Confirmation of the minutes of 22 nd Meeting of WR Constituents regarding Connectivity & Long-Term Access applications in Western Region held on 3- -25 at NRPC, New Delhi Members may confirm the minutes of the 22 nd Meeting of WR Constituents regarding Connectivity & Long-term Access applications in Western Region. No comments on the MoM have been received. 2. Amendment in Detailed Procedure CERC has issued directions by amending the Detailed Procedure for treating long pending applications vide letter dated 7.2.26 and requested CTU to give wide publicity to the amendment for the information of all concerned (also available at CTU website also). The amended provision states that: 23.6 CTU shall not hold any LTA application in abeyance and process the applications within the timeline prescribed in Regulation 7 of the Connectivity Regulations. If any LTA applicant requests CTU in writing for deferment of consideration of its applications or does not participate in the LTA meetings despite being invited by CTU, the application shall not be further processed. CTU shall in such cases close the applications and return the bank guarantee. In respect of applications which are already pending with CTU on request of the applicants or for their non-participation in the LTA meetings, CTU may give a notice of 5 days in writing to the concerned LTA applicants about the closure of the application. If any applicant is willing to pursue his application the same shall be processed in the next LTA meeting. If the applicant seeks further deferment of extension of application or does not respond to the notice, CTU may proceed to close the applications and return the bank guarantee Members may kindly note the above. 3. AGENDA FOR INTER - REGIONAL (IR) LTA APPLICATIONS SEEKING POWER TRANSFER FROM WR TO NR The LTA to various customers with generation projects located in WR / ER / SR having beneficiaries in NR had been granted progressively with different transmission corridors which are presently under implementation and slated for commissioning progressively. Presently following major inter-regional links are in pipeline for commissioning :

Recently, there have been number of cases where LTA customers have approached CERC for relinquishment of LTA on account of various reasons including force majeure events. The Hon ble CERC has observed that pending decision on the various issues involved, the quantum of LTA proposed to be relinquished can be utilised for grant of LTA to other LTA applicants. The details of the relinquished capacity (as on date) involving transfer of LTA power from WR, ER & SR to NR through WR- NR Corridor are as below: Table-2 Sl. No. 3,4,5&7 above) takes WR NR path and about 2% of despatch directly flows to NR through ER 2

NR inter-regional links. Accordingly, 8% of NR LTA quantum from these generation projects in Odisha has been considered for power transfer over WR-NR corridor. Further, it is to mention that there are LTA applications from generation projects located in ER/WR/SR seeking transfer of power to NR which are presently under process. An exercise has been carried out to assess the reallocation of transmission capacity relinquished in WR-NR corridor by above LTA customers to applications under process and seeking power transfer through WR-NR. Based on direction of CERC, old application is being considered for grant of LTA. 3

Additionally, M/s RKM Powergen Ltd. has signed PPA of 35 MW with UP against their LTA of 2 MW on target basis to NR granted earlier. It is expected that RKM may apply for balance quantum. Thus, the relinquished capacity of about 9MW available with the commissioning of Jabalpur PS Orai 765kV corridor and Champa Kurukshetra phase II can be allotted to pending LTA applications. Accordingly, based on priority of new LTA applications, it is proposed to grant LTA to the following LTA Applicants with commissioning of Jabalpur PS Orai 765 kv corridor and Champa Kurukshetra HVDC Phase II : Table-4 Sl. The results of the load flow studies are tabulated below: Sl. implementation as Transmission System Strengthening in WR-NR Transmission Corridor For IPPs in Chhattisgarh. Details of both the schemes are as given below: Inter-Regional System Strengthening Scheme in WR and NR Part-B Jabalpur PS - Orai 765kV D/C line Orai - Aligarh 765kV D/C line Orai - Orai 4kV D/C (Quad) line LILO of one ckt of Satna - Gwalior 765kV 2xS/C line at Orai LILO of Agra - Meerut 765kV S/C at Aligarh LILO of Kanpur - Jhatikara 765kV S/C at Aligarh Transmission System Strengthening in WR-NR Transmission Corridor For IPPs in Chhattisgarh Up-gradation of ± 8kV, 3MW HVDC bipole between Champa PS Kurukshetra (NR) to 6MW Kurukshetra (NR) Jind 4kV D/c (Quad) Regarding LTA application of Barethi STPS of NTPC Ltd. at Sl. 7 of table 3, it may be mentioned that Barethi STPS is proposed to be connected directly with ISTS system of NR & WR and the LTA of the project is proposed to be granted along with its evacuation system. Regarding remaining applications listed in Table-3 (Sl. 8 to 5) above, following may be mentioned: In the 22 nd LTA / Connectivity meeting of WR constituents held on 3..25, it was decided to grant LTA to new LTA applications in WR with NR as target region on Vindhyachal Allahabad 765kV corridor subject to approval of the same in meeting of NR constituents. The scheme was discussed in 37 th Standing Committee Meeting of Power System Planning in Northern Region held on 2--26 wherein it was decided to review the scheme after considering concerns raised by UPPTCL. After further discussions with CEA & UPPTCL, it has been proposed to strengthen the WR - NR corridor by constructing Vindhyachal Varanasi 765 kv D/c line (along-with suitable reactive compensation) instead of earlier proposed Vindhyachal Allahabad 765kV corridor. Same has been proposed in the forthcoming Standing Committee Meeting of NR for concurrence of the constituents. In view of the above, it is proposed to grant LTA to following applicants with commissioning of Vindhyachal Varanasi 765 kv D/c line subsequent to approval of the link in standing committee meeting. 5

Upon approval of above link in standing committee meeting, the same shall be put to Emowered Committee. After recommendation from Empowered Committee, the link is expected to be commissioned in 49 months {4 months (CERC time schedule) + 9 months (time required for bidding process)}. Table-5 Sl. However, the same has been considered in studies in anticipation. System Studies have been carried out for above mentioned generation projects and it has been observed that all line loadings are within limits for power transfer from above generation projects in Western region to NR. Regarding LTA application of Srijan Energy System Private Ltd. at Sl. 6 of table 3, it may be mentioned that the high capacity Green energy corridor starting from Bhuj PS (WR) to Moga(NR) is under implementation for evacuation and dispersal of power from renewable generations coming up in Gujarat (especially Kutch complex) and Rajasthan. Accordingly, as the proposed project is a wind generation in Kutch area of Gujarat, LTA for power transfer to NR may be granted on the under implementation Bhuj Pool Banaskantha PS Chittorgarh 765kV D/c corridor. 4. Connectivity (6x66 MW) and LTA (4x66MW) Application of Barethi STPS of NTPC The subject application was discussed in the 22 nd LTA & Connectivity meeting of WR constituents held on 3--25 wherein it was decided that in view of uncertainty due to pending environment clearance and observation / suggestion of MPPTCL, the transmission system for connectivity and LTA for Barethi STPS shall be finalised in the next meeting after submission of proposal in this regard by MPPTCL. After considering proposals of MPPTCL received vide letter dated 2.2.26, revised system studies were conducted. As suggested by MPPTCL, a new substation in Chhatarpur area is being proposed in 4 th WR SCM as a system strengthening scheme in WR which shall also take care of power evacuation from Bijawar (5 MW) solar park. Regarding transmission system for connectivity and LTA for Barethi STPS, following system is proposed (Study results attached at Exhibit 5) subject to approval of the same in standing committee meetings of WR and NR: Transmission System for Connectivity: LILO of one ckt of Satna - Gwalior 765kV 2x S/c line at Barethi STPS (Approx. LILO length -3KM)* *One ckt of Satna - Gwalior 765kV 2x S/c line is already getting LILOed at Orai S/s. The proposal is to LILO other 765kV S/c line at Barethi STPS. Reactive Compensation: 24 MVAR Switchable Line Reactors at Barethi STPS end of Gwalior Barethi STPS 765kV S/c line (Approx Length: 225km.) (formed after LILO of one ckt of Satna - Gwalior 765kV 2x S/c line at Barethi STPS) 765kV bus reactor at Barethi STPS Switchyard: x24 MVAR Transmission System Strengthening for LTA: Barethi STPS - Orai 765kV D/c line (Approx Length: 8 Kms.) Orai Bareilly 765kV D/c line (Approx Length: 3 Kms.) Reactive Compensation: 2x24 MVAR switchable line reactor at Barethi end of Barethi STPS - Orai 765kV D/c 24 MVAR switchable line reactors at both ends of each circuit of Orai Bareilly 765kV D/c line (Approx Length: 3 Kms.) 7

765kV bus reactor at Barethi STPS Switchyard: x24 MVAR Out of the above, following scope of work shall be implemented by NTPC Ltd at Barethi STPS switchyard. 765kV line bays : 4 nos. ( 2 for LILO of one ckt of Satna Gwalior 765kV 2xS/c line & 2 for Barethi STPS Orai 765kV D/c line) 765kV bus reactor: 2x24 MVAR 765kV switchable line reactor: 3x24 MVAR (2 nos for Barethi STPS Orai 765kV D/c line and no for Barethi STPS Gwalior 765kV S/c line formed after LILO of one ckt of Satna Gwalior 765kV 2xS/c at Barethi STPS) Space for additional 4 nos. 765 kv line bays along with switchable line reactors may be kept as future provision Upon approval of above transmission system in standing committee meeting, the same shall be put to Emowered Committee. After recommendation from Empowered Committee, the transmission system is expected to be commissioned in 49 months {4 months (CERC time schedule) + 9 months (time required for bidding process)}. 5. Connectivity & LTA application for 75 MW by REWA Ultra Mega Solar (RUMS) Ltd. for development of Solar Park in Rewa, Madhya Pradesh The subject application was discussed in the 22 nd LTA & Connectivity meeting of WR constituents held on 3--25. The beneficiaries of the project are WR:45MW & NR:3MW. Since, power is to be transferred to NR, it was decided that LTA shall be granted to M/s RUMS Ltd. on the new proposed WR NR corridor after approval of the scheme in meeting of NR constituents. Transmission System for LTA: For transfer of power from M/s RUMS Ltd. to WR under LTA, following additional transmission system shall be required. Transmission System for LTA: Regarding power transfer under LTA within WR, it may be mentioned that existing and planned transmission infrastructure shall be sufficient to enable dispersal of power within WR. Regarding grant of LTA for 6 MW power transfer to SR, it may be mentioned that new interconnections between NEW grid and SR are under implementation and accordingly power transfer capacity towards SR is envisaged to increase progressively. Keeping in view the LTA applications received till date, it is proposed to grant LTA for transfer of 6 MW power from SESPL to SR with progressive enhancement of ATC with progressive commissioning of following links: Wardha Nizamabad 765 kv D/c line along with Nizambad Dichpally 4 kv D/c Line (HTLS) Nizamabad Hyderabad (Maheshwaram) 765kV D/c line along with associated 4 kv Transmission System. Same shall also be taken up for approval in Southern Region Standing Committee Meeting. 7. Connectivity Application of M/s Renew Power Ventures Pvt. Ltd. (4xMW) M/s Renew Power Ventures Pvt. Ltd. (RPVPL) has applied for grant of connectivity received in Apr 6. Connectivity & LTA application by Gujarat Power Corporation Limited (GPCL) Ltd. for Radhanesda Solar Park (7 MW) in Banaskantha, Gujarat 2

An ultra-mega solar Power park of 7 MW capacity is being developed by M/s Gujarat Power Corporation Limited, a Solar Power Park Developer (SPPD), in Banaskantha district of Gujarat. In line with the CERC regulatory requirement, MNRE has issued authorization to M/s GPCL, a Solar power Park Developer (SPPD), to apply for Connectivity/LTA for its 7 MW Banaskantha Solar Park in Gujarat. MNRE also authorized SPPD to undertake infrastructural activities including arrangement for connectivity on behalf of the solar power generators in the park. M/s GPCL vide letter dated 8.2.6 in-principally agreed to step up power upto 4kV at pooling station to set up within solar park. Subsequently, Connectivity & LTA application for 7 MW has been made by M/s Gujarat Power Corporation Ltd. Salient features of the application are as under: Table- Sl. Therefore, in order to evacuate and transfer power from above ultra mega solar power park (7 MW), a 4kV D/c interconnection between Solar Power Park and Banaskantha(PG) substation is proposed. Study Results with above proposed transmission system is enclosed at Exhibits-6-8. From the studies, it is observed that under n- contingency, loading on 4kV 3

Banaskanta Sankhari D/c is critical. However with bypassing of LILO for Vadavi (Ranchodpura) - Zerda (Kansari) line (at 4/22kV Sankhari (GETCO) substation), loading is in order. However, the issue is proposed to be deliberated in the Standing committee meeting of WR constituents. In view of the above, following interstate transmission system for connectivity & LTA is proposed : Transmission System for Connectivity: Banaskantha (Radhanesda) PS Banaskantha (PG) PS 4 kv D/c along with 2 nos. 4 kv line bays at Banaskantha (PG) PS (to be implemented by POWERGRID). 2 nos. 4 kv line bays at Banaskantha (Radhanesda) PS for Banaskantha (Radhanesda) PS Banaskantha (PG) PS 4 kv D/c line (to be constructed by GPCL) The connectivity of Banaskantha (Radhanesda) PS with the grid shall be established after the commissioning of above system and Bhuj PS Banaskantha PS Chittorgarh PS 765 kv D/c corridor including Banaskantha PS Sankhari (GETCO) & Chittorgarh PS Chittorgarh (RVPN) 4 kv interconnections being implemented by POWERGRID under Green Energy Corridor-ISTS scheme and expected to be commissioned by July 8. Transmission System for LTA: Regarding power transfer within WR, it may be mentioned that existing and planned transmission infrastructure shall be sufficient to enable dispersal of power within WR.. Long Term Access application of M/s Essel Saurya Urja Company of Rajasthan Ltd. M/s Essel Saurya Urja Company of Rajasthan Ltd. located at Phalodi & Pokharan in Rajasthan has been granted LTA in Standing Committee meeting of NR for 75 MW out of which 4 MW is to be consumed within NR and 35 MW is to be transferred from NR to WR. Regarding power transfer from NR to WR, it may be mentioned that existing and planned transmission infrastructure shall be sufficient to enable power transfer from the generation project to WR and power shall flow by displacement to WR. Accordingly, it is proposed to grant LTA for transfer of 35 MW from NR to WR.. Connectivity Application of Adani Green Energy Ltd. (AGEL) : 3 MW The subject application was discussed in the 22 nd LTA & Connectivity meeting of WR constituents held on 3--25 wherein connectivity of M/s AGEL to Sami (Adani) / 4

Banaskantha(PG) was proposed. M/s AGEL informed that Sami substation is around 5km from the project site whereas Banaskantha substation is more than 9km from the project. Accordingly, it would be preferable to connect to Sami (Adani) substation which is further connected to Dehgam S/s. M/s AGEL was requested to confirm about availability of land for development of 22kV level at Sami Switching Station. Subsequently, AGEL vide its letter ref: AGEL/PG/2226 dated 2.2.26 has informed that land is available at the Sami Switching Station for termination of 22kV line and installation of one no. 4/22kV ICT. As per extant planning criteria, The N- criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. Hence, following system is proposed for connectivity of the Solar power project with ISTS: AGEL - Sami (Adani) 22 kv D/c line x5 MVA, 4/22 kv ICT at Sami (Adani) substation In view of the short time line, it is proposed that AGEL shall construct the above transmission system. Members may discuss. 2. Request for enhancement in quantum of Connectivity granted to Surguja Power Private Limited (SPPL) for 4x5 MW power plant from 49MW to 55MW M/s Surguja Power Private Limited vide our letter no. C/CTU- Plg/ConlW/25//Surjuga dated 7-5-25 has been granted connectivity for 49 MW through following transmission system to be implemented by generation developer : SPPL Switchyard - Dharamjaygarh 4kV D/c line x25 MVAR 42 kv bus reactor at SPPL switchyard Subsequently, SPPL vide letter letter no. SPPUPG/622 5/2 dated 6.2.25 has requested for enhancement in quantum of connectivity from 49 MW granted vide intimation letter dated 7.5.5 to 55 MW. Since the connectivity line has adequate capacity to cater to the proposed connectivity quantum (55MW), it is proposed to enhance the connectivity quantum from 49 MW to 55 MW with the above mentioned system to be implemented by generation developer. 3. Revision in the LTA quantum of Chhattisgarh State Power Trading Company Ltd. (CSPTrdCL). 5

The matter was discussed in the 2 st and 22 nd LTA meetings held on 7-7-25 and 3--25 wherein CTU stated that if CSPTrdCL reduces the quantum of power availed from various generation projects, relinquishment charges in line with CERC regulations will apply and the same shall be incident on CSPTrdCL. In this regard, CSPTrdCL vide email dated 28--25 has intimated that they have decided to file a petition in CERC. However, it is understood that CSPTrdCL is yet to file the petition in the CERC. CSPTrdCL may update in this regard. 4. Closure of LTA Application of Heavy Water Board for 7 MW drawal from 44MW Kakrapar Atomic Power station (KAPS) in Gujarat LTA was granted to Heavy Water Board (HWB) vide our letter dated 9-2-22 for transfer 7 MW from Kakrapar Atomic Power station in Gujarat to Heavy Water Board s load at Thal in Maharashtra. However, HWB is yet to sign the Long term Access Agreement with POWERGRID and is also not attending Joint Coordination Committee meetings of WR. In view of the above, it is proposed to close the subject LTA application. 5. Closure of Connectivity and LTA Application of Pipavav Energy Pvt. Ltd. Connectivity as well as LTA for 2MW was granted to M/s Pipavav Energy Pvt. Ltd. (PEPL) vide intimations dated 4 th September, 2. Connectivity was granted with Pipavav TPS Pirana 4kV D/c (triple) line. LTA was granted for 2MW with following target beneficiaries: WR: 55MW, NR: 29MW and ER: 36MW. However, the PEPL is yet to sign requisite commercial agreements. PEPL is also not attending the JCC meetings and no progress has been reported till date. Hence, it is proposed to close the Connectivity and LTA applications of M/s Pipavav Energy Private Ltd. 6
