Click to edit Master title style GHG EMISSIONS REDUCTIONS UPDATE ON DEVELOPMENTS @ IMO EU MRV REGULATION Dragos Rauta Technical Director
PROGRESS @ IMO POLITICAL ASPECT 1 IMO has decided to pursue additional regulatory development 2 Measures yet to be defined, i.e. - technical and operational only or - more, e.g. MBM? 3 IMO has adopted a ROAD MAP to develop IMO Strategy for GHG emissions reductions, - setting dates & sequence of developments - compatible with the IMO 3 steps approach: * data collection * data analysis * informed final decision on additional requirements
PROGRESS @ IMO POLITICAL ASPECT IMO ROAD MAP Start of negotiations July 2017 (MEPC 71) Adoption of Initial IMO Strategy Spring 2018 (MEPC 72) Step 1: ship data collection January-December 2019 Step 2: 2019 data analysis / 4 th IMO GHG Study 2020 (MEPC 76) Step 3: 2020 data analysis / 5 th IMO GHG Study - 2022 (MEPC 78) Adopt Revised IMO Strategy (2021 data analysis) 2023 (MEPC 80)
PARIS AGREEMENT Invites Parties to communicate their first nationally determined contribution (2018) Parties to the Paris Agreement shall undertake first global stocktake in 2023 and every five years thereafter. The outcome of the global stocktake shall inform Parties in updating and enhancing, in a nationally determined manner, their actions and support in accordance with the relevant provisions of this Agreement, as well as in enhancing international cooperation for climate action.
EUROPEAN UNION Monitoring, Reporting and Verification Regulation Emissions Trading Scheme Directive
ICAO GHG STRATEGY 1. Carbon Neutral Growth, i.e. total net emissions remains at 2020 measured level or lower 2. Aspirational Goal of 50% absolute reduction by the entire sector by 2050 (includes a clause of reviewing this aspirational goal by 2032 which means it can be changed) These goals will be achieved by emission reductions and through the Global MBM of ICAO named Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) http://www.icao.int/environmental-protection/pages/market-based-measures.aspx
ICAO GHG STRATEGY CORSIA is an Emission Trading Scheme (ETS) It will start on voluntary basis form 2021 It will become mandatory from 2027 The scope: keep the level of the emissions not higher than the levels to be recorded in 2020: - at sector level - at each airline level http://www.icao.int/environmental-protection/pages/a39_corsia_faq2.aspx
DEFINE POSITION: Actions and Reasons: (a) define targets/objectives RT submission for MEPC 71 (b) how to achieve objectives: (i) technical & operational; (ii) other measures? PROGRESS @ IMO SHIPPING INDUSTRY POLICY CHALLENGES indicate an unified and credible industry effort for the regulatory developments DEFINE STRATEGY: to best influence developments between July 2017 & March 2023 united industry position avoid Emission Trading Scheme is imposed on shipping avoid benchmarking of individual ships or of individual fleets define how the aspirational objectives can be achieved
INITIAL SUGGESTION BY ROUND TABLE TO IMO IMO may consider the following ASPIRATIONAL (provisional) OBJECTIVES Aspirational Objective 1 to maintain the sector's annual total CO 2 emissions below 2008 levels Aspirational Objective 2 to reduce CO 2 emissions per tonne-km, as an average across the sector, by at least 50% by 2050, compared to 2008 (a possible) Aspirational Objective 3 - to reduce international shipping s total annual CO 2 emissions by [an agreed] percentage by 2050, compared to 2008 All above should be subject to a progress review in 2033
