(I) INTRODUCTION: Power Line Carrier Communication (PLCC) System is being used by Gujarat Energy Transmission Corporation Ltd. for Speech, Data, Protection and Teleprinter signal transmission purpose throughout the Gujarat Energy Transmission Corporation Ltd. PLCC link pass through all power stations - 400KV, 220KV, and 132KV Sub stations. State Load Dispatch Centre of Gujarat State, carryout load management of the power system of GETCO as well as it deals with interconnected operation with Western and National Grid which purely depends on PLCC System. Therefore, PLCC System must work satisfactorily round the clock without any breakdown. When Grid collapses, AC Power is not available anywhere in the State. It is complicated task to revive the Grid. PLCC System must work satisfactorily under these circumstances without any failure, so that Grid can be revived by using speech, data, TP and control links. When AC supply is not available, PLCC system has to work on 50 V DC battery. If 50V battery fails, PLCC system will fail and entire State or a large area will be in total darkness for a long time after the system collapse. Reviving of the system will be delayed. This will result into heavy losses. The critical application of 50V battery for a very long duration is described as above. Therefore, all the bidder shall offer highly reliable and proven batteries. (II) SPECIFICATIONS : The battery shall generally meet the following requirements. Construction : The batteries shall confirm to IS 1651/1991. The batteries shall have low maintenance feature. The specifications provides for design, manufacture, and testing at works and supply of stationary 50V battery sets of different AH rating given in Statement-'A' (at 10 Hr. rate of discharge to an end voltage of 1.85V/Cell at 27 Deg.C) in double tire, double row low maintenance Lead Acid Battery Cells consisting of 25 Nos. manufactured as per Indian / International Standards. The cell shall withstand a charging voltage of 2.65 volts to 2.70 volts during boost charging. The battery shall have tubular positive plate having high mechanical strength & porosity. The active material of positive plate shall be encapsulated in a one piece, multitude woven gauntlet of acid resistant Terylene. The construction of positive plate shall be such that active material is not displaced and allows free access of electrolyte for instant and unimpeded chemical reaction. It will withstand high stress of contraction and expansion of the active material during charge and discharge. The antimony lead selenium alloy content shall be restricted to minimum value and shall be less than 2% in + ve plate. There will be minimum voltage drop across the battery terminals. The negative plates shall be pasted type matching with positive plates. The design of the plates shall be such that it is firmly placed in the cell. The separators shall be of Micro porous PVC giving maximum porosity for free movement of electrolyte, low electrical resistance, forming a permanent insulation between plates. The cell container shall be closed type made of hard rubber. The containers shall be well designed to take care of heat generated due to chemical reaction, stresses of expansion and contraction as well as changes in temperature. The terminals of the cells shall be of generous cross section suitable for bolted connection. Each battery cell shall have positive and negative terminals for intercell connectivity and there shall be two nos. of negative & positive terminals each per cell. These terminals shall be connected with adjacent cell by intercell connectors with an arrangement of two nos. of connecting strips from each negative/positive terminal to positive/negative terminals of adjacent cell. The intercell connectors shall be lead plated copper suitably over rated for taking care of high current duties of charge discharge cycle. All nuts and bolts shall be lead plated MS for protection against sulphation. The vents plugs shall be micro porous type & shall return acid spray and allow free exist of only gasses generated during normal working. Suitable level indicators shall be provided for indicating level of electrolyte in the cell. The battery shall be supplied in uncharged dry condition. (III) SCOPE OF SUPPLY : (1) 25 Nos. Battery Cells. (2) Digital Voltmeter suitable for measurement of Battery Cell voltage and total terminal voltage of the battery. (3) Battery stand made up of fibre reinforce polymer (FRP) sintex make (Heavy duty suitable to take weight of battery cells to avoid bending & irruption of stand) with cell number engrave or stick on it. (4) Electrolyte solution in drums with 10% Extra quantity. (5) Other accessories like Hydrometer with stand, Funnel, Jug, Hand Gloves, Gumshoes etc. (IV) PREQUALIFICATION REQUIREMENTS : 1. The bidder shall be Manufacturer of the Lead Acid Battery Offered. Offers from traders shall not be considered. The offered Battery Set should have been designed, manufactured and tested as per relevant IS/IEC Standards with latest amendments. 2. The bidder should indicate manufacturing capacity by submitting fresh certificate of a Chartered Engineer (CE). 3. Lead Acid Battery proposed to be supplied by bidder of similar or higher rating shall be in service for a minimum period of Five (5) years. The Satisfactory performance certificate of corporate office of respective utilities should be submitted. 4. The bidder should clearly indicate the quantity and single value contract executed during last FIVE (5) years, for the offered Lead Acid Battery. The details of past supplies should cover, i) Same rated Lead Acid Battery as Offered supplied to GETCO (Erstwhile known as GEB). ii) Higher rated Lead Acid Battery than Offered supplied to GETCO (Erstwhile known as GEB). iii) Same rated Lead Acid Battery as Offered supplied to other Utilities with performance certificate if any. 5. The bidder shall furnish the copies of type test reports for the Lead Acid Battery set offered. Lead Acid Battery set Offered shall have all Valid Type Test Certificate of not later than 5 Years from NABL accredited or International Laboratory or recognized testing house. 6. The bidder shall furnish the full technical details & drawings for the Lead Acid Battery set offered. 7. The bidder shall have the experience of at least 10 years of manufacture & supply of similar type of Lead Acid Battery Set. 8. The bidder shall furnish the full details of the orders executed. 9. Any deviation shall be clearly indicated separately. 10. The bidder shall submit full technical literature with the technical bid of the Battery offered. 11. The GETCO reserves right to increase or decrease the quantity at the Time of placing the order. 12. The GETCO reserve right either to accept or reject any of the offers Without assigning the reason. (V) TECHNICAL LITERATURE : One set of detailed Technical Literature indicating charging and commissioning procedure shall be supplied free of cost with each battery set. (VI) INSPECTION AND TESTING: The bidder shall allow inspection of battery in process, if required and carry out all routine as well as type tests, if insisted upon. (VII) INSTALLATION AND COMMISSIONING : The bidder shall quote for unit rate for charging and commissioning of the battery. The Company reserves right to commission the battery either departmentally or through the bidder. The installation and commissioning charge shall not be taken into account while evaluating the bids. However, if required, bidder will have to carry out this job. (VIII) DELIVERY PERIOD : The battery is required to be delivered as under: The delivery to be completed within 2 to 3 months of date of placement of order.
