Volume 22 May 2008 TC155 Times TC 155 Plastics piping systems and ducting systems - meets in Limassol, Cyprus The 43 rd meeting was held in Limassol, Cyprus on 7 th to 8 th May A total of approx. 50 delegates and officers from 16 Member countries attended the meeting. The TEPPFA liaison was provided by T Meijering The UK delegation comprised Alastair Walmsley, who is also the Convenor of WG 20, Steve Beech, who is also Convenor of WG 12 and Bob March (for GRP). The Plenary was divided into five sessions: Non-pressure, General matters relating to Pressure and Non Pressure, Pressure, Liaison reports and matters relating to Harmonisation. Some guidance to CEN procedures is included at the end of this report. Page Subject 1-2 Non-pressure 2-3 General matters 3 Pressure 3-4 Liaison reports 4-5 Harmonisation 5-6 CEN procedures Non pressure New work item proposal for infiltration systems - a request for a new work item for infiltration systems was made. It was agreed that the Netherlands would prepare a proposal for discussion at the next meeting. Thermoplastic and thermosets to be covered.uk offered to work with NL to prepare scoping document. WG 6 (now merged with WG 7) PVC-U soil and waste and drains and sewers. EN 1401 (PVC-U non-pressure drains and sewers) Parts 1 and 2 under revision. Both documents failed Formal vote. The main objection was the inclusion of multilayer pipes. The drafts have been amended and are under preparation for second Formal Vote with no reference to multilayer pipe. Part 2 (Assessment of Conformity) will hold until work of WG 21 is complete. ISO/TC138/SC5 have been asked to find an alternative to the dichloromethane test. WG 9 (now merged with WGs 10 and 11) - non-pvc soil and waste and drains and sewers. 1852-1 (PP non-pressure drains and sewers - Specification) revision (requirement for minimum wall thickness for different ring stiffness classes) failed CEN enquiry. WG 10 have agreed a compromise on wall thicknesses and sent document out for second one month enquiry. Part 2 (Assessment of Conformity) passed UAP. 14758-1 (PP-MD non-pressure underground drainage and sewerage - Specification) amendment to align with other standards with regard to low temp. impact strength will come out for UAP shortly. WG 13 - Structured Wall Systems PrEN 13476 PVC-U, PP and PE Parts 1, 2 and 3 published. Part 4 (Assessment of Conformity) passed FV but awaiting approval to publish with changes passed. An amendment to Part 3 requested regarding integral spigot design. WG 15 - Rainwater WG 15 has been disbanded with the completion of its work. GUTTERS and RW Pipes are not subject to the CPD and therefore will not be subject to CE marking. 2 TC155 Times WG 20 - Ancillaries non pressure EN 13598-1 (Underground ancillaries including shallow inspection Chambers) - published. pren 13598-2 (Deep Chambers and manholes) will be out for Formal Vote shortly. pren 15229 (harmonised standard) see section on Harmonisation. EN 14982 (test method for ring stiffness of riser shafts) amendment requested to replace the equation for ring stiffness with an undated reference to EN ISO 9969. AHG 45 Durability of nonpressure pipes. AHG 45 has been unable to obtain funding to progress its work. Agreed to summarise work and perhaps close down the group. However, sustainability of pipes as a subject for further work has been launched by TEPPFA. The proposal will be studied to see if this group can assist on durability aspects. AHG 46 - Harmonisation non-agricultural land drainage piping for construction sites. The draft is on hold awaiting the outcome of the major harmonised standards. Ducting Systems - Underground This work has been transferred out of TC 155 WG 22 and given to the new CEN / CENELEC JWG. Existing documents considered and will be written into new documents. Numbers will be published under CENELEC system and therefore will change. Page 2 of 6 No activity since last meeting except an attempt to establish membership. A questionnaire regarding the future of the group to be circulated. General Results of review enquiries The results of the latest periodical review enquiries was published. Test methods which have been or are in the process of being replaced by EN ISO test methods will be confirmed but replaced when the system standards referring to them have been updated. WG1 Installation ENV 1046 (recommended practice for installation above and below ground) to be updated and revised. WG 14 GRP associated projects pren 14636-1(PRC pipe) out for second Formal Vote shortly. pren 14636-2 (PRC manholes) under preparation for second Formal Vote. pren 15383 (GRP manholes and inspection chambers) under preparation for second CEN enquiry. Abrasion test method passed CEN enquiry. WG 17 renovation Work to introduce Annex ZAs underway. Being held up by CEN Management Centre. New work item started to revise EN 13689 (Guidance on the classification and design of plastics piping systems for renovation). WG 21 assessment Aim of WG is to develop a template for Assessment of Conformity to form basis for revision of Part 7s (as these are TSs in the future they will have to be withdrawn or made into full standards). The future status of Part 7s is under discussion. It is thought they should not be ENs but converted to Technical Reports (CEN/TR). A draft model standard will be available soon. WG 25 recycling CEN/TS 14541 published. WG disbanded. AHG 40 Structural design CEN/TS 15223 (structural design of buried pipelines) published. AHG 44 test methods AHG dormant. However ISO TC 138/SC1 has requested conversion of EN test methods to EN ISOs. This process is underway. AHG 47 wall construction definitions Draft CEN/TR 27165 has been redrafted and will come out for parallel voting. AHG 48 external standardization support and coordination

3 TC155 Times AHG was set up to monitor the activities of TC 165. First meeting being arranged. Pressure EAS/Mandate M/136 (water intended for human consumption) and AHG 37 Effectively the EAS is dead, it may be partly resurrected in the future. New regulations for construction products are being developed. CPD to be withdrawn and replaced by a mandatory CPR (Construction Products Regulation) which will be applicable to all Europe. A revision of the Drinking Water Directive article 10 is being discussed but will not take place before the end of 2009. So the idea of the Commission is now to develop a scheme within the context of the CPR and to leave responsibility within the Member States but restricting them to use of the TC 164 WG3 test methods and some convergence of requirements. It is unlikely that a common positive list would be agreed. A report issued by the 4Member States Regulators (UK, Germany, France, The Netherlands) promotes unified rules and regulations. Harmonisation and revision to deal with lack of reliability and reproducibility is required. Experts Group-CPDW requires contribution of other countries not just 4MS. Target end 2009 to have some harmonisation but the EAS as intended will never exist. DG Enterprise has not taken any decision to progress in this way. Test methods of TC 164/WG3 are very important and the industry needs to ensure that these are realistic. TEPPFA are working hard on this issue. Page 3 of 6 WG 8 PVC-U (solid wall) pressure. The revision of EN 1452 (PVC-U, drinking water, pressure) Parts 1 to 5 is under preparation for CEN enquiry and ISO/DIS vote. WG 8 will simplify PVC-U pressure standards as follows: - Merge with ISO 4422 series but keep 1452 number ISO are holding the number 1452 which will reduce any costs involved with marking WG will come up with a proposal to limit marking changes. - agreed at meeting. Merge EN 1452 with EN 1456 Parts 1 and 2 (PVC-U, sewer, pressure). Part 3 (fittings) to also be merged with ISO 264, ISO 2045 and ISO 2048. Part 4 (valves) to also be merged with EN ISO 16135-39 and EN ISO 21787. WG 12 PE, PP (solid wall) pressure ( now includes WG 19 gas). EN 12201 - Plastics piping systems for water supply - Polyethylene (PE) Parts 1 to 5 and 7 published. EN 13244 - PE Plastics piping systems for all pressure applications other than potable water Parts 1 to 5 and 7 published. EN 1555 - Plastics piping systems for the supply of gaseous fuels Parts 1 to 5 and 7 published. Parts 1 to 5 under revision. Comments are required from valve manufacturers regarding Part 4. WG16 Hot and cold water applications. See report of ISO TC/138 SC2. Revision EN ISO 15877 under preparation for final vote. All EN ISO hot and cold documents review voting due 19 th September. ISO 22391 (PE-RT) to be converted to EN ISO under ISO lead. Liaison CEN/TC 164 Water Supply This TC prepares test methods for materials in contact with drinking water and standards for installations inside and outside buildings conveying water for human consumption. A full report is available on request. Revision of EN 12873-1 (migration) to start. New work item proposes on modelling of migration. CEN/TC 165 Waste water engineering. EN 1433 (Drainage Channels) to be revised to include plastic materials. Revision EN 476 (general requirements for pipes) under preparation for CEN enquiry. Revision EN 124 (gully and manhole tops) plastics still battling to get reasonable requirements. A group dealing with the comments generated in respect of plastics has been formed. EN 1253 (roof outlets and internal gullies) to be revised to include an annex Z for CE marking.

4 TC155 Times Structural design of buried pipelines concern has been raised regarding the TC/155 document CEN/TS 15223 (Validated design parameters of buried thermoplastics piping systems) and contradictions with TR EN 1295-2 (Structural design of buried pipelines under various conditions of loading. Part 2 - Summary of national methods of design). Withdrawal of TR EN 1295-2 is under consideration. EN 13508-1 (Condition of Drain and Sewers Systems Outside Buildings. Part 1: General Requirements for Evaluation) under revision. IS0/TC 138 International Committee for Plastics pipes, fittings and valves for the transport of fluids. 138/SC1 non-pressure ISO/DIS 21138 (non-pressure structured wall ) all parts published. Documents on manholes and inspection chambers being prepared based on EN 13598. 138/SC2 water Hot and cold ISO 15874 Part 3 (PP) under amendment to harmonise heated socket length. CEN lead. ISO 15877 series (PVC-C) under revision. CEN lead. ISO 22391 series (PE-RT) under revison to include type 2. Ready for DIS vote and parallel CEN enquiry. Irrigation ISO 8779 (Irrigation laterals ) out for DIS vote. PVC water supply Page 4 of 6 ISO/TR 4191 (Code of Practice) under revision to include PVC-O, ENV 1452-6 and 1456-1. ISO 4422 series (PVC-U water specification) under revision to merge with EN 1452 series. PE water supply ISO 3663 (PE pipes Dimensions of Flanges) will be withdrawn. Multilayer piping systems ISO 21003 series (inside buildings) out for FDIS. An additional Part 7 (Assessment of Conformity developed under CEN lead. ISO 21004 (outside buildings) published November 2006. Reinforced PO piping systems ISO 29561 (Glass fibre reinforced PE for water supply) Parts 1 and 2 out for CD vote. 138/SC4 Gas supply Gas standards are published for PE, PE-X, PVC-HI, PA and multilayer pipe. SC4/WG1 with the help of 138/SC2 are working on standards for mechanical fittings. This will have implications for EN standards referencing mechanical fittings. ISO/DIS 21307 (buttfusion procedures) out for FDIS shortly. 138/SC5 Test methods WG for mechanical fittings started. Systematic review of standards in ISO is every 3 years but every 5 years in CEN. This causes a problem for EN ISO standads under discussion. 138/SC5/AHG Stiffness EN ISO 9969 (ring stiffness)- published. EN ISO 9967 (creep ratio) published. ISO/CD 13967 (stiffness of fittings) under preparation for parallel vote. Harmonisation The Commission has decided to press ahead with a regulation to replace the existing Directive. The draft Regulation is expected by the end of May at latest. The CEN consultant for the harmonised standards has not had his contract renewed by CEN and has not been replaced. This is causing problems with progress for all the harmonised standards. Task Group 1 Soil and waste EN 15012 The standard has been published but a complaint has been lodged by Germany. Germany does not agree with cluster harmonised standards unless they are material specific e.g. by cross reference to a product EN, and does not agree with the specification of the fire test. Task Group 3 Pressure water EN 15014 The standard has been published but complaints lodged by Germany and The Netherlands. The Netherlands objection is based on their geographical circumstances requiring additional testing. Task Group 4 Hot and cold EN 15015 The standard has been published but complaint lodged by Germany. The complaints will be dealt with by the Standing Committee, hopefully during May 2008. The standards have not yet been published in the Official Journal and therefore cannot be implemented.

5 TC155 Times Task Group 2 Buried non pressure pren 15013 This document failed FV. The UK objected that highway drainage was not specifically excluded. The UK has agreed wording which is acceptable to the. When a new consultant is appointed the future of the amended standard will be discussed. pren 15229 (Harmonised standard for manholes and inspection chambers) the requirement by the CEN consultant that the internet option be removed has permanently stalled the progress of the document. Discussions with the Commission have now opened the way forward but the document will not go out for vote until the situation regarding Consultants has been advised. Mandate M/366 Dangerous Substances TC 351(Construction Products: Release of Dangerous substances) has commenced work. Malcolm Booth was acting as TC/155 liaison but has now retired. A new liaison is being sought. Malcolm s last report is available on the extranet as 2008/3636. The Indicative List and any notified Regulations could have implications for pipe standards but currently there are too many uncertainties in the proposed procedures to begin to amend the hens. Could be another EAS! Future meetings ISO TC 138 Plenary and SC meetings - 27 th 31 st October 2008 Rome Page 5 of 6 CEN TC 155 Plenary 15 th and 16 th October, Marseille. CEN Procedures TC Doc. This indicates that the standard is at a very early stage in its development. It is still in the hands of the WG or AHG and is not sufficiently advanced to proceed to the next stage. pren This is the stage of the CEN inquiry where the docs should be available in three languages English, French and German. The docs are sent out to all CEN members and are subjected to an enquiry. It is then up to the Convenor to decide if the WG can take into account the comments made and if so the revised documents will be sent to the formal vote. Formal Vote The documents are issued by CEN for the Formal Vote, which is taken on a weighted vote basis. Editorial comments only allowed. UAP The document does not come out for enquiry but goes straight to Formal vote. Editorial and technical comments allowed. If the documents pass the Formal Vote/UAP then the Member Bodies are obliged to withdraw any conflicting national standards within 6 months. The term conflicting National standards is very loose and only refers to standards produced by the CEN member Body Every EN can have a National Foreword, which gives guidance from the National viewpoint. These are drafted at pren stage. Structure of ENs For the Non pressure EN s the following Part numbers indicate: Part 1 The actual standard for pipes and fittings. Part 2 Guide to the Assessment of conformity PUBLISHED AS A TS. Part 3 Guide to installation practice and PUBLISHED AS A TS For the pressure ENs the following Part Numbers indicate: Part 1 General requirements Part 2 Pipes Part 3 Fittings Part 4 Valves (if required) Part 5 Fitness for purpose Part 6 Installation practice WILL BE PUBLISHED AS A TS. (Except for GAS see EN 1555). Part 7 Guide to the Assessment of conformity WILL BE PUBLISHED AS A TS. TS and ENV TC 155 decided to use the ENV for all Parts 2 and 3 nonpressure and Parts 6 and 7 pressure. The ENV had a life of 2 years and then could be extended by TC decision every 2 years. An ENV was approved for issue by a TC decision. The ENVs followed the TC enquiry and pren procedure. Once the pren was approved the TC had to pass a resolution approving the

6 TC155 Times document for publication as an ENV. The ENV is a voluntary document and as such the national codes of practice or other National standards / codes DO NOT have to be withdrawn. In the UK implementation of an ENV was by "DD ENV 12345" but for a PD the numbering would be "PD 56789" (using the next available number from the BSI series of PD numbers, over "ENV 12345") i.e. dual numbering format instead of a prefix numbering format. DD means "Draft for Development" PD means "Published Document" Both have the same status CEN have now agreed to publish new types of standards which replaces the ENVs. ENVs have now been replaced by CEN TS (Technical Specifications). As ENVs are reviewed they will be published either as Full ENs or as CEN /TS. CEN TS are approved and published in the same way as the former ENV.
