It s Not the Boxing Day Rally (FINAL) 2 Event Summary Welcome to the Ulster Automobile Club (UAC) It s Not the Boxing Day Rally, which will be run in accordance with Motor Sports Association (MSA) Regulations and with the protocol prepared by the Association of Northern Ireland (ANICC) Targa Rally Monitoring Panel. Start venue, Trailer Park location and Scrutiny venue will be advised in Final Instructions 1 which will be issued within one week of the event. The event will comprise of a number of timed Special Tests which will run on private property. Crews will be supplied with a Road Book containing tulip diagrams to navigate the route between Special Tests. Timing for Road Sections will be set to an easy schedule. A Special Test Book will also be supplied containing test diagrams and other relevant information. Tests have been designed on the basis of a 30mph average speed with measures such as stop boxes being used to ensure that bogey times are not beaten. Event Schedule: Entries open on publication of these Supplementary Regulations and close FINALLY at midnight on Tuesday 20 th December 2016. Please note that entries will not be taken over the Christmas period. Please endeavour to have your entries in well before this date so that any queries or adjustments can be made before the Christmas break. Final Instructions 1 will be sent out by email and posted on the UAC / ANICC websites The day of the event will be structured as follows: What s Happening Time Vehicle Scrutiny and Documentation Opens 07:00 Vehicle Scrutiny closes 08:30 Documentation Closes 09:00 Drivers Briefing 09:15 First car starts 09:31 Prize- giving 18:00 (approx) The entry fee for the event is 95.00, which includes breakfast for both crew members following sign- on. Road Section Insurance Cover has been arranged through JELF Insurance and is 20 per driver. Younger Competitors We have a couple of festive treats for our younger crew members. 1. You ll see in the insurance details that there may be a loading for drivers who are under 20. The Organising Team will pay any loading you may incur due to your young age. You will still need to let the Secretary know that you are under 20 so that the insurance company can calculate your loading, but we will then pay that age- related loading for you. (Note: If your co- driver is over 25 no loading applies) 2. For those under 18, the Event will pay your UAC Membership fee if you need to join the Club to compete. Please let us know you are under 18 so that we can arrange this. This applies to both crew members.

It s Not the Boxing Day Rally (FINAL) 3 Supplementary Regulations 1. The Ulster Automobile Club will organise a Clubman Permit Targa Rally on Tuesday 27th December 2016. 2. The meeting will be held under the General Regulations of the Motor Sports Association UK Ltd., (incorporating the provisions of the International Sporting Code of the FIA), these supplementary regulations and any written instructions that the organisers may issue for the event. 3. MSA Permit # TBA - applied for. 4. The event is open to all fully elected members of the UAC. All competitors must produce a valid membership card at documentation sign- on for the event. Membership will be available at sign- on for those who do not have 2016 UAC membership. Both crew members must be a member of the UAC. A competition licence is not required. The onus is on the competitor to produce proof of Club membership at sign- on as sign- on staff will not be in a position to confirm membership details. 5. The event is not a round of any ANICC Championship (however, results will count towards the Ulster Automobile Club Championship). 6. The programme of the meeting will be: Scrutineering and signing on starts at 07:00. Scrutineering will be on a first come, first served. Vehicle scrutiny MUST be carried out before Documentation sign- on can be completed. To facilitate a speedier sign- on process for everyone two sign- on desks will operate at documentation. Please check signage for details of which desk to go. Any competitor not signed on by 09:00 am may be excluded. This will enable entrants on the Reserve List to be offered the chance to take part. Drivers Briefing will be held at 09:15 with the first car starting at 09:31. 7. Cars will start at one minute intervals. The organisers will supply details of the route for the event. The event will contain navigation sections on the public road timed to an accuracy of one minute. To facilitate high entry numbers, crews will be split into two groups. Whilst all competitors will visit the same tests the same number of times, each group will receive slightly varying route and navigation information to facilitate timings on the day. 8. The event will consist of the following classes: Class Description 1 Master and Experts combined, Front Wheel Drive 2 Masters and Experts combined, Rear Wheel Drive 3 Semi Experts, Front Wheel Drive 4 Semi Experts, Rear Wheel Drive 5 Novices, Front Wheel Drive 6 Novices, Rear Wheel Drive Qualification Finished in the first three overall in a Targa Rally in the previous 12 months, or winning any event, except a Navigation Rally, promoted under an MSA or MI Permit Finished in the first three overall in a Targa Rally in the previous 12 months, or winning any event, except a Navigation Rally, promoted under an MSA or MI Permit All competitors not eligible for Classes 1, 2, 5 or 6 All competitors not eligible for Classes 1, 2, 5 or 6 No class wins in any event promoted under an MSA or MI Permit No class wins in any event promoted under an MSA or MI Permit

It s Not the Boxing Day Rally (FINAL) 4 9. Please note that all cars must comply with MSA Yearbook Section R18 (available on MSA website) 10. The organisers reserve the right to re- classify a competitor considered ineligible for a class and/or to amalgamate classes as required. 11. Every car must have been in series production and on general catalogued sale available from stock through normal retail dealer outlets in the UK or Ireland. In the case of compliance with R18 the onus is on the entrant to provide suitable documentation (e.g. workshop manual, homologation papers or manufacturers documentation) to verify specification and/or originality and/or equipment. 12. Every competing car must have been driven to the event, must be currently registered, taxed, insured, and where appropriate be in possession of a valid MOT or NCT certificate, each competitor must sign the declaration on the entry form to confirm this criteria is met. 13. Awards will be presented as follows: - 13.1. 1st Overall (two trophies) [Note: 1st Overall will forfeit any Class awards.] 13.2. 1st in Class (two trophies) 13.3. 2nd in Class (two trophies) (if more than 5 entries) 13.4. 3rd in Class (two trophies) (if 10 or more in class) Additional awards may be presented at the organiser s discretion. To be classified as a finisher, a crew must attempt all Special Tests and report to the final time control of the event, within their maximum permitted lateness with the car in which they started the event. (R15.2.2): In the event of a tie, the competitor who has completed the greater portion of the competition from the Start, including tests (if any), without penalty (or if both incurred penalty at the same point, with the lesser penalty) will be judged the winner. 14. The entry list opens on receipt of these regulations and closes finally at midnight on Tuesday 20 th December 2016. The entry fee is 95.00 (includes breakfast for both crew members). 15. The Secretary of the Meeting is Carol Kennedy. An online entry system is available and the links to it can be found on the UAC website (www.ulsterautomobileclub.com). It would be appreciated by the admin team if entries could be made using the online entry system. All entries must be made via the online system or on an official entry form (available from the UAC website) and accompanied by the appropriate fee. Cheques should be made payable to Ulster Automobile Club. The organisers reserve the right to refuse any entry. BT7 3EE. jenny.frater@hotmail.com, 07880 558731 16. The maximum entry for the meeting is 140. The minimum is 60. The minimum for any Class is 4. Should any of the minimum figures not be reached the organisers reserve the right to cancel the meeting or amalgamate Classes. Entries will be allocated on a first come first served basis, and acceptance of entries will be at the discretion on the organisers. Entry fee may be refunded to any entrant who notifies the organisers in writing or e- mail of their withdrawal before Tuesday 20 th December. Entries cancelled may be refunded, less a handling charge set at the organisers discretion.

Interim results will be posted and Provisional final results will be published as soon as possible after the finish of the event on the official notice board at rally HQ. 19. Any protest must be lodged in accordance with MSA ref C5.1.2 20. Entrants will be supplied with route instructions and time cards at the start of the event. These documents will provide all the information necessary to enable competitors to comply with R14.1 21. Timing on special tests will be by handheld stopwatches or synchronised clocks to the nearest second. Drivers will be advised at each Test whether to start when ready or be counted down to a starting signal. If counted down, drivers will be advised 10 seconds. 5,4,3,2,1,Go. Cars will start in numerical order at one minute intervals. 22. The entry list will be seeded as follows: 22.1. All fully complete and paid entries at the closing date will be seeded first. 22.2. Following this, any incomplete and/or unpaid entries will be seeded next. 22.3. A reserve list may be drawn up and in this case details will be in Final Instructions. 23. Competitors will be identified by numbers which will be supplied by the organisers. 24. Competing cars must comply with MSA technical regulations. The organisers would like to draw your attention to the following points: All cars must carry a small spill kit (R18.6.5). Cars are not permitted to carry any advertising Cars are not permitted to carry any in- car cameras or film any special tests. All cars must be taxed and MOT/NCT d where appropriate (MOT/NCT certificate must be present at scrutiny) No 4wd cars permitted. Cars must comply with noise regulations (R4.1) Forced induction cars up to 1500cc complying with R18.2.5 are permited.

It s Not the Boxing Day Rally (FINAL) 6 Tyres must be road legal. Due to the nature of some lanes used on this event, gravel/off road type tyres will NOT be permitted, to avoid damage to surfaces. Mobile telephones are permitted to be carried (R7.2.3) however they must not be used on Special Tests, or to communicate any information about Special Tests, except in an emergency. 25. The use of intercoms, the carrying of spare fuel cans and the use of in car cameras are prohibited, the penalty being exclusion for competitors found in possession of, or using, any of the listed items. 26. Seat belts, where fitted to the car, must be worn during all Driving Tests. Failure to do so may be penalised as failure to follow the instructions of an official. 27. Final instructions will be sent out by email no later than Friday 23 rd December. These will advise of details of scrutiny, final event timetable, seeding, classes, total event mileage as well as any changes or clarifications to the Supplementary Regulations and other event details. To this end make sure your e- mail details are readable and correct, the organisers cannot be held responsible for non- receipt of e- mail communication. 28. The tests will comprise of 80% sealed / 20% loose surfaced roads, all of which are easily passable in a standard road car. Fuel will be available during the event, (petrol stations are available on route) however competitors are advised to carry enough fuel for the duration of the event, which will be approximately 90 Miles. Total mileage will be notified in final instructions. 29. Penalties are as printed below. Performance will be assessed by a time penalty system. SPECIAL TESTS Special tests will be run in accordance with R10.6 Achieving a time on a special test which is less than the Bogey time Achieving a time on a special test which is over the Bogey and under the Target Time Achieving a time over the Target Time Jump start Striking a cone/marker (including any element of a chicane) Failing to stop astride a line including finish line Taking a wrong route/failing to compete a test Making no attempt to stop astride finish line Bogey Time Actual Time Target Time 20 seconds 5 seconds/item 10 seconds Target Time Exclusion Stop & Collect. On certain tests, competitors must stop and collect an item from an official. This same item must be presented to an official at a hand back point which may be the end of the test. Any competitor failing to present the correct item to the official at the Stop point will be excluded from the event. The stop point will be marked on the test diagram and marked by a SB Board, tape and white lines. The item will be provided by the organisers. Stop & Go. On certain tests, competitors must come to a complete halt astride a marked line, before resuming the test. The marshal manning these points may not be readily visible, but they will be able to monitor competitors. These points will be marked on the test diagram and marked by downward facing arrows on both sides of the test.

Further breaches of (h). Breaches of Regulations detailed in MSA Yearbook, Section C 30. All other general regulations of the MSA apply as written except for the following which are modified: Controls will open 15 minutes before the due time of the first car and will close 15 minutes after the due time of the last car. The closing time may be altered should an official delay occur. 31. Miscellaneous 31.1. Schedule timing will be used on this event. 31.2. The organisers will establish checks for the purpose of observing maintenance of a set speed and/or time schedule and/or route. 31.3. Named Driving Standard Observers may be appointed to observe facts in accordance with R8.3-8.4 31.4. The onus is on the competitors to ensure that the time card is clearly and correctly marked by all officials.

To be classified as a finisher, a competitor must have attempted all of the observed sections (Special Tests) and arrive at the final control within their maximum lateness. 32.2. The Damage Declaration must be completed at the finish and if not a finisher, must be forwarded to the secretary of the meeting within 72 hours of the finish of the event. 32.3. In the Special tests, timing will start when the vehicle is released from the start control by the start marshal and finish when the front wheels cross the stop line and not when the car stops. The car must stop astride the finish line. 33. Insurance The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be 20.00. All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership s Declaration: - I do not have the Third Party Road Section extension on my current Motor Insurance. I am aged 20 or over. I have had no more than 1 fault claim in the last three years I have no more than maximum of 6 conviction points on my UK driving licence I have the appropriate competition/club membership licence as well as a UK/EU driving licence and if my licence is provisional I will be supervised by an adult over 25. I have no physical or mental disabilities I have no other material facts to disclose Anyone aged less than 20 years old will also be accepted at the same price should their co- driver be a more senior member of their family or over 25. If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the Event Secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued.
