adjustments set forth in Special Rules and Regulations on the Company governing application of this rate. CHARACTER OF SERVICE FOR COMPANY OWNED The monthly rates set forth below are applicable to the following service conditions: Standard, Floodlight and Off-Road Luminaires: Decorative Post Top, Shoebox, and Galleria Luminaires: Special Poles: The monthly rate is for a luminaire mounted on an existing wood pole and served directly from existing overhead distribution lines. The monthly rate also covers the luminaire maintenance and the replacement of lamps and photoelectric controls upon failure. The monthly rate is for the luminaire, the luminaire maintenance, and the replacement of lamps and photoelectric controls upon failure. The monthly rate is for the pole only. The poles are available for use with all Company-owned luminaires subject to luminaire/pole mounting compatibility. When the installation requires facilities not covered by the specific service conditions described above, an Additional Facilities Charge, computed as described below under the heading "Additional Facilities", will be added to the other applicable charges for the installation. Neither the Monthly Rate nor the Additional Facilities Charge covers the replacement of lamps, luminaires, poles, or conductors damaged or destroyed due to vandalism or willful abuse. Such replacements will be performed by the Company at the Customer's expense.

2 of 9 CHARACTER OF SERVICE FOR CUSTOMER OWNED The monthly rates set forth below covers the replacement of lamps and photoelectric controls upon routine failure. Lamps or photoelectric controls damaged or destroyed due to vandalism or willful abuse are not covered by the rate and will be replaced at the Customer's expense. Customer-owned equipment must be approved in advance as to serviceability and accessibility to be eligible for the Customer-owned FPL rate. The Customer is responsible for the installation of all equipment and the electrical distribution system for the lighting. The distribution system shall serve no other electrical loads except the lighting equipment eligible for this rate. The Customer is responsible for all maintenance other than the replacement of lamps and photoelectric controls. ADDITIONAL FACILITIES CHARGE When the installation requires facilities not covered by the specific service conditions described above for the type of lighting equipment being installed, an Additional Facilities Charge will be added to the other monthly charges. The Additional Facilities Charge will be applied monthly in an amount equal to 2.50% of the estimated cost of any additional facilities utilized, provided, however, that any such charge shall not be less than $1.00. PAYMENT Bills for service rendered hereunder are payable within ten (10) days from due date and if not paid within such period become delinquent and subject to charges as set forth in the Company's Rules and Regulations. CONTRACT PERIOD On any installation served under this rate, the Company may require a contract having an initial period of not less than two (2) years. After the initial term, this contract shall continue from month to month until terminated by either party. On Company-owned installations where five (5) or more poles are installed and supplied from overhead distribution lines or where outdoor lighting systems, regardless of number of poles, are installed and supplied from underground distribution lines, the Company shall require a contract having an initial period of not less than five (5) years. After the initial term, this contract shall continue from month to month until terminated by either party. On Customer-owned installations, the contract shall be for an initial term of one (1) year. After the initial term, this contract shall automatically renew from month to month until terminated

3 of 9 by either party. The Company may require an advance payment not to exceed one-half of the estimated revenue for the term of the contract on any installation served under this rate. MONTHLY KWH Monthly kwh, in order to apply the Energy Cost Recovery factor under Rate ECR, shall be determined in the following manner: Total wattage connected for all luminaires including ballast x 360 hours Monthly 1000 = kwh These kwh determinations shall also be used in applying kwh charges pursuant to Rate RSE and Rate CNP. The 360 hours used above in the equation above were calculated by taking the annual burn hours of 4,320 hours and dividing by 12 months. ENERGY COST RECOVERY The amount calculated at the above rate will be increased under the provision of the Company's Rate ECR (Energy Cost Recovery) by applying the effective Energy Cost Recovery Factor to the monthly kwh for the appropriate luminaire. RATE STABILIZATION AND EQUALIZATION Rate RSE (Rate Stabilization and Equalization Factor) is incorporated in this rate and will be applied to adjust (increase or decrease) kwh charges calculated hereunder. ADJUSTMENT FOR COMMERCIAL OPERATION OF CERTIFICATED NEW PLANT Rate CNP (Adjustment for Commercial Operation of Certificated New Plant) is incorporated in this rate and will be applied to increase kwh charges calculated hereunder. GENERAL The amount calculated at the above rate is subject to possible tax adjustments as set forth in Rate T (Tax Adjustment) and to rules and regulations approved or prescribed by the Alabama Public Service Commission, including any Special Rules and Regulations governing the application of this rate.
